1 OECD conference CENTRE 8-10 April 2013 UEMOA RPCA meeting of the FOOD CRISIS PREVENTION NETWORK Organised by the Secretariat of the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) and the Sahel and West Africa Club Secretariat (SWAC/OECD) under the auspices of the Commissions of ECOWAS and UEMOA summary RECORD Under the patronage of the ECOWAS and UEMOA Commissions and with the contribution of the Secretariats of the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) and the Sahel and West Africa Club (SWAC/OECD), the restricted meeting of the Food Crisis Prevention Network (RPCA) took place on 8-10 April 2013 at the OECD headquarters in Paris. The discussion covered the following three topics: The 2012/13 agricultural campaign and the food and nutritional situation in the Sahel and West Africa. The implementation of the Global Alliance for Resilience (AGIR) Sahel and West Africa. RPCA communication materials (during a restricted meeting).

2 1THE 2012/13 AGRICULTURAL CAMPAIGN AND EVALUATION OF THE FOOD AND NUTRIONAL SITUATION The RPCA meeting offered the opportunity to food security actors in the Sahel and West Africa region to assess the food and nutrional situation, to bring to the attention of national and international decision makers the current major challenges, and to propose response actions. Harvests have been generally good in the Sahel and West Africa. However, RPCA members highlighted the deterioration of the humanitarian situation and the alarming outlook in the northern parts of Mali and in neighbouring countries, resulting from the ongoing crisis. In addition to the northern regions of Mali, certain areas of Burkina Faso (Seno) and Niger (Tillabéri and Téra) require emergency action. Recommendations were proposed in the Final Communiqué ( Participants also discussed the organisation of the 29 th Annual Meeting of the RPCA to be held on November 2013, as part of the Sahel and West Africa Week scheduled on November 2013 in Côte d Ivoire. Indicators and methodolocial tools to measure resilience will constitute the central theme of the RPCA meeting. Classification of food insecurity, March 2013 minimal under pressure crisis emergency zone lacking data/evidence not analysed Source: Regional Analysis Unit Harmonised Framework 2 THE IMPLEMENTATION OF THE GLOBAL ALLIANCE FOR RESILIENCE (AGIR) SAHEL AND WEST AFRICA Adoption of the Regional Roadmap The meeting offered an opportunity to discuss and adopt the AGIR Sahel and West Africa Regional Roadmap. The Alliance was officially launched on 6 December 2012 in Ouagadougou at the Sahel and West Africa Week. The adoption of the Roadmap is the result of a process that started in In November 2012, a draft roadmap was presented and discussed at a meeting organised by the SWAC Secretariat. This meeting led to a consensus on several points, including: The root causes of recurrent food and nutritional crises in the region; A common definition of resilience and priority target groups; The overall and specific objectives of the Alliance. 3 AGIR roadmap_en.indd 1 03-May :39:00 AM Between February and March 2013, facilitated by the SWAC Secretariat, the Restricted Working Group made the following recommendations to improve the Roadmap: Although special attention must be given to the Sahelian band which is exposed to structural food crises and chronic malnutrition, the Alliance should be anchored in all 17 member countries of ECOWAS, UEMOA and CILSS; The following elements should be strengthened: (i) gender; (ii) the connection between demographics and food issues; (iii) the regional food security and nutritional agenda as well as regional strategies, policies and initiatives regarding resilience building (e.g. the ECOWAS Zero Hunger strategy, etc.); Specific objectives should be strengthened, in particular as regards nutritional targets; AGIR GLOBAL ALLIANCE FOR RESILIENCE AGIR SAHEL AND WEST AFRICA RPCA UEMOA REGIONAL ROADMAP ADOPTED ON 9 APRIL 2013 RPCA Adoption Ceremony of the AGIR Regional Roadmap on 9 April 2013, Paris. The value added of the Alliance needs to be further clarified and monitoring and evaluation indicators should be defined. The members of the Restricted Working Group discussed and validated these suggestions at the Senior Experts Group of the Alliance held on 8 April Following the meeting, all stakeholders of the Alliance reached a final consensus and adopted the regional Roadmap ( swac/publications/agir%20roadmap_en_final.pdf). This Roadmap presents the broad regional orientations, which should be applied at country level as per the subsidiarity principle, based on existing policies and programmes in national resilience priorities and accompanied by operational frameworks for financing, implementation, monitoring and evaluation. Organisation of inclusive national consultations Proposals regarding the organisation of inclusive consultations at the national level were presented by the three West African regional organisations (ECOWAS, UEMOA and CILSS). Suggestions included: The creation of a Technical Unit (TU) of the Alliance with the objective of supporting countries in conducting these consultations. Hosted by the CILSS Executive Secretariat, the unit will be placed under the direction and oversight of ECOWAS and UEMOA; Accountability of countries for carrying out consultations, relying on national expertise, such as National Agricultural Investment Programme teams and other key actors. Local experts should be tasked with mapping out existing resilience projects and programmes to serve as a basis for discussion at national workshops. These should aim to identify resilience priorities and to define the operational and financial frameworks for implementation and monitoring and evaluation. The consultations should be designed and conducted so as to directly involve all ministerial departments involved in building resilience (agriculture, livestock, fisheries, forestry, environment, health, education, social affairs, water-sanitation-hygiene, family planning, disaster risk reduction, etc.) as well as agricultural producers organisations, private sector actors and civil society. The Technical Unit will help develop methodological tools for analysing resilience intiatives, projects and programmes; The organisation of a regional conference to examine the results obtained from the inclusive consultations and the lessons learnt. Coordination among technical and financial partners for implementing the Alliance The international partners of the Alliance met on 9 April 2013 to reflect on the possible coordination mechanisms within the international community, in accordance with the expectations expressed in the regional roadmap. The meeting resulted in the creation of a Co-ordination Platform of Technical and Financial Partners (PTFP/AGIR). This platform is composed of countries and organisations that participated in the 9 April 2013 meeting but is also open to other partners who wish to contribute to the implementation of the Alliance. This international coordination mechanism will be tasked with: (i) maintaining political engagement, (ii) providing a permanent political interface between the international community and Sahelian and West African decision makers; (iii) facilitating the coordination and the definition of common positions among all stakeholders of the Alliance. 4 3 rpca COMMUNICATION tools Representatives of ECOWAS, UEMOA, CILSS, OCHA, WFP, FEWS NET and the SWAC Secretariat participated in the restricted meeting on communication materials of the RPCA. The discussions covered (i) the revamping of the RPCA website; (ii) the new visual identity and communication kits, and (iii) the RPCA newsletter. The RPCA website Website design and hosting. The RPCA website has been completely revamped and simplified as certain dynamic features were not regularly updated. The website is hosted by the SWAC Secretariat within the OECD website. The RPCA website keeps the domain name in order to ensure the institutional neutrality of the Network. The RPCA newsletter Participants agreed to launch a newsletter of the network called RPCA News and composed of various sections. The monitoring section will be similar to the content of the former Food Security Information Note (NISA). The workflow of this monitoring section of RPCA News was discussed in detail. Two alternatives were proposed: (i) to produce a note highlighting the different pieces of information provided by the various information providers, (ii) to provide a consensual analysis of the food situation based on the work of the different actors working on food and nutritional security (similar to the NISA approach). The approach promoting a consensual analysis for the monitoring section, identical to that of NISA, was chosen. Website updating and management: The website is jointly managed by the CILSS Executive Secretariat and the SWAC Secretariat. This requires training for a dedicated member of the CILSS Executive Secretariat. CILSS committed to identify a communication expert who will dedicate at least 50% of his/her time to the management of this website in order to ensure regular updating and build on the lessons learnt from past experiences and to avoid repeating the situation of the past years where the person in charge could not allocate sufficient time to this task due to other responsibilities. New visual identity and communication tools The RPCA logo. A new RPCA logo was approved. RPCA and AGIR flyers. Comments were added to the ones already made during the online consultation. The new visual identity will be applied to the Network s website as well as to all other communication products which are designed with the same look-and-feel, including the cover sleeve of the promotion kits. Additional communication materials, such as products about ongoing resilience projects, could be included in the kits. As with the NISA, the CILSS Executive Secretariat will be in charge of co-ordinating the production of the monitoring section. The drafting process will follow the same steps: (i) a first draft will be produced by CILSS and submitted for comments to core Network Members; (ii) each institution will designate a focal point charged with co-ordinating the contributions and submitting them on time (see workflow schedule). The responsibility for coordinating the monitoring section requires a firm commitment from CILSS and the creation of a professional group charged with its production and the management of the finalisation process within the defined timeframe. The CILSS agreed to take on all the necessary steps to fulfill this responsibility, with the support from the FEWS-NET technical advisor on food security. The other sections of the RPCA News could provide additional information regarding the food situation and promote the actions of RPCA Members. The RPCA News will be published every two months. Its technical management is co-ordinated by CILSS, with the support of the Sahel and West Africa Club Secretariat. Created in 1984, the work of the RPCA is based on CONSULTATION, DIALOGUE AND ANALYSIS. It reinforces the coherence and effectiveness of interventions through the implementation of the Charter for Food Crisis Prevention and Management. The Network brings together the three West African regional organisations (ECOWAS, UEMOA, CILSS), regional and international information systems, bi- and multilateral co-operation agencies, humanitarian organisations and international NGOs, as well as agricultural professional associations, the private sector and civil society.
