2 DYS Mission Statement The Department of Youth Service is the juvenile justice agency of the Commonwealth of Massachusetts. Our mission is to protect the public and prevent crime by promoting positive change in the lives of youth committed to our custody, and by partnering with communities, families, government and provider agencies toward this end. We accomplish this mission through the interventions that build knowledge, develop skills and change the behavior of the youth in our care.

3 Juvenile Crime in Massachusetts Each year in Massachusetts there are approximately 10,000 juveniles arraigned in court on criminal charges. Of these youth, some 3,500 are held on bail annually at DYS facilities while they await the outcome of their court appearance or trial. At the request of the court, on any given day there are approximately 250 youth held at DYS facilities awaiting the outcome of their court appearance or trial. Annual commitment rates average approximately 1100 per year with the Agency providing on-going services to approximately 2100 committed clients. Recent trends (past 5 years) have shown a slight annual decrease in both the pre-trial (bail) and committed populations.

4 Youth Services Then and Now Massachusetts created the nation's first juvenile correctional system in 1846 when it opened the state Reform School in Westborough for 400 boys. Today the Department of Youth Services is the juvenile justice agency for the Commonwealth of Massachusetts and operates approximately 96 programs providing services to youth including: 57 residential programs including hardware and staff secure 34 district and satellite offices to service youth who live in the community (residing with a parent, guardian or in a foster care placement)

5 What is the difference between a committed Juvenile and a Youthful Offender? A committed juvenile is child between the ages of seven and seventeen who has been adjudicated. The complaint is filed in juvenile court and the case is heard before a judge or jury in a courtroom that is closed to the public. At the hearing of the case, the Court may continue the case without a finding or adjudicate the child delinquent and either: (a) place the case on file; (b) place the child on probation; or (c) commit the child to the Department of Youth Services until his/her eighteenth birthday.

6 What is the difference between a Juvenile Delinquent and a Youthful Offender continued A Youthful Offender is a person who is between the ages of fourteen and seventeen who has been convicted of a felony and who also has: a previous commitment to the Department of Youth Services; is charged with a crime which involves the infliction or threat of serious bodily harm; or is charged with a crime which involves certain weapons offenses The District Attorney may proceed by complaint in juvenile court or by indictment. If indicted, the case is heard before a 12 person jury or a judge in a courtroom that is open to the public. If convicted as a youthful offender, the Court may impose one of the following: a commitment to the House of Correction or state prison; a DYS sentence until the age of 21 with an adult suspended sentence; a commitment to the Department of Youth Services until the age of twenty one.

7 Commitment to DYS When a juvenile is committed to the Department, DYS is granted physical custody of the youth. This means the Department has the legal authority to oversee the person until he/she is 18 years of age. In the case of a youthful offender DYS is granted physical custody and has the legal authority to oversee the person until he/she is 21 years of age. Parents or guardians of the youth always retain legal custody.

10 Residential Programs The Department of Youth Services operates programs for committed and detained youth that offer clinical intervention, education, structured recreation and staff advocacy services. A hardware secure program has locked perimeter doors, locked bedroom doors, locked and screened windows and restricted client movement. A staff secure program has locked perimeter doors or alarmed perimeter doors, locked screened windows, unlocked dormitory style bedrooms and physically less restrictive program areas.

12 Community Re-entry The goals of Community Re-entry Services are to: Increase the level of involvement and interaction with all stakeholders in the community that are committed to preventing violence, criminal behavior, and substance abuse, and encouraging education, pro-social values and healthy lifestyle choices. Determine the risk DYS involved youth pose to the community, determine rehabilitative needs, provide treatment and graduated sanctions commensurate with both conduct and needs. Increase the number of DYS involved youth who are employed. Facilitate community service opportunities for DYS youth. Create and implement local processes for the sharing of information and joint decision making on high risk youth among prosecutors, law enforcement, courts, schools and public and private human service agencies.

17 Group Worker As a Group Worker you will have the ability to mentor and guide youth in a highly structured environment. If you are someone who enjoys the rewards of being challenged and you are looking for a position that offers promotional opportunities then a Group Worker I may be a great fit for you. Candidates must be action oriented, adaptable, customer/client focused in addition to having good communication and conflict management skills. Candidates must also show initiative and stress tolerance.

18 Caseworker As a Caseworker you will be challenged with ensuring youth comply with certain conditions to increase their success in the community. Communication and building relationships with the court, families and local law enforcement are just a few areas of expertise you will develop while working in this field. You will have a direct impact on youths accomplishments by devising treatment plans, monitoring conditions of release and acting as school liaisons. Candidates must be adaptable, collaborative and culturally competent, in addition to having good communication skills. Candidates must be good at problem solving and building trust..

19 Clinician As a clinician you will have the opportunity to work in a challenging environment as a member of a treatment team. Individuals being considered for a clinical position are required to have completed their studies, have obtained a Master Degree in Counseling or Social Work and must be license eligible.

20 Interview Process If you meet the eligibility requirements and have followed all instructions on HOW TO APPLY you may be contacted by an agency representative to schedule an interview. Finalists for a position will undergo a background check and be referred for preemployment screening.

21 Pre - Employment Screening As part of the Workforce Planning and Development Initiative, the Department of Youth Services implemented a pre-employment screening process for all final candidates for direct care positions. The pre employment screening process has the following components: Substance Abuse Screening Psychological Screening Physical Abilities Test Medical Exam

23 Employee Training & Orientation All new employees are required to complete the DYS Basic Skills Training and one week of on the job training. Training modules include CPR, first aid, basic health services, legal issues, diversity awareness, prevention of sexual harassment, domestic and workplace violence, victim services, crisis intervention, safety and security procedures as well as many other agency specific training topics.
