2 The Criminal Justice System The Criminal Justice System of Trinidad and Tobago is a collaborative alliance of Government agencies and institutions, aimed at maintaining the rule of law for the preservation of human life, liberty and property ensuring social control, deterring and mitigating criminal activity and reprimanding individuals that violate laws with the appropriate criminal penalty coupled with rehabilitative efforts. The Criminal Justice System aims for the execution of swift justice and efficient management of both offenders and victims, ensuring the process is conducted in an unbiased manner and the accused is protected against the abuse of investigatory and prosecution powers. A Criminal Justice System comprises of four main components: The Legislative Process The creation of laws The Investigative Process Investigation and detection carried out by The Police Service The Adjudicative Process The provision of a system of trial The Corrective Process The provision of correctional and rehabilitative programmes 01

5 Ministry of Justice Statutory Authorities, Units, Divisions Legal Division: The Legal Division of the Ministry of Justice (MOJ) was created to deliver the necessary input and support to the Ministry in undertaking the transformation of the Criminal Justice System of Trinidad and Tobago. The precise duties of the Division include criminal justice legislative reform through policy development and the development of strategies to address the prevailing inefficiencies and inadequacies within the Criminal Justice System. Client Issues Resolution Officer Associate Degree in Social Sciences or Certificate in Public Administration Electronic Monitoring Unit: The Electronic Monitoring Unit (EMU) is being established as part of the Offender Management Division. The EMU will be responsible for the implementation and maintenance of an electronic monitoring system, which will enable the monitoring of offenders subjected to electronic monitoring by the courts. Electronic Monitoring Manager: The incumbent will work closely with the Trinidad and Tobago Police Service and Judiciary and will be responsible for the EM Unit s Management Master s Degree in Social Science Proficiency in Information Technology Liaison Officer LLB, Information Technology, Engineering Project Management Unit: The Project Management Unit provides project management services to the Ministry of Justice. It conceptualizes, co-ordinates and manages the projects and programmes designed to facilitate the transformation of the criminal justice system. 6 Trinidad and Tobago Prison Service The Trinidad and Tobago Prisons Service is a Division of the Ministry of Justice. The mission of the Prison Service is to protect society and; reduce crime through the reduction in re-offending by facilitating the opportunities for the rehabilitation of offenders, while maintaining control under safe, secure and humane conditions. 7 The Criminal Injuries Compensation Board The Criminal Injuries Compensation Board provides a simple effective, equitable and humane means whereby a victim of a crime of violence can obtain compensation for injuries suffered.
