1 KFRW ELECTIONS KFRW Political Newsletter Feb. 16, 2016 ITS TIME TO CAUCUS On Saturday, March 5, 2016, Republicans all around the state of Kentucky will participate in the state s first ever Caucus. Counties are preparing locations, volunteers, and activities to help with the process. People who have never participated in this type of process have been asking what is a caucus? The Merriam Webster dictionary defines a caucus as a meeting of members of a political party for the purpose of choosing candidates for an election. For purposes of the Kentucky Presidential Caucus voters will arrive at their respective central caucus location, which can be a church, school, courthouse, etc., to vote for their choice of president. Inside they will see dozens of other Republicans, visiting tables for each of the presidential candidates who have elected to participate in the caucus. There may be a representative for each candidate who can answer questions. Voters may also be given information from the local county party, or the Republican Women s club, or College Republican organizations and other groups. When voters are ready to cast their vote, which will be by secret ballot, the voter will move to the balloting area. At this point, the process will look like a typical polling location. Voters will present identification to a trained Caucus Official, who will look them up on the voter roster. Voters will sign in, just like they would during a typical election, and will be handed a ballot. After marking their selection, they will insert their ballot into a ballot box. 111 out of the 120 counties have chosen a location within their county. If you are registered to vote in one of the nine counties who do not have a designated location, those voters will participate in a regional caucus in a nearby county or you may vote by absentee ballot. People who are eligible to vote in the March 5th caucus are Republicans who were registered by Dec. 31, You can obtain an absentee ballot by calling the RPK headquarters at or off the website at rpk.org Date of Caucus: Saturday, March 5, 2016 Location: (A list of caucus locations by county are listed at the back of this newsletter) Time: 10:00 a.m. 4:00 p.m. Now, ARE YOU READY TO CAUCUS????

2 KFRW TRAVELS TO FRANKFORT FOR 2016 LEGISLATIVE DAY On Thursday, Feb. 11th, members of the Kentucky Federation of Republican Women filled the Senate Chambers for their annual Legislative Day at the state capitol. The day kicked off at 9:00 a.m. with a special welcome from Lt. Governor, Jenean Hampton. She spoke about how excited she was to get to the capitol and work with Gov. Bevin and to start digging in to change things which will make Kentucky better. She said the three main subjects she was interested in promoting are education, being a positive example, and entrapenourship. She has enjoyed talking with kids of all age groups and sharing her story of rising out of poverty and to have the kids take inspiration from it. Gov. and Mrs. Bevin stopped by and had their picture taken with the group and thanked the KFRW members for all the work they did during his election and shared with the group some of the issues he had been tackling since taking office. State treasurer and Sen. Julie Adams spoke to the group about needing to recruit and elect more women to the legislature. Sen. Adams is the founder of Kentucky Strong a new program to recruit, train and assist in the election of probusiness, Republican women to public office. Sen. Julie Adams and Sen. Jimmy Higdon Allison Ball State Treasurer Rep. Stan Lee, House Minority Caucus Leader, spoke on how important it was for Republicans to Flip the House this year so that there will be a more positive environment to get important bills passed that are currently being killed by the current house leadership. Other speakers included Sen. Jimmy Higdon, Sen. David Gibbons, Rep. Sessions, and Rep. Diane St. Onge all stressing the importance of getting the House switched over to a Republican majority. The rest of the day was filled with visiting member s Representatives, having lunch with them, attending committee meetings, or House and Senate Sessions and visiting the Governor s Mansion KFRW Legislative Day with Gov. & Mrs. Bevin Along with other visiting state officials

3 CANDIDATE SPOTLIGHT Meet Joni Hogancamp Joni Hogancamp is a small business owner in McCracken County and is running for the House of Representatives in the third district. In 2001, Joni along with Carolyn Roberts started Caring People Services LLC which provides non-medical services for individuals in the purchase area, including many of our veterans. Employing over 80 caregivers who help their clients remain independent in their own home. Joni has been involved in the McCracken County Republican Women s Club for several years. She has also served as a board member of St. Nicholas Free Family Clinic, served on the United Way of Paducah -McCracken County s Impact Poverty Taskforce, and works with the United Way Reading PALS program. Some questions that we have asked Joni about the issues are: 1. Since you are in the healthcare business with your homecare service, what is your opinion of the recent closure of the Kentucky Health Cooperative that was created under the Affordable Care Act that left 51,000 Kentuckians without health insurance and what would you do as a state legislator to provide an affordable alternative to those now looking for coverage? The collapse of the Kentucky Health Cooperative is just one of many recent developments as Kentucky grapple with changes to our healthcare delivery system with the transition and implementation of the Affordable Care Act. Those Kentuckians who previously received coverage under the co-op are still able to receive coverage through the other plan options marketed on the Kentucky exchange site. In addition, any citizen who falls 138% below the poverty level can access coverage through expanded Medicaid. Applications for enrollment for 2016 are currently being accepted. Health care coverage, and access to health care providers, is too important for us not to get right. I m committed to working in Frankfort to ensure that coverage, access ad efficiency are all goals we achieve. (Continued on page 4)

4 Hogancamp Interview Cont. 2. A lot of your customers are veterans. Loiusville is in the process of trying to build a new verterans hospital but there is a conflict of where the hospital should be built. The big businesses want it built downtown and the veterans want it built anywhere but downtown. What is best for the veterans of Kentucky to provide the services they need? My business, Caring People Services, has been serving veterans for over 15 years. Where the hospital is located is a federal decision as they have site selection specialists and budgets that determine placement of their regional centers. However, it is my hope that the hospital can be located where it is deemed most accessible for veterans. These men and women served their country honorably, and now it is our time to serve them. 3. You have been serving as board member of St. Nicholas Free Family Clinic in your area. In light of the recent Planned Parenthood allegations, do you believe public funding should be discontinued and funding should be redirected to other facilities that promote a positive environment focused on the well being of both mother and child? I was honored to serve on the St. Nicholas Free Family Clinic for six years. During that time we provided quality health care for those who fell through the government safety net. Since the implementation of the Affordable are Act, the clinic operation services have now been taken over by Kentucky Care, a comprehensive commmunit health care center. It is my view that if Planed Parenthood is selling body tissue for a profit, they should not be considered for tax-exempt status and tax payers should not have to subsidize their operations. Thankfully, Paducah is blessed to have more than one option for women s health. These small, locally run organizations are able to utilize federal funds more efficiently and provide better outcomes. 4. Student loan debt in our universities is a big issue these days. What should the state do to help reduce the cost of higher education? Reducing the cost of higher education is a big issue for many of our famiies and young people. Funding scholarships, grants and identifying any potential new revenue streams will be a priority for me in Frankfort, as will curbing the escalation of tuition costs. Institutions of higher learning shold be no different than a private business, always reinventing themselves to be more efficient and effective. In addition, Paducah has a nationally renowned community college that offers associate degrees, and Murray State University is an excellent local option for a bachelor s degree. Both provide an outstanding value for a higher education. 5. You have stated that you want to use your business experience to help move Kentucky forward. What are 2 ideas that you have that you would promote in Frnakfort to make Kentucky a more business friendly state? Two things that Kentucky can do right away to create and attract jobs is stop the burdensome regulation process and promote a competitive tax system. The largest potential for job growth in any state is through expanding existing businesses. If Frankfort continues to creat a regulatory environment that requires constant management and upkeep, it s not in anyone s interest to continue operating, much less expand. Also, Kentucky s tax code has not been updated in years. As surrounding states are implementing new competitive tax initiatives, Kentucky has offered its businesses nothing innovative. I think we need to reach out to our current employers and ask them what needs to be done to help them grow and expand and get our region back to work!
