2 What is the SSRC? Applied Research in the Public! Interest An applied research and evaluation center that conducts policy-relevant research for tax-supported and nonprofit agencies and organizations. The Social Science Research Center, CSU Fullerton (SSRC)

" The SSRC works closely with the Prevention and Applied Research Division to inform with current, best-practice empirical research the development of policies and programs that improve community health and public safety in Ventura County. Ventura County Behavioral Health (VCBH)
4 Data: A Prevention Infrastructure The VCBH approach to addressing underage and binge drinking among youth and young adults 15 to 25 years of age is data-driven. Using current local data that establishes needs, VCBH works with agency and community leaders to identify appropriate strategies and policy solutions.
5 Research Results of Countywide Significance Random Digit Dial Telephone Survey of Ventura County residents Place of Last Drink Surveys
6 Random Digit Dial Telephone Survey " 2,021 randomly selected households, in which one adult 18 years of age and older was randomly selected (population sample) " Response rate of 68.4% " Confidence interval of +/- 2.22%

13 Settings for Binge Drinking are Highly Related to the Drinker s Age " 59.1% of those 26 and older report last binge drinking in their own residences, and 15.9% at someone else s home " Conversely, 28.6% of those 25 and younger binge in their own homes, and 45.2% in someone else s home. These data lead to concerns about House parties.
14 Settings for Alcohol Consumption Among Youth " 3% of 7 th graders, and 7% of 9 th and 11 th graders in Ventura County report consuming at least one drink of alcohol on school property in the last 30 days CA Healthy Kids Survey
15 Means of Acquiring Alcohol for Binge Drinking Alcohol was purchased for or given to 35.7% of binge drinkers 25 or younger, compared to 10.6% 26 and older Underage youth who binge drink acquire alcohol from social sources and by making illegal purchases! Social sources include older friends, family members, and shoulder tapping at retail liquor outlets.
16 Excessive Drinking and Driving 8.5% of all survey respondents that report binge drinking in the last 30 days drove during or soon after drinking This rate is 14% of those 25 and younger, compared to 6.8% 26 and older
17 CA Healthy Kids Survey Lifetime Prevalence of Drinking and Driving 43% of 7 th graders, 24% of 9 th graders, and 34% of 12 th graders have driven when drinking or ridden in a car driven by a friend who had been drinking These rates are significantly higher (by 5% to 8%) than statewide rates
18 Place of Last Drink Surveys Administered to persons convicted of DUI attending the courtmandated Drinking Driver Program (DDP) in Ventura County 1,227 young adults years of age between 2/2002 and 5/2004
19 Young Adults are Over- Represented in the DDP Persons 18 to 25 comprise just 6.9% of the population of Ventura County 18 years of age and older, but 25.9% of DDP participants Over 20% of DUI offenders between 18 and 25 years of age are younger than 21, the legal drinking age
20 Young White Males are Overrepresented in the DDP Young men (78.3%) outnumber young women (21.7%) almost four-to-one in the DUI offender population 18 to 25 years of age Latinos 18 to 25 years of age are underrepresented among DUI offenders in the Drinking Driver Program compared to their proportion of the county population. Whites in this age bracket are over-represented
21 2/3 of Young Adults were Binge Drinking Prior to DUI 19.5% report consuming 11 drinks or more 27% had a Blood Alcohol Concentration two or more times the legal limit
22 Binge drinking increases the risk that DUI will result in a crash or injuries " About 15% of young adults that did not binge drink reported a crash or injuries. Among young people that did binge drink, though, this proportion is 20.8%
23 The Younger the offender, the more likely POLD is a private residence Private Homes are High Risk Settings Private homes are the settings most frequently identified as the place of last drink prior to arrest among DUI offenders 18 to 25 years of age Most young people drink in a single setting before their DUI arrests
24 Bars, Clubs and Restaurants can also be High Risk Settings Over one third of DUI offenders 18 to 25 years of age took their last drink in a bar, club or restaurant Three out of twenty underage drinkers arrested for DUI are being served alcohol in bars, clubs and restaurants
25 Higher Education is a Risk Factor for Driving after Binge Drinking About one in five DUI offenders 18 to 25 are enrolled in college 63.0% not enrolled in a postsecondary institution engaged in binge drinking in the hours before their arrest, compared to 73.5% of DDP participants enrolled in a postsecondary institution (p<.01)
26 College drinkers consume alcohol harder and faster Young DUI offenders in college consume more drinks per hour (1.98) than their peers not in college (1.66) They are also more likely (25.2%) to consume distilled spirits antecedent to DUI arrest than those not in college (18.5%) (p<.05)
27 Public Concern about Alcohol & Drug-Related Public Health & Safety Risks Drunk Driving 3.69 Teenage Drug Use 3.58 Teenage Drinking
28 High Public Salience of Alcohol & Other Drug Issues 79% -Traffic Deaths involving young drivers 76% -Drug Use among teenagers 69% -Alcohol and violence 61% -Alcohol and teenage sex 57% -Teenage binge drinking! Proportions that had heard about each issue, in the last three months on the radio or TV, read about it in newspapers or magazines, or talked about it with friends, school officials or someone like that.
29 High Level of Concern: Alcohol & Neighborhood Quality of Life 2.74 Drinking & driving near your home 2.61 Binge Drinking 2.58 Drinking in homes where only youth are present! Concern is expressed on a three-point scale where 1 = Not at all Concerned, and 3 = Very Concerned.
