1 BUMP - Boosting Urban Mobility Plans SUMP best practices: study visits to BUMP pioneer cities Call for applications 1. Introduction The BUMP project partnership ( presents a unique opportunity for cities senior technical officers and political decision makers dealing with sustainable transport and mobility to visit one of 17 best practices in SUMP development in 8 European countries (Italy, Spain, United Kingdom, Bulgaria, Romania, Czech Republic, Hungary, Poland). The cities hosting the study visits have developed their SUMPs in the framework of the BUMP project, benefitting from an integrated package comprising capacity building, international mutual learning opportunities to foster knowledge exchange and sharing of experiences, coaching in the drafting of their Sustainable Urban Mobility Plans. All travel and accommodation costs related to the visits are covered by the project for a restricted number of selected visiting cities representatives as described in this call under section 4 ( Costs covered by the project ). Participation is open to all cities based in a EU member state or in Norway, Switzerland, Serbia, Bosnia and Herzegovina, Montenegro, FYR of Macedonia, Albania and Turkey and meeting the eligibility criteria described in the following paragraphs. Visiting cities will have the opportunity to investigate the SUMP concept and get to know the support package offered by the BUMP partnership to beneficiary cities; meet host cities senior technical officers and political decision makers presenting their SUMPs, the methodology they used, adopted solutions and expected impacts; tour destinations to see tackled problems and actions implemented there. The visits will be performed in February/March Host cities: choose your favourite destination The 17 host destinations were selected among those benefiting from support actions offered by the BUMP project for their outstanding results in the development of their SUMPs. 2 SPAIN Ciudad Real Huelva Rivas Vaciamadrid ROMANIA Bistriţa Ploiesţi UNITED KINGDOM Bristol City Council & Gloucestershire County CZECH REPUBLIC Zlín HUNGARY Pécs Salgótarján Székesfehérvár POLAND Biała Podlaska A synthetic description of each study visits destination is available in the project website: For each host city, an outline is provided, comprising: - a synthetic description of the context (entailing data on population, geographic position and main territorial features, economic activities, main poles of attraction for flows of people and freight); - a more detailed description of the SUMP development process (the underpinning vision, long-term strategic objectives and mid-term goals, indicators used to assess the plan s performance, and the main implementation features, including context analysis methodologies, horizontal and vertical integration, participatory processes, measures and actions chosen in the SUMP to support a balanced development of all transport modes, monitoring and evaluation methods chosen). 3. Visiting cities: find out how to apply 3.1 Application process The number of cities that can benefit from the study visits is limited and cities will be selected based on the criteria reported in the following sections. Each applicant city is required to fill in the application form provided in the project website and send it by to: bump@area.trieste.it The deadline for applications is November 20, CET.
3 BUMP partners are not responsible for s that will not be delivered in due time for any reason. Applicants are advised not to wait till the last day to submit their application and make sure their is properly delivered. The application form needs to be duly filled-in and signed by the mayor or by another political decision maker in a relevant position. Only one representative per visiting city (a technical officer or a political decision maker in relevant positions) may participate in a visit. In the application form, each applying city is requested to insert details of its representative, chosen to perform the visit in case of positive outcome of the application process, and details of a contact person. A synthetic description of the representative s main skills and competences has to be provided in the application. The city is also required to select 3 destinations out of the range of BUMP host cities, ranking them according to preference (1 st, 2 nd and 3 rd choice respectively). Each selected visiting city can only visit one destination. Evidence of the city s intention to develop a new SUMP or revise an existing one (in the form of official documents and decisions) must be made available for the selection of applications (these can, for instance, be sent with the application or, in case they are available in the city s or other official website, web links can be provided). The language used during the visits is English. Representatives of cities appointed in the application forms are required to have a satisfactory command of English to allow them to interact during visits. Only in the case a visit is carried out by visiting cities to a host city located in the same country and no representatives of foreign cities participate in the same visit, the visit is conducted in the national language. 3.2 Eligibility criteria and evaluation of applications To be eligible, the applicant city must: - be located in a EU member state or in Norway, Switzerland, Serbia, Bosnia and Herzegovina, Montenegro, FYR of Macedonia, Albania and Turkey; - have a population of between and inhabitants; - declare it is planning to develop a new SUMP or revise an existing one (and provide evidence of this in the form of official documents and decisions). Applications from cities will be assessed against the following criteria, and a ranking list prepared, based on the scores calculated as described in the following section (the maximum score is 20): 1) Motivation (sufficient: 2 points; fair: 4 points; good: 6 points; very good: 8 points; excellent: 10 points);
4 2) Population in the 40, ,000 inhabitants range (40,000 to 60,000: 1 point; 60,001 to 80,000: 2 points; 80,001 to 100,000: 3 points; 100,001 to 250,000: 4 points; 250,001 to 350,000: 5 points); 3) Role of the person representing the city in the visit to a BUMP host city (participation is open to senior technical officers and political decision makers; 0 to 5 points will be granted according to the position and functions of the person appointed as a city representative in the application. Scores will be calculated as follows: Senior technical officer with a specific role and competences: 5 points; Mayor: 5 points; political decision maker with specific competences: 4 points; mid-level technical officer with a specific role and competences: 3 points; junior technical officer with specific role and competences: 1 point; officer or political decision maker without specific competences: 0 points). Each BUMP host city will host a maximum of 5 visiting cities, that will have selected the host city as their first destination option. If a destination is chosen by more than 5 visiting cities, the remaining cities in ranking order will be offered the opportunity to visit their 2 nd or 3 rd option. All selected visiting cities will be contacted by AREA Science Park of Trieste (Italy), coordinating the project and managing the visits, to organize the visits jointly with national BUMP partners, visiting and host cities. In case a visiting city decides to renounce the opportunity of carrying out a visit, they may be offered an alternative solution, if available. Alternatively, in the case a suitable solution is not found, the next applying city in the ranking list will be offered the opportunity to carry out the visit instead of the renouncer. In case, for any unexpected reason, a destination city becomes unavailable, visiting cities that will have selected the destination may be offered an alternative solution, if available. Alternatively, in the case a suitable solution is not found and the visiting cities renounce the opportunity of carrying out a visit, the next applying cities in the ranking list will be offered the opportunity to carry out the visit instead of the renouncer. 4. Costs covered by the project Whether city representatives travel in their country or abroad, costs (flights, train tickets, accommodation, meals, etc.) will be covered by the project, provided these are previously agreed upon with AREA Science Park of Trieste (Italy), coordinating the project and managing the visits. The application forms evaluation will end on December 4, After this date, the selected visiting cities will be contacted by AREA Science Park staff in order to organize the city representatives travels. The visits will be performed in February/March Dates for performing the visits will be communicated and the city will be free to confirm the visit or refuse. After confirmation, if a city does not attend the visit after flight tickets are bought, these must be refunded to AREA. Reimbursement will not be requested only in cases of documented force majeur. 4.1 Travel and accommodation In the organization of logistics for each visit, a detailed travel schedule will be drafted for participants to go from their cities of origin to their destinations and back. All efforts will be made to reduce travelling time as much as possible, compatibly with available options and budget.
5 Travels will be normally organized using public transport. Flights and train tickets will be bought in advance and paid for directly by AREA Science Park and will then be forwarded to participants by in due course. In the case the use of a private car is necessary, and however for distances not above 600 Km (for two way or return journeys), this will have to be agreed upon previously with AREA Science Park and the cost will be reimbursed based on mileage ( 0.36/Km). Additionally, motorway fares will be reimbursed on submission of a request and supporting documents. Accommodation (including breakfast) will also be booked and paid for in advance by AREA Science Park. Accommodation vouchers will then be forwarded to participants by in due course. In case, for any unexpected reason, buying tickets and accommodation in advance was not possible, or in case participants had to use a private car under the conditions described above, participants may be asked to bear the costs directly according to the agreed travel schedule. The costs incurred will then be reimbursed on submission of a request. Detailed instructions and a template for requests for reimbursements will be provided. 4.2 Meals and local transport Meals and local transport/transfers are covered by the project throughout the visits. For local transport and transfers, participants will normally use public transport. The use of a taxi or other private transfer service will have to be agreed upon previously with AREA Science Park when drafting the travel schedule. Depending on each visit s schedule, some meals and transfers during the visits will be paid for directly by the local BUMP partners. All other meals and transfers as agreed upon in the travel schedule will be paid for by participants and then reimbursed on submission of a request. The daily allowance for meals depends on the travel schedule: when participants are engaged on a full day (for travelling or performing the visits) the top daily allowance is 50,00; when participants are engaged for only half a day (for travelling or performing the visits) the top daily allowance is 30,00. In both cases, only costs actually incurred by participants will be reimbursed. Detailed instructions and a template for request for reimbursements will be provided. 4.3 Costs not covered by the project The project only covers the costs described above under sections 4.1 and 4.2 and in any case contained in the travel schedule. In case of unexpected circumstances that lead to changes in the travel schedule which cannot be previously foreseen, these will have to be promptly communicated and agreed upon with AREA Science Park.
6 The project does not cover any other costs, as for instance those referred to car rental, wi-fi connections, internet connections, minibar at hotels, drinks - except for those consumed with meals - and any form of entertainment, visits to local amenities, etc. For further information and operational details, please contact AREA Science Park at the provided contact details. 5.
