2 HISTORY OF EL PASO COUNTY COMMUNITY COLLEGE DISTRICT The El Paso County Community College District was established in June, 1969 when citizens of El Paso County voted to form a junior college district and elected a board of seven trustees to administer the College. By 1971, the Board of Trustees and citizens of the community requested state financial assistance to open the doors. The 62nd Texas Legislature appropriated funds and El Paso Community College became a reality, enrolling 901 students in September of that year. By the fall of 1972 day classes started in buildings leased from the U.S. Army at Logan Heights on Fort Bliss. This first campus allowed for the standardization of instruction at one location and the consolidation of administrative facilities to support the expanding enrollment, which had grown to 5,041 students by fall During 1974, the College purchased a complex of buildings near downtown through a grant written in conjunction with Project Hope. Also through the assistance of Project Hope, the College developed 12 programs in the fields of medicine and dentistry between 1974 and The Rio Grande Campus has housed the allied health programs and arts and sciences support programs ever since. El Paso Community College began the process of seeking academic accreditation with the Southern Association of Colleges and Schools (SACS) in Meanwhile, the College embarked on the development of a Master Plan to provide for orderly growth and direction and to define its role in the community. Official accreditation was received in December 1978 following the completion of an institutional self-study and a site visit by a SACS committee. During this time building activity was at a peak. Construction of new facilities was essential as the vocational technical programs offered at EPCC increased from 27 to 91 during The first of two new campuses, Valle Verde in southeast El Paso, was completed at a cost of $15.5 million in time for classes in the Fall of The second new campus, Transmountain in northeast El Paso, was fully operational a year later. Expansion and renovation at Rio Grande was completed in 1980, with the addition of a five-story wing, improved utilities and handicap accessibility, all made possible through a $1.75 million grant from the Economic Development Administration and College matching funds. By 1981, enrollment had reached 10,341 students and the College began preparations for a second self-study and re-affirmation of SACS accreditation in combination with revisions to the Master Plan. SACS re-affirmed accreditation in 1983 and the revised Master Plan was enacted in Physical facilities at Valle Verde expanded once again with the installation of a 31-building Modular Village (1989) and construction of a new Student Services Center and Advanced Technology Center (1990). Construction of a new Northwest Center was completed in the county s upper valley in January

3 1994. The $3 million facility was partially funded by an Economic Development Administration grant. In December 1994, the Board of Trustees adopted a five-year financial plan for remodeling, expansion and construction of College district facilities through the sale of revenue bonds financed through student tuition and fees. New classroom space was added to the Transmountain Campus (1996), the Valle Verde Campus (1997) and parking and renovation to the Rio Grande Campus (1996). Mission del Paso, serving the Eastside/Lower Valley area of the county, opened in the spring of Realizing the importance of the NAFTA agreement and its regional impact, the College created the Institute for Economic and Workforce Development in 1995 to organize and intensify its service efforts in training the emerging workforce and providing education and expertise to area business and industry. In 2002, the Rio Grande Campus Parking Garage opened at 911 N. El Paso Street to alleviate parking problems at that campus. The Health and Sciences Laboratory building opened in fall This building has updated biology, chemistry and physics/geology laboratory facilities. Additionally, expanded laboratories for the nursing program and many of the allied health programs are found in that building. As program laboratories moved to this new building, renovations of vacated spaces in the main campus provided expanded laboratories, classrooms, and conference areas. The Rio Grande Border Health Clinic is located in the Health and Sciences Laboratory Building. It provides both community resources and a student clinical learning site. The Border Health Clinic includes selected services in the following areas: dental, nursing/medical, physical therapy, and sonography. The B nai Zion Synagogue at 906 Montana is a part of the Rio Grande Campus. Recent renovations were completed in 2005 converting the Little Temple to a conference/community center. This renovation was possible under a grant funded by HUD. In 2005, The Jenna Welch and Laura Bush Community Library opened on the grounds of the Northwest Campus. Named after former Canutillo resident Jenna Welch and her daughter, former First Lady Laura Bush, the library emphasizes children s literacy programs and fine art appreciation activities. The location of the library and its affiliations within Canutillo provide access for the community to utilize the facilities and services. The College continues to receive national recognition for its educational excellence as demonstrated by multimillion dollar Federal grants for curriculum development and distance learning systems. Its Institutional Effectiveness program has become a national model for other colleges and universities. With academic and vocational programs in place, the College became increasingly involved in small business development, economic and workforce development, and distance learning. The College also offers high school concurrent enrollment and College First, a partnership with the

4 Army for tuition allowance. In 2005, EPCC was named one of the fastest growing and largest border colleges in the United States serving the educational needs of over 25,000 credit and close to 7,000 non-credit students. On August 29, 2006, EPCC inaugurated Mission Early College High School (MECHS) at the College s Mission del Paso campus. The campus, one of only three Early College High Schools in Texas, was a unique partnership between EPCC and the Socorro Independent School District. MECHS opened its doors with 125 students. The campus was founded on the belief that many young people are ready and eager to do serious college work while in high school. MECHS enables highly-motivated students to move four years from the 9 th grade though the first two years of college, earning an associate s of arts degree, which may be applied to a four-year, liberal arts program in Texas. Students from many diverse backgrounds who have a strong record of academic excellence and different interests will benefit from the MECHS curriculum. MECHS objectives are to improve college readiness of graduating high school students; motivate minority, low-income students by completing the first two years of college during high school; and save money and time by integrating high school and college-level work. Students can pursue advanced studies and careers in education, criminal justice and general studies. After realizing the success of MECHS, Early College High School programs were subsequently launched at the Valle Verde, Transmountain and Northwest Campuses. EL PASO COMMUNITY COLLEGE: THE EARLY YEARS (The Start of the Best Place to Start) June 28, 2009 is a special day for El Paso Community College. This is the 40 th Anniversary of the day that voters in El Paso County elected to create a Junior College District. This paved the way for El Paso Community College. The plan for a community college in El Paso was spearheaded by State Senator Joe Christie. Senator Christie worked locally and in Austin to get the idea off the ground. There was a long and bumpy two-year road before classes actually began. No funds, three tries at a bond election and a United States Supreme Court ruling were all part of the path El Paso Community College took in becoming the great institution of learning it is today. The idea of a community college began with Senator Joe Christie s father-in-law, Albert Horowitz. Mr. Horowitz owned an operated Hor-Tex Clothing Company. It didn t take much for Mr. Horowitz to sell Senator Christie on the idea. Senator Christie set up a steering committee in December, 1968 of about 100 prominent El Pasoans. Local realtor, Joe Foster was appointed co-chair of the committee with Joe Christie. The committee set out to visit and study other community colleges in Texas and get voters to sign a petition to have an election for the Junior College District. On May 16, 1969, 10,000 signatures were given to the Coordinating Board of Colleges and universities in Austin. A date of June 28 was chosen for the election. The vote on June 28, 1969, was not a mandate by any means. Of the four parts to the ballot, only

5 two passed. The ballot issue to create the district passed, as well as, the creation of a sevenmember Board of Trustees. The items to create a maintenance tax and a bond issue failed. The newly elected Board of Trustees consisted of Joe Foster, who would be named chair, Dr. Eugenio Aguilar, Ted Karam, Thomas Pendergast, Earle Williams, Albert Horowitz and Joe Yarbrough. The first job of the newly elected Board of Trustees was fundraising. Along with going into their own pockets, the Board received a loan from El Paso National Bank and Texas Higher Education Board member, Tom Hatfield secured state funding. This was enough to get classes started. The Board hired Dr. Alfredo de los Santos as the first President. The Student Service Building on the Valle Verde campus bears Dr. de los Santos name. Instruction began for 901 student in rooms at Thomason Hospital (now University Medical Center) and high schools across the city in the Fall of The Board of Trustees went on to have discussions with Fort Bliss to lease unused buildings in Logan Heights. In the Fall of 1972, the Logan Heights location became the first campus of El Paso Community College. The Board of Trustees turned to politics after the second attempt at a bond election failed. The Board went directly to the top, the United States Supreme Court. In the state of Texas, only land owners could vote on property tax and bond issues. Lawyers for the Board of Trustees argued that through rents, non-land owners paid taxes. Also, a junior college would benefit low-income, non-land owners, so they should be able to vote. The Supreme Court agreed and struck down the Texas law. A new bond election was held and it passed. The third-time was the charm. By the mid-1970s, El Paso Community College began to grow. Space was purchased on Rio Grande Avenue through a grant from Project Hope for the purpose of education in the health field. EPCC s Allied Health programs are still at the Rio Grande campus today. Next, with the help of the 20 million dollar bond that had just passed, land was acquired and the Valle Verde campus was built. Classes began in the Fall of Finally, thanks to Hillary Sandoval of the Small Business Administration and Senator John Tower, land was acquired in Northeast El Paso from Fort Bliss that would become Transmountain campus. Classes began at Transmountain in the Fall of While construction was in high gear in the public eye, behind the scenes the college was working to gain accreditation. This was achieved in December, 1978, exactly ten years after the first steering committee meeting to form El Paso Community College Over the last 10 years, with the additions of the Mission del Paso and Northwest campuses, El Paso Community College has grown to 25,000 credit students and 30,000 overall, the largest college in the Borderland. More than 130 career choices are available to students of all ages. EPCC has fostered partnerships with area school districts, UTEP and Fort Bliss to broaden the reach of El Paso Community College. The next 40 years look very bright. El Paso Community College has become an education leader in Dual Credit/Early College High School and developmental programs, like Achieving the Dream. The school continues to grow with its brand new state-of-the art Culinary Arts facility and the proposed campus on Fort Bliss. Just as it was 40 years ago, El Paso Community College is the best place to start.

6 PURPOSE OF THE COLLEGE DISTRICT The College is committed to providing the people of El Paso and its surrounding areas opportunities for life-long education. The College vigorously seeks ways in which to enhance the quality of life for people by providing educational programs and services which prepare its participants to enrich their lives and to contribute to their own, as well as their community's, well-being. The College recognizes that services are being provided to individuals of all ages who live in an era of accelerated change. It accepts the responsibility to help them meet these changes with quality educational and career guidance and development; with meaningful general, transfer and career education programs; and with cultural enrichment programs. Furthermore, the College recognizes and accepts its responsibility to meet the special needs of people in the area's multi-cultural international society. It is the intent of the College to search out ways that it can capitalize on the unique strengths of the area. This can be achieved through an awareness of the benefits that a multi-lingual, multi-cultural, international society offers. To assure people of the area access to general and career education opportunities, the College provides "open door" admissions. Recognizing the responsibility associated with "open door" admissions, the College provides developmental education programs. Its open door policy provides admission to post-secondary programs for all who have earned a high school diploma or its equivalent or who are at least 18 years of age and whose high school class has graduated. At a minimum the College will provide the following: Transfer degree programs which lead to further study toward a baccalaureate degree Vocational-technical, credit and continuing education career programs designed to upgrade existent skills and to prepare the learner for employment and advancement opportunities Life-long learning opportunities by providing adult education programs for part-time learning in credit and continuing education programs Community service programs to promote the area's economic growth and individual personal development Developmental programs for students who have experienced limited success in academic achievement or who have been away from formal education for some time Educational, personal and career counseling General education courses as a requirement for graduation, certification and/or for personal growth and development Outreach programs designed to meet community and individual needs Programs that address the issue of illiteracy and its associated problems VISION STATEMENT The El Paso County Community College District shall be the progressive leader in high-quality, innovative, educational opportunities in response to our border community. COLLEGE GRADUATE GUARANTEE PROGRAM The Board of Trustees of the El Paso County Community College District approved an institutional graduate guarantee policy on September 23, 1992, and agrees to guarantee the graduate of the following programs in accordance with the policy adopted by the Texas Higher Education Coordinating Board: Associate of Applied Science (A.A.S.) 10 Associate of Arts (A.A.) Certificates of Completion DUAL CREDIT Dual Credit is a program where El Paso Community College has partnered with El Paso s school districts and private high schools to give junior and senior high school students the opportunity to take college level courses taught by credentialed instructors on the student s home campus. Students who qualify receive both high school and college credit for the courses they take in the dual credit program. The college class is a replacement rather than an addition. Students take one class, the college class, and get both high school and college credit for it. The courses are taught by certified college instructors who have been approved by EPCC. Tuition and fees for up to 24 credit hours are waived for students in this program. Students in the program may also use any EPCC library and support services. To quality, high school students must complete these requirements: Be classified as a junior or senior Complete an admission application form Submit current high school transcript Submit early admission form signed by student, parent and high school principal Take placement exam (assessment in reading, writing and math) and Attend new student orientation. Courses Instruction and materials for the Dual Credit Program must be at the collegiate level of instruction. Dual Credit Program courses must be identified as college-level academic courses in the current edition of the Community College General Academic Course Guide Manual or as college-level technical courses in an approved Tech-Prep or Associate of Applied Science (AAS) Degree or Certificate Program. Tuition and Fees are Waived Placement Tests at school sites are free if at least 15 students enroll to take the exam. Otherwise, the test is $10. Retests are $15. Participating High Schools High schools participating in the EPCC Dual Credit Program currently include Americas, Andress, Anthony, Bel Air, Bowie, Burges, Canutillo, Americas, Andress, Anthony, Bel Air, Bowie, Burges, Canutillo, Cathedral, Chapin, Clint, Coronado, Covenant Christian Academy, Del Valle, Eastwood, El Paso, Fabens, Faith Christian, Fort Hancock, Franklin, Hanks, Horizon, Immanuel Baptist, Irvin, Jefferson, Lydia Patterson, Maxine Silva Magnet, Montwood, North Loop Christian Academy, Parkland, Riverdale, San Elizario, Sierra Blanca, Socorro, Tornillo, Van Horn and Ysleta. More schools are scheduled to join the program. INSTITUTIONAL EFFECTIVENESS

11 The goal of the institutional effectiveness system is to improve the quality of education in the El Paso Community College District by conducting systematic evaluations of academic programs and services. The college-wide institutional effectiveness program will: Assess educational outcomes relating to the mission of the El Paso County Community College District. Evaluate availability (quantity and distribution), quality, and utilization of resources. Assess institutional effectiveness in meeting community needs. Assess institutional effectiveness in meeting demands of external agencies, especially the Southern Association of College and Schools, the Texas Higher Education Coordinating Board, and specialized accrediting agencies. Provide a process for ongoing evaluation of the institutional effectiveness system. Provide a process for dissemination and use of educational outcomes and institutional effectiveness outcomes assessment within the institution and the community. Provide a process for the use of institutional effectiveness outcomes assessment in the development and revision of strategic and operational academic planning that provides directly for educational improvement. DISTRICT FACILITIES The College provides accessible educational opportunities to the community. As a means of reaching the community and meeting their needs, EPCC offers courses at five main campuses and a variety of sites throughout the County. Each campus houses a Dean's Office(s) plus administrative and student services departments. Distance Learning facilities with the capability to deliver instruction to off-campus sites by means of two-way interactive links have been developed to better serve our community. The following sections describe the main District facilities. Administrative Service Center (9050 Viscount Blvd., 79925) This facility houses administrative offices for the College in Building A and is centrally located to accommodate the needs of staff members from all College sites. Departments at this location include the President s Office, the Vice President of Instruction, Vice President for Information Technology/CIO, Budget and Financial Services, Employee Relations, Human Resources Development, Information Technology, Instructional Services, KCOS-TV, Personnel Services, Marketing and External Affairs, and a Police Department Office. Building B is home to the Workforce Development Center, Small Business Development Center, the Senior Adult Program, the Testing Center, and the Mailroom. Academic departments include Cosmetology, Massage Therapy, and the Culinary Arts program.

12 Fort Bliss Center (Fort Bliss, Bldg. 639) The Fort Bliss Center is located on Biggs Field and offers a wide range of credit courses. Degree programs in General Studies and Criminal Justice are offered under the Servicemembers Opportunity College (SOC) program. Non-credit courses in Defensive Driving and Motorcycle Defensive Driving and Spanish are available. This site provides services primarily to active duty military and their family members. Mission del Paso Campus (10700 Gateway East, 79927) Mission del Paso is a major educational facility in the east El Paso/Mission Valley area. The campus offers a full range of classes to include developmental courses, ESOL, EMT, vocational nursing, and most core/transfer courses. All student services are available including admission, registration, financial aid, testing center and counseling. In 2000, the campus opened a state-of-the-art Law Enforcement Training Academy which serves law enforcement agencies to meet their needs and provides a full spectrum of training programs for security guards and peace officers. In order to accommodate the continued growth, a new building opened in the spring of This building provided much needed space to house instructional labs of English as a Second Language, reading, and general tutoring along with faculty offices and multipurpose classrooms. The only Early College High School in west Texas is located at the Mission del Paso campus. Northwest Campus (6017 Desert Blvd ) The Northwest Campus is located on the west side of the Franklins, near Canutillo, serving the Upper Valley with many transfer courses in the arts and sciences, serving the Upper Valley with many transfer courses in the arts and sciences, occupational education courses, and developmental English, Math and Writing courses. Special programs include Court Reporting and Pharmacy Technology. The Jenna Welch and Laura Bush Community Library on the Northwest Campus, in addition to serving the EPCC students, is publicly affiliated to serve the community. The library places special emphasis on children s literacy programs and other fine art appreciation activities. The Northwest Campus also has a full range of Student Services, such as Counseling, Registration, Financial Aid, Center for Students with Disabilities, student Government and Career Placement. Rio Grande Campus (100 W. Rio Grande Ave., 79902) The Rio Grande Campus focuses on health occupations education as well as courses for the business community, and general academic courses. The Rio Grande Border Health Clinic serves as both a community resource and a student clinical learning site. The Clinic serves as both a community resource and a student clinical learning site. The Campus is unique in that it has several historical buildings, including the Queen Anne House which was built in 1903

13 by B.H. Raum and is El Paso s last cut-granite Queen Anne-style house. The Queen Anne houses the Grants Management Office for the District. The B nai Zion Synagogue, at 906 N. El Paso Street, was built in 1912 for El Paso s Jewish community. In 1984, it was designated as a State Archaeological Landmark. Also in 1984, the Little Temple was entered into the National Register of Historic Sites. It has recently been renovated and serves as a conference/community center. The old Temple Mt. Sinai Synagogue, located at 103 Montana Street, was designed by noted El Paso architect Henry Trost and built in The Student Services Center is currently located in this building. These campus landmarks reside in the Sunset Heights Historic District. The Literacy and Workforce Development Center is also located at the Rio Grande Campus and offers adult classes in literacy, second language and basic vocational support skills for both job-seekers and the underemployed. The Rio Grande Campus offers a complete range of courses in the arts and sciences including math, biology, chemistry, speech, sociology, history, political science, psychology, English and much more. It provides a top-quality learning environment for its diverse population of over 4,000 students. The full range of College services is available including financial aid, counseling, registration and security, as well as a bookstore, library and cafeteria. Transmountain Campus (9570 Gateway Blvd, N., 79924) The Transmountain Campus Complex of EPCC includes the campus and the Fort Bliss Center. The campus serves over 5,000 credit students each semester and is primarily a liberal arts facility focusing on the arts and sciences. Transmountain also offers a full range of courses in occupational education. All College services are available at the campus, including registration, financial aid and counseling, as well as a full-service library, bookstore and cafeteria. It houses the College's only performance/lecture facility for concerts, films, large meetings and community events. A new wing for classrooms has been added to expand opportunities for students to take transfer level courses. Transfer courses for most degree plans can be taken at the Transmountain Campus. Special programs are also exclusively offered there including Electronics, Environmental Technology, Emergency Medical Technician, Heating, Ventilation and Air Conditioning, Fashion Technology and Interior Design Technology. Valle Verde Campus (919 Hunter, 79915) The Valle Verde Campus is the largest and most centrally located campus in the College District. Over 14,000 credit students, about 70% of the College's total enrollment, attend classes here each semester. Over 1,450 credit course sections are offered each semester as well as 250 non-credit sections, including continuing education, adult vocational and customized training classes. Student Services and the Advanced Technology Center are also located on the Valle Verde Campus, as
