Village of Pinellas AED Program What is it? What are AED s? What is Sudden Cardiac Arrest? Where do Sudden Cardiac Arrests Occur Most? What is the Impact of Cardiac Arrest? Why we need it! How does it work? Who is responsible? How much does it cost? Submi&ed by Jim Boyer: 2871 Java Terrace, The Villages

What is the proposed AED Program? Purchase of AutomaFc External Defibrillators One device serves approximately 35 homes Strategically located in the neighborhood No more than 1 minute walk from any house SubscripFon to Ready Alert service Acts as an addifonal dispatch to community AED responders AED Lockboxes located on residents property

What Are AEDs?! Automated External Defibrillators (AEDs) allow trained lay rescuers to successfully deliver defibrillafon even before EMS can arrive.! AEDs are safe, effecfve, lightweight, durable, low maintenance and easy to use.! AEDs interpret heart rhythm and determine if a shock is required. The unit prompts the rescuer to deliver the shock, if necessary. An AED will NOT shock someone who does not need defibrillafon.

What is Sudden Cardiac Arrest? The heart stops abruptly and unconsciousness follows Usually caused by Ventricular FibrillaFon (abnormal chaofc heart rhythm which causes the heart s pumping acfon to quickly stop). Not the same as heart ayack Results in death if not treated immediately The ONLY known solu0on for ventricular fibrilla.on is... EARLY DEFIBRILLATION

Where Do Most Sudden Cardiac Arrests Occur? Most Sudden cardiac arrests occur in the home followed by public locafons, such as:! Work Sites! Airports! Churches! Event Centers! Anywhere large amounts of people congregate

The Impact of Sudden Cardiac Arrest 340,000 people die each year from sudden cardiac arrest (SCA) - that is about 900 per day! 90% of SCAs occur outside of the hospital Less than 5% survive SCA If AEDs were more readily available, approximately 50,000 lives could be saved each year

Why do we need an AED Program? We cannot be sure that the local fire stafon will be manned and available when our need arises, their team may have to be dispatched from a distant locafon NaFonwide survival of sudden cardiac arrest outside a hospital is 6-7% Villages have a higher survival rate largely due to the number of AED units located throughout the communifes and the response of volunteers and the fire department Currently we have 148 AED communifes in The Villages. These programs cover 12,500 homes. For every one minute DELAY in starfng CPR and using an AED, the chance of survival diminishes greatly Timely defibrillafon can not only increase survival, but also NORMAL survival CPR BUYS TIME..AED S BUYS LIFE!

HOW DOES IT WORK? When sudden cardiac arrest occurs, the heart muscle will have an uncoordinated rhythm (called Ventricular FibrillaFon) instead of beafng rhythmically so it will not pump blood to the rest of the body and brain. CPR can assist in squeezing the blood from the heart and circulafng the blood, but it will not start the heart beafng rhythmically again. AED is a bayery operated device that can diagnose whether a heart needs defibrillafon and can deliver the shock which may allow the heart to resume beafng normally Audible commands from the machine enable anyone to use it effecfvely

WHAT IS DEFIBRILLATION? Electric shock to the heart Stops uncoordinated rhythm Allows return of regular rhythm and pulse Only definifve treatment for Ventricular FibrillaFon

What Can YOU do to Help? Be a Strong Link in the Chain of Survival Become an AED cerffied provider Help your neighbor, or a loved one Early Defibrillation

How would the program work? Useppa Oaks There are 196 houses in the Useppa Oaks area. 6 AED s are recommended Because of the size of the area we recommend that you have at least 25 responders. The number seems high, but, during the day Xme we want to make sure you will have at least 8 that will be available. The Villages Public Safety will provide CPR training free of charge. The more responders trained the be&er our community will be able to handle an emergency situaxon. In this way, one or more responders would be at home at any Xme. Each responder household would be set up with the ReadyAlert noxficaxon system. When a cardiac arrest occurs, the first thing is to call 911. The 911 operator, in addixon to determining the nature of the emergency and dispatching the medics will see on their screen that the a&ack occurred in an AED Community and would also send out the alert to all the responders. While one or more responders would go immediately to the home, others would pass by the homes where the AED units are located and take them where needed. The units are stored in locked cabinets a&ached to poles or on house walls where they are readily available to responders, all of whom will have keys.

How would the program work? Isleworth AED Program There are 69 houses in the Isleworth area. 4 AED s are recommended. Because of the size of the area we recommend that you have at least 10 responders. The number seems high, but, during the day Xme we want to make sure you will have at least 3 that will be available.

Alltair Path AED Program There are 119 houses in the Alltair Path area. No less than 4 AED s are recommended Because of the size of the area we recommend that you have at least 15 responders. The number seems high, but, during the day Xme we want to make sure you will have at least 4 that will be available.

Who is responsible? The Villages Public Safety Department oversees and assists the program. They will order the equipment under their state contract, train the volunteers and provide confnuing updates on training and equipment. The responder volunteers would be responsible to administer CPR and pick up the AED unit on the way to the emergency. The alerfng service has a monthly service fee. The bayeries in the AED s are guaranteed to last 4 years before they need to be replaced. There should be a checking account established, an AED Fund, in which all contributed funds are deposited and from which all checks will be wriyen. The account can be set up where two signatures are required to write a check.

What About Liability? You are Covered by Law: Florida s Good Samaritan Act Federal Cardiac Arrest Survival Act (CASA) A person experiencing an SCA is clinically dead. Use of an AED to resuscitate can do no addi.onal harm Perceived standard of care Proving medical causa.on is extremely difficult (who caused the death)

How much does it cost? Useppa Oaks Funds Needed to start - $16, One Xme fee per household=$120 6 Cardiac Science $1, ea.= $8, Waterproof Case (Pelican Box)@ $171.00ea = $1, Aluminum Box to hold $182.00ea=$1, Ba&ery replacement in 4 years@ $ =$1, ReadyAlert Annual SubscripXon per $52.20 =$1, Year- 2 ReadyAlert Annual SubscripXon per $52.20 =$1, Year- 3 ReadyAlert Annual SubscripXon per $52.20 =$1, Year- 4 ReadyAlert Annual SubscripXon per =$1, Balance of funds This money can be used for mounxng hardware for the AEDs.

Some QuesFons: What if some people don t par.cipate? Because of liability concerns, EVERY HOME in our designated community would be covered in the case of an emergency regardless of whether they contributed or not. Why should I join then? The program needs your parxcipaxon. Do I have to be a volunteer? No. Just if you want to.

Some QuesFons: Is the AED difficult to use? It is virtually foolproof, and so easy to use anyone who understands English can use it. What about mouth- to- mouth? Mouth- to- mouth is no longer recommended. How long is the CPR/AED training? 2 to 2 ½ hours. Lt John Longacre of the Villages Public Safety Dept. would schedule a training class (or classes) at no charge for those individuals who are part of the community AED program wishing to be responders.

Some QuesFons: Would we respond to all emergencies? No, just cardiac/respiratory arrests. What about people on other neighborhood streets? The Public Safety Department feels that neighboring streets should be a separate AED program.
