3 1 INTRODUCTION 1.1 The Futsal Premier League is a competition established by New Zealand Football (NZF). NZF will enter agreements with selected Teams authorising them to participate in the competition 1.2 Capital Futsal reserves the right to vary, waive or modify these rules (in consultation with its Futsal Advisory Committee), should it consider it necessary or appropriate to do so. 2 COMPETITION NAME 2.1 The competition shall be called the 'Futsal Premier League and shall be competed for each Futsal League season (as defined in 4) by Teams duly qualified according to these Regulations. 2.2 Capital Futsal shall have the right to add to or change the competition name to reflect the name of the sponsor if it so desires. 3 ENTRIES FOR THE COMPETITION 3.1 Capital Football shall determine the number of Teams that may compete in the Futsal Premier League. The decision of Capital Football as to the composition of the Futsal Premier League shall be final and binding. The Futsal Premier League will comprise a maximum of eight (8) teams, provided that Capital Football retains the ability to increase or decrease the number of teams at their discretion after consultation with the Futsal Advisory Group. 3.2 Entry to, and continued participation, in the Futsal Premier League shall be determined by Capital Football 3.3 In the event of any team not continuing in the Futsal Premier League for whatever reason, including, failing to meet the criteria, resulting in their removal from the Futsal Premier League, then the filling of the consequential vacancy shall be determined by Capital Football, who may choose not to fill the vacancy. 3.4 In the event of any team not paying the participation fee by the due date as directed by Capital Football, the team will be deemed to have defaulted any match played until the fee s are paid or the team is withdrawn from the League. 4 COMPETITION FORMAT 4.1 The competition shall consist of two parts: The League The League; The Championship 4.2 The League shall be played as follows: 8 team League over 7 rounds. 10 team League over 9 rounds 1
4 4.3 Three points are awarded for a win, one point for a draw, and no points for a defeat. 4.4 A default score of 3-0 will be awarded to the opposition if a team defaults a match. 4.5 No extra time shall be played during the League in the case of a drawn match between teams. 4.6 The number of league points accumulated by each Federation/Centre shall determine the placing of each team in each round. At the conclusion of the League, all teams shall participate in the Championship. In the event of two or more Teams having equal points, at the conclusion of the League, their respective placing on the points table shall be determined by applying the following criteria to the extent necessary to distinguish the respective placing and in the priority in which they are listed: Goal difference Number of goals scored The head to head result between the teams equal on points Blind Draw or Coin Toss performed by the Futsal Administrator. The Championship 4.7 The Championship (8 teams) Cup Semi Finals will be played by the top four (4) placed teams. Game 1: 1st vs. 4th Game 2: 2nd vs. 3rd Cup Final will be played between the winner of Game 1 vs. winner Game Plate Final will be played between the loser of Game 1 vs. loser Game Bowl Semi Finals will be played by the bottom four (4) placed teams. Game 3: 5th vs. 8th Game 4: 6th vs. 7th Bowl Final will be played between the winner of Game 3 vs. winner Game Shield Final will be played between the loser of Game 3 vs. loser Game 4 The semi finals and finals will be played on the same night. In the event that the result remains tied at the end of normal time following the completion of the semi final the winner will be determined by kicks from the penalty spot as specified in
5 5 CUP & MEDALS 5.1 The Futsal Premier League Trophy is the property of Capital Football and shall be updated and retained by Capital Football. 5.2 In addition to the trophy, Capital Football shall recognise each individual player or the team as whole with an appropriate award. This may be in the way of sponsors vouchers, medals or some other award deemed appropriate at the time. 6 ORGANISATION OF THE COMPETITION 6.1 Unless otherwise determined by these regulations, the entire control and management of the competition shall be vested in Capital Futsal. Capital Futsal shall have the power to do all other things necessary to ensure the progress of this competition through all its stages and may take appropriate action to bring about such results 6.2 Capital Football may appoint an Administrator who shall be responsible for administration of the Futsal Premier League.. 7 PLAYING OF FIXTURES 7.1 Capital Football shall publish a detailed fixture list for the ensuing league one week prior to the first fixture for the current season. All matches shall be played on the dates and times agreed and confirmed by Capital Football and shall not be varied without the prior written approval of Capital Football. 7.2 If a team cannot field the minimum number of players for any match, notification is required by 12.00pm on the day the game is to be played 7.3 The aggrieved team will be awarded an automatic 3-0 win for the defaulted match and where possible Capital Football will make every effort to find a replacement team for the aggrieved team to play. 7.4 If a match cannot be completed for any reason, the score after 15 minutes of play shall stand. If 15 minutes have not been played every endeavour will be made to reschedule the match to another date, if this is not possible then the match will not be replayed. 8 PLAYER REGISTRATION Team Squads 8.1 In each Futsal Premier League season, each team shall register online a squad consisting of a maximum of twenty five (25) players, prior to the first match being played. 8.2 No changes can be made to a team s named squad during a season after Round 3 has been completed. 8.3 A player can be registered for a maximum of two (2) Futsal Premier League teams during a season. The player must be registered online for both teams before entering the field as per regulation
6 8.4 If a Player is not registered to play for a specific team by the start of Round 4, if they play in any match from Round 4 they will be deemed to be ineligible and the offending team will be deemed to have defaulted the match and regulation 4.4 will apply. 9 DISCIPLINARY MATTERS 9.1 Each Match controlled by a Referee/s has full authority to enforce the Futsal Laws of the Game in connection with the Match to which they have been appointed. The powers and duties of a Referee are as specified in the Futsal Laws of the Game and, in particular, Law 5. The Referee has the authority to make disciplinary decisions, as from the moment the Referee enters the field of play until they leave the field of play after the final whistle. 9.2 During a Match, the Referee makes the disciplinary decisions and these decisions are final. 9.3 At the end of each Match, the Referee must submit the Referee s Report if applicable to the Futsal Administrator who then determines if additional action needs to be undertaken in accordance with this Clause Capital Futsal may determine that the sending off of a Player or the expulsion of a Team Official was of such a nature as to warrant a sanction greater than the mandatory match suspension, including additional match suspensions and/or a fine. 9.5 Without limiting the generality of clause 9.4, Capital Futsal must determine that a sanction additional to a mandatory match suspension is required for: a) violent conduct; b) spitting at another person; c) conduct directed at or against a Match Official; d) discriminatory or offensive words or gestures, including racial or ethnic vilification; and e) repeat Offences. 11 FINES & SUSPENSIONS Cautions (Yellow Cards) 9.6 Schedule of Suspensions The Schedule of Suspensions imposed in respect of each caution (yellow card) received by players from the referee shall subject to 9.15, be: Two yellow cards (2) during the league will result in a one (1) match suspension The suspension will carry to the next season if cannot be served during competition All yellow cards will be wiped prior to the next season. 9.7 In addition to the penalties outlined in paragraph 9.5 above, where any player accrues eight (8) yellow cards or more during a season, Capital Football may require the player and his team to attend a meeting of the Disciplinary Committee to determine if any additional penalty should be imposed against the player. 4
7 Red Cards 9.8 All send off (red cards) issued shall incur an automatic one match suspension other than incidences of violent conduct where further action may be taken. A one match suspension will carry over to the next series if the suspension cannot be served in series in which the Red Card was received. 9.9 In addition to the penalties outlined in paragraphs 9.6 and 9.7 above, Capital Football may require the player to attend a meeting of the Disciplinary Committee to determine if any additional penalty should be imposed against the player. 10 APPEALS 10.1 The referee s report shall be taken as fact and there is no right of appeal against sanctioned imposed from their report 10.2 If the suspension imposed on a player is greater than the normal suspension for that misdemeanour 10.3 The Referee s Report shall be taken as fact except where there has been a case of mistaken identity An appeal must be submitted in writing within 48 hours of the official notification of the suspension. 11 LAWS OF THE GAME 11.1 All matches shall be played in accordance with FIFA Futsal Laws of the Game The minimum number of players a team must have to play in any Futsal Premier League match is three (3). If a team during any Futsal Premier League match is reduced, for whatever reason, to less than three (3) players, the referee shall abandon the relevant match, subject to the provisions of the Futsal Laws of the Game. 12 DURATION OF MATCHES, EXTRA TIME, DETERMINING THE WINNER BY PENALTY KICK 12.1 Each match shall last 40 minutes, comprising two periods of 20 minutes with an interval of 5 minutes whistle to whistle in between There will be no stop clock unless a player is injured and requires on court attention or sweat or liquid spills need to be removed from the playing surface If the scores are still level at the end of the game, penalty kicks shall be taken to determine the winner, in accordance with the procedure laid down by the International Football Association Board and published by FIFA. Technical Area 12.4 The number of persons permitted to occupy the Technical Area is covered by Clause
8 13 SUBSTITUTION RULES Number of Substitutes 13.1 Up to a maximum of seven (7) players may be listed as substitutes on the Team Sheet Unlimited players may be replaced at any time during the match, up until the conclusion of normal playing time or extra time, if played Any replacement players used must be one of the seven (7) listed on the Team Sheet as per 12.1 above The names of the substitutes must be listed on the Team Sheet when presented to the referee prior to the match. Substitutes not so named may not take part in the match The completed Team Sheet must be handed to the referee prior to kick off. The starting five (5) may be adjusted in case of an injury during the warm-up, up to ten minutes before the kick off. Substitutes Bench 13.6 A maximum of eleven (11) persons are entitled to sit on the bench during a fixture, being comprised of no more than seven (7) substitutes and no more than four (4) others registered on the team card. All occupants of the technical area must wear different coloured tops to those worn by the team they are associated with. Substitution Procedures 13.7 A substitution may be made at anytime, whether the ball is in play or not. To replace a player with a substitute the following conditions must be observed: The player leaves the pitch via his own teams substitution zone, save in the exceptions provided for in the Futsal Laws of the Game ; The substitute only enters the pitch after the player being replaced has left The substitution is completed when a substitute enters the pitch via the substitution zone From that moment, the substitute becomes a player and the player he has replaced becomes the substituted player The substituted player may take further part in the match All substitutes are subject to the authority and jurisdiction of the referees, whether called upon to play or not If a period is extended to allow a penalty kick, a kick from the second penalty mark or a direct free kick without a wall to be taken, only the goalkeeper of the defending team may be substituted Any player may change places with the goalkeeper. 6
9 The player changing places with the goalkeeper must do so during a stoppage in the match and must inform the referees before the change is made A player or substitute replacing the goalkeeper must wear a different coloured shirt to the rest of the players. 14 MATCH BALLS Official Supplier 14.1 Only balls supplied by Capital Football will be used in Futsal Premier League fixtures. 15 PLAYING STRIPS Team Colours 15.1 Where the strips of the two competing Teams are alike or similar, the second named team on the Draw shall wear an alternative coloured bib Goalkeepers must in all cases, be clearly distinguishable from the colours of the shirts worn by all other players and officials. 16 REFEREES, ASSISTANT REFEREES AND Third OFFICIALS 16.1 Capital Football shall make appointments for all Futsal Premier League fixtures All endeavours shall be made to appoint two (2) referee s for each Futsal Premier League match, however in the situation where only one (1) referee is available they will have sole control of the match If the situation arises and no referee s are available for the match then it will be the responsibility of the first named team to referee the 1 st half and the Second named team to referee the 2 nd half The Referee's decision shall be the final as to the condition of the ground for play. 17 RESULTS 17.1 Each team shall hand in correctly completed team cards to the Referee prior to kick off. 18 DISTRICT REPRESENTATIVE PLAYERS 18.1 No team can name more than three (3) current National League Players in their team. 19 MISCELLANEOUS 19.1 Shinpads must be worn at all times 19.2 Matters not provided for in these regulations and cases of force majeure shall be decided by Capital Football. All decisions shall be final. 7
10 No person is entitled to bring the Futsal Premier League, Capital Football, the game or any related issue into disrepute. In particular, coaches and players are not entitled to communicate negative comments to the media, aimed at any official, which results in such disrepute. 8
