2 Trade for development is the raison d être and vocation of UNCTAD. The organization works to fulfill its mandate by carrying out three key functions: 1. It functions as a forum for intergovernmental deliberations, supported by discussions with experts and exchanges of experience, aimed at consensus building 2. It undertakes research, policy analysis and data collection for the debates of government representatives and experts 3. It provides technical assistance tailored to the specific requirements of countries, with special attention to the needs of the least developed countries and of economies in transition. When appropriate, UNCTAD cooperates with other organizations and donor countries in the delivery of technical assistance. If information is electronic then individual data elements should only be submitted once. (UNECE & WCO) The ASYCUDA Single Window for International Trade is based on more than 25 years of experience in Customs modernization and computerization.. 9
10 SINGLE WINDOW CONCEPT Objectives: To establish or increase co-operation between Customs, Other Government Agencies and border control authorities in order to electronically share documents (data) and establish common procedures for processing and control. To provide trade and transport operators with a single submission for trade documents and information to satisfy all import, export and transit regulatory requirements. The ASYCUDA/CLIENT Export version allows for the computerization of operations at export, including the electronic management of the phytosanitary certificate and risk-management. The project is currently piloted in Ethiopia. 12

Revenue collection: The revenue has stayed constant despite significant reductions in duty rates. Trade statistics: Trade statistics are more complete, accurate and up-to-date. Integrated Border Management: 7 Other Governmental Agencies connected to the system. Procedures: Simplified with the introduction of the Single Administrative Document, risk management techniques, DTI. 13
