Massachusetts Teachers Association SEI Endorsement & RETELL Advisory Vol. 1 No. 2 February 21, 2013 IMPACT BARGAINING ABOUT RETELL In June of 2012, the Department of Elementary and Secondary Education (DESE) passed a new set of regulations designed to improve the training, professional development and assignment of teachers who work with English language learners (ELLs). These new regulations are part of the Rethinking Equity and Teaching for English Language Learners (RETELL) initiative. The first major phase of RETELL is the implementation of the new requirements and training for the Sheltered English Immersion (SEI) Endorsement for Teachers and Administrators. Each district with ELLs has been assigned to a cohort by DESE for the purposes of providing no cost training for the new SEI Endorsement. Each cohort has a different timeline for training. Districts with no ELLs currently enrolled are not assigned to any cohort. The timeline for each cohort is listed below: Training Starts Training Ends Cohort 1 Winter/Spring 2013 August 31, 2015 Cohort 2 September 1, 2013 August 31, 2016 Cohort 3 September 1, 2014 August 31, 2016 (A list of cohort assignments is at the end of this advisory.) The obligation of earning the SEI Endorsement is required under state regulations. The impact of this regulatory requirement is a mandatory subject of bargaining. Local associations have the right to engage in bargaining over the impact of this implementation upon the educators whom they CAT CORE ACADEMIC TEACHER. For purposes of sheltered English immersion instruction, early childhood and elementary teachers, teachers of students with moderate disabilities, teachers of severe disabilities, and teachers of the following academic subjects: English, reading or language arts, mathematics, science, civics and government, economics, history, and geography (603 CMR 7.02) SEI TEACHER. A Core Academic Teacher who is assigned to teach one or more ELLs. SEI ADMINISTRATOR. A supervisor or evaluator of a SEI Teacher. A SEI Administrator is required to hold either the SEI Endorsement for Teachers or the SEI Endorsement for Administrators. SEI ENDORSEMENT. A credential that demonstrates the teacher has met the subject matter and skill requirements necessary to instruct an ELL. The SEI Endorsement is available to licensed educators and others who are required by law or regulation to obtain the credential (e.g. charter school teachers). represent. MTA recommends that local presidents in each of the identified school districts immediately consult with their field representative about the format and timing of their demand to bargain. Associations in Cohorts 1 and 2 should begin this bargaining as soon as possible. Associations in Cohort 3 can file a demand to bargain immediately and then make strategic decisions about the appropriate time to commence bargaining. AREAS TO CONSIDER IN BARGAINING OVER RETELL RETELL is a complicated set of regulations that has both short and long term implications for teachers. There are many areas impacted by the implementation of RETELL which local associations should consider when bargaining. Among them are: Identification of SEI Teachers and SEI Administrators Assignment of SEI Teachers and SEI Administrators to training Training Days/Times
2 Compensation (course reimbursement, salary credit, payment for time, etc) Future notification and training options for SEI Teachers after 2016 Evaluation: Modification of Professional Practice Goals or Student Learning Goals SEI Endorsement Requirements for non CAT teachers or CAT with no ELLs. IMPLEMENTATION SPECIFICS Cohort districts are required to identify SEI Teachers)and SEI Administrators (see box at right for definitions). SEI Teachers and SEI Administrators who are identified by their district will be required to earn the SEI Endorsement by the end of the time period designated for their cohort. Districts will assign identified teachers and administrators to training groups during the duration of their cohorts. Assignment information will be reported to DESE. Any identified educator who fails to earn the endorsement after the end of the cohort time period will be unable to advance, extend or renew an academic license the next time it expires. Further information on the requirements and routes for obtaining the SEI Endorsement, including an interactive folder for educators, can be found in the MTA RETELL Toolkit at Endorsement Routes to the SEI Endorsement include: DESE SEI Endorsement course DESE SEI Endorsement Bridge courses (available in the fall of 2013) for educators who have completed at least two out of three of Category 1, 2, and 4 trainings. Possession of an ESL/ELL license Pass the SEI MTEL (available in the spring of 2014) Have completed approved prior training Complete the SEI Endorsement as part of an approved program for Initial License DESE SEI Administrator Course Please note: The World Class Instructional Design and Assessment (WIDA) standards replaced all the Massachusetts curriculum frameworks for ELLs in Completion of the DESE sponsored WIDA trainings will not qualify a teacher or administrator for the SEI Endorsement. DESE has provided lists to Districts of SEI Teachers and SEI Administrators, but this list is not definitive of who may be required to earn the endorsement. Districts are responsible for identifying the specific CATs, SEI Teachers and SEI Administrators who must obtain the SEI Endorsement. If districts and local leaders are finding discrepancies in the number of teachers who require the endorsement, then Districts and Local Leaders should contact DESE to review any local issues. Once these educators are identified, the district needs to identify which route to the endorsement each of these educators prefers and establish course sections for those educators who choose the course option for obtaining the SEI Endorsement. The MTA has created several documents in the RETELL Toolkit ( that will assist local leaders and district leaders in identifying educator needs and intended routes to the SEI Endorsement. The information in this advisory is accurate as of the date of issue. Association leaders are urged to maintain contact with their assigned field representatives and periodically check the MTA web site at: for developments as they occur.
