1 TO: FROM: Members of the Committee of the Whole Malcolm Hunt, Director of Planning and Development Services MEETING DATE: June 25, 2007 SUBJECT: Report PLPD Retail Market Analysis (including Downtown Economic Analysis) PURPOSE A report to recommend the hiring of a Consultant to Undertake a Retail Market Analysis (including Downtown Economic Analysis) RECOMMENDATION That Council approve the recommendation outlined in Report PLPD dated June 25, 2007, of the Director of Planning and Development Services, as follows: a) That the Requests for Proposals Document P for completion of a Retail Market Analysis and a Downtown Economic Analysis for the City of Peterborough be awarded to urbanmetrics inc., 144 Front Street West, Suite 460, Toronto, Ontario, for the upset limit of $157, b) That a by-law be enacted to authorize the execution of a consulting agreement with urbanmetrics inc. to complete the Retail Market Analysis and Downtown Economic Analysis. c) That a contingency allowance of $15,000 be included in the project budget.
2 Page 2 BUDGET AND FINANCIAL IMPLICATIONS The project budget of $175,000 has been approved in 2007 Capital budget as follows: Year(s) Project Reference Capital Budget Reference Capital Budget $ Allocation 2007 Retail Market Analysis Project $100, Central Area Master Plan Project $25, Contribution to the Downtown Economic Analysis Minutes of Settlement (DBIA, AON, Costco) $50,000 TOTAL $175,000 BACKGROUND The City of Peterborough has committed, within its 2007 budget, to undertake a citywide Retail Market Analysis (RMA). The City has already come close to realizing the tenyear forecast of warranted retail floor space ( ), in The pressure for additional retail expansion continues. However, in order to justify further expansion of the retail opportunity it is appropriate to undertake a new retail analysis, based on current data sources, including the 2006 census. The RMA will include a citywide inventory of retail space, license plate surveys, and an analysis of expenditure patterns and trade areas. The RMA will quantify and evaluate changes in the retail sector since the last retail market analysis completed in 2000 as a component of the Comprehensive Commercial Policy Review (CPR-2000). The RMA will also provide a new forecast of warranted retail floor space to 2011 and The City also seeks to undertake, as part of the City wide RMA, a Downtown Economic Analysis (DEA). The DEA is intended to provide an economic profile of Peterborough s Downtown for planning purposes. The DEA will provide supporting
3 Page 3 documentation for the updating of the Central Area Master Plan and 5-year Review of the Official Plan, which will be occurring concurrently. The DEA will include the following components: a) A 2007 inventory of all Downtown retail, service, institutional, cultural/entertainment, office and restaurant uses and a comparison to previous inventories, where they exist, to determine the relative shifts in the composition of these major components in the Downtown. The objective is to build a clear profile of the physical composition of the downtown and the trends in that composition. b) A Downtown-specific research program, in the form of intercept surveys of downtown shoppers, to determine what trade area residents like and dislike about the Downtown and the changes they would like to see in the future, and the purpose of their Downtown trips. This research activity will be supported by license plate surveys in the Downtown and personal surveys of visitors in the Downtown. The objective is to build a clear profile of who frequents the Downtown and why, and who doesn t frequent the Downtown and why. c) A telephone survey to quantify expenditure patterns captured by Downtown commercial facilities with the objective of providing a clear picture of the economic health of the sectors. d) A comparative citywide analysis of rental rate trends for retail, service, office and restaurant uses. Downtown rental rates will be analyzed to assess whether the rental streams are sufficient incentive to the maintenance of existing buildings, redevelopment and new development. e) Identification of relevant economic performance indicators for Downtown Peterborough. f) A comparative analysis of Downtown Peterborough with other successful Ontario downtowns. The analysis would identify any incentives (municipal and otherwise) that contributed to the positive economic health of the benchmark Ontario Downtowns. g) Recommendations designed to enhance the economic health of Downtown Peterborough based on the findings of the DEA research program. The objective is to have the DEA research substantially completed within four (4) months of project commencement, and the completion and adoption of the Central Area Master Plan as an Official Plan amendment on or before December 31, The DEA will be directed by a Steering Committee composed of City Staff as well as the Executive Director of the DBIA. It is expected that the findings
4 Page 4 and recommendations of the DEA will be implemented, as required, in the completion of the Central Area Master Plan. The following firms submitted proposals: W. Scott Morgan, MCIP, The Corporate Research RPP Group Ltd. 15 Grenadier Heights, Moodie Drive, Toronto, ON M6S 2W5 Ottawa, ON K2H 9C4 urbanmetrics inc. 144 Front Street West, Suite 460, Toronto, ON M5J 2L7 A Consultant Selection Committee consisting of Malcolm Hunt, Director, Planning and Development Services, Rupert Dobbin, Senior Planning Specialist, Ken Hetherington, Planner, Special Projects, and Mark Doherty, Executive Director, BIA, reviewed the proposals against the following pre-established Evaluation Criteria (see Table 1). The award report will disclose the price of the successful consultant, but not the price submitted by other proponents. The following table outlines the proponents rating and total score. 5 Page 5 Planning Staff directed Requests for Proposals (RFP) for the study to qualified retail market analysts and also advertised the RFP on the City s website. Three proposals were received. (see above) The proposals were reviewed in detail and a point rating system was utilized by the Selection Committee to evaluate the proposals. The proposal submitted by urbanmetrics inc. scored the highest based on the evaluation criteria while meeting the requirements of the Terms of Reference. Table 2 presents a list of the consultants that submitted proposals and their respective scores. For economies of scale and in recognition that similar professional skills are required for both studies the Request for Proposals combines both studies into one consulting assignment.
