2 Context. 1.5 billion people live in conflict-affected and fragile states. These countries are furthest away from achieving the MDGs. No fragile state will achieve a single MDG target by 2015 new targets are needed for the unique challenges faced by fragile states. 30% of ODA is spent in these contexts, but results and value for money are hard to show. Business as usual in fragile states is NO LONGER an OPTION!

3 THE MONOLOGUE BECOMES A DIALOGUE For the first time in history the International Dialogue provided a forum to shift the paradigm of aid in fragile and conflict affected countries. The Monologue became a true dialogue OWNERSHIP BY RECIPIENT COUNTRIES LEADERSHIP BY ALL

6 The New Deal The New Deal is based on the five Peacebuilding and Statebuilding Goals (PSGs) agreed in Monrovia in June 2011 that are complementary for meeting the MDGs A State for all (inclusive politics) Services for all (resources & revenues) Safety for all (security) Jobs for all (economic foundations) Equity for all (justice)

15 The Way Forward Develop Fragility Spectrum and list of indicators by which to judge progress against Monitoring at Country Level (Heavy at Country Level Light at Global Level) based on the Proposed Global Partnership for Development Effectiveness presented in Paris last week. Implementation of commitments in selected g7+ countries ( ) Propose the PSGs in the UNGA in 2012 Political Commitment from Leaders and Development Partners (scale up their work and apply in fragile states)
