1 The Status in the Commission in respect of the relevant sub sections of Section 4(1) (b) of the Act is given below : Section 4(1) (b) (i) As per requirement of this sub-section, Address of the State Information Commission, Punjab- Sco-84,85, Sector-17-C, Chandigarh. CIC is the head of the Organization. The main objective and functions of the organization is to deal with the complaints and 2nd appeals as per section 18 & 19 of the RTI Act, (Act No. 22 of 2005 which was passed by the Parliament on 15 June,2005.) Organization, functions and duties State Information Commission Punjab.

Accountant To deal with Account matters, preparation of salary of officers/ officials. 15. Programmer Managing Websites, Generating MIS report, writing various programs and assistance to System Administrator 16. Bill Clerk To perform miscellaneous office duties 17. Receptionist To receive and enter inward & outward dak 18. Data Entry Operators Data Entry and record keeping. 19. Drivers To Drive the Staff Cars 20. Peon-cum-Messenger Duties of class four Section 4(1)(b)(iii) The procedure followed in the decision making process, including channels of supervision and accountability:- Appeals and complaints u/s 19 and 18 of the RTI Act are decided as per the provisions of the RTI Act, the Punjab RTI Rules, 2007 and Office orders of the Commission. All Departments of the state government are required to send statutory information for each year as prescribed in section 25 of RTI Act. The Commission includes all material received from the Govt. Departments in respect of public authorities linked to them. For procuring goods & services for the Commission, Punjab Financial Rules are being followed.

4 Section 4(1)(b)(iv) Given the quasi-judicial nature of Appeal/complaint cases u/s 19 & 18 of the RTI Act, no norm for disposal has been set. Section 4(1)(b)(v) 1. The Right to Information Act Punjab Right to Information Rules Civil Procedure Code. 4. Various Rules of the Govt. of Punjab. 5. Office orders of the Commission. Section 4(1) (b) (vi) 1. Files of complaints and appeals under section 18 & 19 of the RTI Act, respectively. 2. Administrative/general miscellaneous files. Section 4(1) (b) (vii) The hearings of Complaints/Appeals are open to the general public. Video Conference facility in four districts, namely, Amritsar, Ludhiana, Gurdaspur and Ferozepur exists to enable the general public to plead their cases.

5 Section 4(1)(b)(viii) Full Commission chaired by CIC meets periodically and proceedings of the meeting are displayed at website of the Commission. Subcommittees consisting of SICs/officers of the Commission are also constituted by the CIC as and when their need is felt.
