2 EVENT MARKETING SPONSORSHIP PROGRAM 2016/17 Program Guidelines & Application Form Tourism NT annually provides funding to assist the marketing of events and festivals that help build the positioning of the NT as a fun, social, and adventurous leisure destination. These events must also attract substantial interstate or international visitors to the NT and/or generate considerable media coverage. This funding is administered through the Event Marketing Sponsorship Program & aims to support the Festivals NT program in order to grow holiday visitation in the Northern Territory. Support is only available for events with the potential to help achieve Tourism NT s strategic objectives to: Grow visitor numbers to the NT Increase visitor expenditure in the NT Flatten the seasonality of visitation to the NT Increase visitor dispersal through the NT Strengthen the NT position as a fun, social and adventurous destination Support our competitive strengths of nature-based and cultural tourism Support may take the form of financial funding, and/or in-kind support such as website listings, inclusion in promotional and public relations activities and/or assistance with images or advertising. To offer support to an increased number of events in January-December 2017, financial funding will be offered on a tiered basis. Event organisers can apply for support from multiple tiers in the one application. However, successful events will only receive support for one tier, as follows: Tier 1: Up to $5,000 per event for interstate marketing for new and developing events. This funding is particularly suited for regional community events. Tier 2: Up to $10,000 per event for interstate marketing of annual established events. Tier 3: Or a maximum of up to $20,000 per event for innovative marketing of exceptional major events. 1. Who can apply? To be eligible to apply for funding, events must be held in the Northern Territory within the twelve month period of January-December To apply for funding, applicants must satisfy the following eligibility criteria: Individuals: must be 18 years of age or over, be Australian citizens or have permanent residence status and must be residents of the NT. Employees of NT Government are ineligible if there is a direct conflict of interest. Groups: if not legally constituted must identify an individual within the group who will be legally and financially responsible for the grant on behalf of the group.
3 Organisations and businesses: must be legally constituted, and be an Australian registered, entity operating in the NT. Local Government and agencies of the NT Government are eligible to apply, however priority consideration will be given to the private sector including not for profit organisations. Tourism NT reserves the right to exclude from consideration organisations which have: Previously breached funding agreements with Northern Territory Government; or Failed to satisfactorily acquit funding from the Northern Territory Government; or Received significant funding from alternative Northern Territory Government departments. 2. What can the funds be used for? Funding can only be used towards interstate and international marketing activity of events held in the NT during the 2017 calendar year. Funds cannot be used for: Activities that have commenced before support has been approved; Operational expenses including the procurement of plant & equipment Activities that do not have a clearly defined tourism benefit; Conferences, incentives or exhibitions that are not specifically related to tourism; Production costs of pilot television programs without guaranteed distribution; Activities where an applicant has not fully acquitted any previous Tourism NT support funding; Activities that are the exclusive responsibility of other funding bodies or government agencies. 3. When is funding available? To ensure all events have an equal opportunity to apply for the available funding, applicants should note these key dates: Sponsorship intake opens 1 July 2016 Closing date for applications 31 August 2016 Notification of successful recipients From September 2016 Funds available From October 2016 Commencement date of events January December How to apply Applicants will be required to submit in typed format: 1. A completed Application Form 2. Information addressing the Selection Criteria 3. Costed proposal for proposed marketing activity, including anticipated results 4. Bank statement or profit/loss and balance sheet of last two years trading results Completed applications are to be forwarded by to sponsorship.tourismnt@nt.gov.au; or by mail to Sponsorship Assessment Panel, Tourism NT, GPO Box 1155, Darwin NT 0801.
4 5. What are the Selection Criteria? Applications will be assessed on how well they address each of the following selection criteria. However, as Tourism NT only has limited funding for this program, meeting the selection criteria does not guarantee that an offer of funding will be made. Provide an outline of the event including: o Event location and venue details o Dates of event o Explain the goals and objectives of the event, with anticipated outcomes o Target audience and anticipated audience numbers o Website address Explain how the event satisfies our strategic objectives of: o Growing visitor numbers to the NT: e.g. provide detailed information about how your event drives visitation, including results of surveys of your event in previous year, or details on your estimated visitation if a new event o Increasing visitor expenditure in the NT: e.g. provide detailed information as to how your event increases visitor expenditure, and how that information was measured o Flattening the seasonality of visitation to the NT: e.g. provide information about how your event encourages visitation outside of the peak June to August period o Increasing visitor dispersal through the NT: e.g. provide information as to how your event will increase visitation to the regions o Strengthening the marketing position of the NT as a fun, social and adventurous destination: e.g. provide information as to how your event aligns with the NT position o Supporting our competitive strengths of nature-based and cultural tourism: (e.g. provide information as to how your event supports Indigenous cultural tourism and/or includes experiences related to natural attractions) Provide details of your proposed marketing activity, including: o a costed media plan o quotes from third party suppliers (if any) o anticipated results of marketing activities Demonstrate how the event is financially viable by showing they have matching funds for the event, e.g. a bank statement or profit/loss and balance sheet of last two years trading results Provide details of funding applications made to other organisations, including the private sector, Commonwealth government agencies and NT Government agencies 6. What is the assessment process? Eligible applications will be assessed against the Selection Criteria, in a merit-based process. Funding will be awarded via a competitive process that incorporates the following stages: Submission of a completed Application Form Tourism NT will conduct an initial desktop review. Tourism NT may require applicants to discuss or clarify elements of their application, including providing further information as reasonably requested by Tourism NT including information on financial management. Tourism NT may disqualify an applicant if they fail to provide further information requested Final assessment by the Assessment Panel, after which applicants will be advised of the success or otherwise of their application
5 All applicants will be advised in writing of the result of their application as soon as possible after September Feedback will be provided upon request. Successful applications will be forwarded a Funding Agreement which outlines the terms and conditions of the Sponsorship, including the requirement to provide risk management plans for the events. The Funding Agreement will also provide details of the funding acquittal and final reporting requirements. Funding is subject to execution of this Funding Agreement. 7.
