3 About the program The Women Leaders in Sport (WLIS) grant program is an Australian Government initiative that is managed by the Australian Sports Commission (ASC) in partnership with the Office for Women. The objective of the WLIS grant program is to provide female administrators, coaches and officials with opportunities to undertake intermediate or advanced training within an existing pathway in the sports industry to reach their leadership potential. Grant categories There are two types of grants available: 1. Individual grant of up to $5,000 per annum 2. Organisation grant of up to $10,000 per annum. Grants are available in the following categories: coaching communications, media and marketing governance (board/committees) management and administration officiating WLIS Leadership Workshops Attendance at one of the 2016 WLIS Leadership Workshops is mandatory to all 2016 WLIS grant recipients. All organisation grant recipients must nominate an aspiring female leader from within the organisation who is participating in the WLIS grant funded project to attend the workshop. The 2016 WLIS Leadership Workshops will be held on the following dates at four major cities: 6-7 February 2016 Brisbane (for grant recipients based in QLD) February 2016 Adelaide (for grant recipients based in SA, NT, WA and TAS) March 2016 Sydney (for grant recipients based in NSW and ACT) April 2016 Melbourne (for grant recipients based in VIC) Attendance at one of the 2016 WLIS Leadership Workshops will be based on the recipients/participants residential address, and at the discretion of the ASC. Further information will be provided to successful recipients. Please note, the cost associated with the WLIS Leadership Workshops are paid for by the ASC and do not have to be included in Grant applications. Eligible applicants Individuals To be eligible to apply for an individual grant, applicants must be: female aged 18 years or over an Australian citizen or have been granted permanent residence status involved in a paid or volunteer capacity at a local, state or national level in the sport industry for the duration of the project commencing the proposed project after 1 January 2016 supported by a sporting organisation that is affiliated with a National Sporting Organisation (NSO) recognised by the ASC* available to attend an allocated sport leadership workshop. 1
4 Notes Applications in the coaching and officiating stream for beginner or introductory courses will be ineligible. In these categories the courses must be intermediate or advanced courses to build on their skills to become leaders. Applicants who received an individual grant in 2015 will be ineligible to receive an individual grant in Applicants who have previously received an individual grant and are proposing to complete the same course in 2016 will be ineligible. ASC employees are ineligible to receive an individual grant. *Recognised NSO s: ausport.gov.au/about/australian_sport_directory Organisations To be eligible to apply for an organisation grant, organisations must be: affiliated with a NSO that is recognised by the ASC* commencing the proposed project after 1 January 2016 committed to support, encourage and provide appropriate ongoing opportunities to female beneficiaries of the grant aged 18 years or over able to nominate an aspiring female leader from the organisation who is participating in the proposed project to attend an allocated sport leadership workshop. Notes Applications from organisations in the coaching and officiating stream proposing to run beginner or introductory courses will be ineligible. In these categories the courses must be intermediate or advanced courses for coaches and officials to build on their skills to become leaders. *Recognised NSO s: ausport.gov.au/about/australian_sport_directory What can grant funds be used for? Grants are available for female administrators, coaches and officials, aged 18 years or over, to undertake intermediate or advanced training within an existing pathway in the sports industry to reach their leadership potential. Examples of courses or projects include: Coaching/officiating national level coaching/officiating courses professional development workshops/conferences that are high performance or coaching/officiating specific accreditation through the National Coaching Accreditation Scheme or the National Officiating Accreditation Scheme. Communications, media and marketing marketing courses information, digital media and technology courses. Governance (board/committees) Australian Institute of Company Directors courses role of the director and the board courses issues in not-for-profit governance courses board meetings and governance courses. Management/administration project management courses leadership training courses sports administration courses strategic planning courses. 2
5 Suggested training/course providers sporting organisations (national/state) state departments of sport and recreation local government professional development agencies e.g. Australian Institute of Management, Women and Leadership Australia Our Community training section. Grant expenditure Eligible* - Grant funding can be used towards the following items: accredited course fees in the areas of coaching, communications/media/marketing, governance, management/administration or officiating presenter fees long distance travel (participant or presenter airfares, coach (bus) or train tickets, or car hire/petrol reimbursement, when travelling more than 200 kilometres from the individuals residential address to complete the course/project) translator or interpreter fees webinar software costs teleconference costs childcare costs (accredited childcare providers only). Ineligible The grant funding will not cover: equipment taxi fares and parking costs resources text books accommodation uniforms salaries competition entry administration costs membership fees venue hire catering/food expenses sports trainer courses fitness courses health and recreation courses first aid training retrospective course costs. *These activities must be completed between 1 January December Submitting an application Applications are submitted online via the following link: ausport.gov.au/wlis Step 1 Confirm that you would like to apply for a Women Leaders in Sport grant Step 2 - Confirm your eligibility Step 3 Enter personal details Step 4 If you have a previously saved application you can access it at Step 4, if not you will skip to Step 5 Step 5 Confirm Postal Address Step 6 Enter contact details (At the completion of Step 6 applicants are able to save their application using the Save Application Now button. An automated will be sent to a nominated address with a unique security code, and instructions to access the pending application. When the application is successfully submitted you can return to it at any time prior to the closing date.) 3
6 Step 7 Enter Supporting Organisation details Step 8 Enter grant details (e.g. select grant category, funding requested) Step 9 Provide proposed course details Step 10 Describe the course impact to yourself, your organisation, and community Step 11 Enter proposed budget (include all items/activities associated with the course/project) Step 12 Enter bank account details Step 13 Certification of your application. Acknowledgement of applications Successfully submitted applications will be acknowledged through a system-generated sent to your nominated , which will include a copy of your submitted application. It is recommended that you keep a record of this , as you will no longer have access to your submitted application online. It is important to also note that submitting an application does not guarantee that you will be successful or receive funding. Supporting documentation All applicants are required to include a supporting organisation name and contact person as part of their application. This contact person must hold a position with the nominated supporting organisation and have an address that is different from the applicant s . Individual applicants must be involved in a paid or volunteer capacity at a local, state or national level in the sport industry for the duration of the project. Individuals must also be supported by a sporting organisation that is affiliated with an NSO recognised by the ASC. Organisation applicants must be affiliated with a NSO that is recognised by the ASC. As a result, applications submitted on behalf of an organisation must be supported by a state sporting organisation or NSO recognised by the ASC:* local clubs will need verification from SSOs state sporting organisations will need verification from NSOs NSOs will need verification from within their NSO, and be recognised by the ASC. Upon submission of the application, the supporting organisation contact will receive an automated to validate and support the application. For individual applicants, the supporting organisation contact must confirm that the individual is involved in a paid or volunteer capacity at a local, state or national level in the sport industry, and that their organisation supports the application. For applications submitted on behalf of an organisation, the supporting organisation contact must confirm that their organisation supports the application and also verify that the organisation is affiliated with an NSO recognised by the ASC. Note: Applications without supporting documentation will not receive a grant. *Recognised NSO s: ausport.gov.au/about/australian_sport_directory 4
7 Application Assessment Applications are assessed on the information provided in the application. Therefore, it is important that applicants answer all questions with as much relevant detail as possible, and communicate with the supporting organisation to ensure the validation of support has been provided to the ASC by the allocated deadline. It is important that applicants do not assume the ASC has detailed information about their organisation, or that you or your organisation will automatically receive funding because you have been a previous recipient. In assessing each application, the ASC will take the following into consideration: Key assessment criteria Suitability of the project Course impact Project budget Ongoing opportunities The project is consistent with the objective of the Women Leaders in Sport (WLIS) grant program - to provide female administrators, coaches and officials with opportunities to undertake intermediate to advanced training within an existing pathway in the sports industry to reach their leadership potential. The applicant can identify and define how the participant(s) and organisation will benefit from the course/project, the organisation s need to undertake the training, and how the course/project will benefit the community, for example, by increasing the number of female role models in the sport industry. The applicant can provide a detailed budget that is: 1. Realistic. 2. Well justified. 3. Value for money. The applicant can define how the project will lead to ongoing opportunities for the applicant/participant(s) and the organisation, by progressing along their career pathway, developing better community links, increasing awareness of opportunities to others, and providing more qualified aspiring female leaders in the sports industry. Notes: The assessment determines what grant activities have been approved for the recipient. In some cases, for successful applications, the nominated grant may be less than the requested grant amount. Applications outcome notification Successful applicants will be informed of the outcome via . The will contain an official letter of offer and detailed information regarding the approved grant amount, the course/activity funded, and the terms and conditions of accepting the grant. Unsuccessful applicants will be notified of the outcome with an official letter via . Funding Agreement and Payments When completing the application and accepting the grant, all applicants must agree to abide by the terms and conditions of the grant program. The terms and conditions are available for viewing at: ausport.gov.au/participating/women/women_leaders_in_sport/grant_requirements/terms_and_conditions Organisation grants totalling more than $5,000 require a funding agreement to be completed. The agreement will be ed to successful recipients with the official letter of offer, and grant payments will not be made until the funding agreement is signed and returned to the ASC. All successful individual grant recipients and organisation recipients who do not supply an Australian Business Number (ABN) are required to submit a Statement by a Supplier (SBS) form before payment can be processed. In completing the SBS form, the recipient is simply stating that they are conducting the course as a private recreational pursuit or hobby and not as a business/enterprise. Grant payments will be made by electronic funds transfer to the nominated account listed in the application, following all required documentation being returned. 5
8 Reporting requirements Project report All recipients must complete the project and expend the grant in accordance with the details provided to the ASC by the applicant in their application. A project report template will be ed to all recipients, and a completed report must be provided to the ASC within 30 days of the completion of the project and no later than 31 December Project acquittal All recipients must maintain complete and accurate records, including accounts detailing the use and expenditure of the grant. Access to these records and accounts need to be provided to an authorised ASC representative for the purposes of copying the records and auditing the applicant s use and expenditure of the grant. A personalised project acquittal template will be ed to all recipients, which will outline the approved grant activities and the amounts for which the recipient is required to spend accordingly and acquit. Receipts or proof of completion will need to be attached to the completed project acquittal form and returned to the ASC within 30 days of the completion of the project and no later than 31 December Any unspent funds, or funds not spent in accordance with the terms and conditions or funding agreement, will need to be repaid to the ASC. Notes: Recipients will not be eligible to apply for future WLIS grants until all received grants have been acquitted and there are no outstanding reporting requirements. Disclosure of information Personal information submitted via the application form is collected by the ASC for the purpose of considering applications for grants, and administering the grants program. The information collected may be disclosed to other government agencies for this purpose. The personal details of successful applicants or participants (including name, home state, sport, supporting organisation, and any photo or video footage of them produced in connection with the program; the value of the grant awarded; and a brief description of the purpose for the grant) will be released by the ASC to the public and the media, and may be placed on the ASC website, including for promotional purposes. 6
