2 LOCATIONS & CIRCUMSTANCES It is neither the intent nor the desire of the Railroad to leave trains or vehicles on the main track unattended and measures will be taken to avoid this action whenever operational constraints allow. However, on the occasion when circumstances require this action, unattended trains or vehicles may be left on the main track at the following locations for the following reasons: 1. NCRC Albion Subdivision MP 3.0 MP 0.0 a. No crew available from interchanging railroad b. Re-crewing due to Hours of Service 2. NCRC Stromsburg Subdivision MP 72.0 MP 75.1 a. No crew available from interchanging railroad b. Re-crewing due to Hours of Service 3. NCRC Ord Subdivision MP 0.5 MP 5.0 a. No crew available from interchanging railroad b. Re-crewing due to Hours of Service 4. NOGC Westwego Subdivision MP a. Unable to enter yard of interchanging railroad In certain situations it may become necessary to leave a train or vehicle unattended on the main track that has not been previously described in this plan for the following reasons: Crew hours of service expired or no crew available Route impassible or unsafe to traverse, examples include: o Derailment o Mechanical defect, such as overheated equipment, dragging equipment, engine failure, shifted load, failed knuckle or drawbar, broken/cracked wheel or axle, etc. o Maintenance or structural defect such as signal, ties, ballast, bridge, tunnel, or other man-made structure including those adjacent to railroad right of way. o Pedestrian, vehicle, or equipment including emergency responder(s) on/ near railroad right of way. o Weather condition such as flood, snow, high wind, extreme temperature, etc. o Natural or man-made disaster such as earthquake, slide, fire, etc. 2
3 Train staged due to terminal or yard congestion Unable to interchange due to track capacity limitations Customer track full or staged for loading/unloading Equipment may be left properly secured and unattended when it is impractical for a crewmember to remain in attendance with a train or vehicle temporarily staged on a main track while performing any of the following activities: picking up, setting out, or repositioning cars at an industry assembling cars from tracks adjacent to the main track adding, removing, or swapping locomotives moving part of the train when doubling a hill or cutting crossings RULES & PROCEDURES The following rules and procedures are in place to prevent unauthorized movement of unattended equipment. In addition, the Railroad requires the locking of the controlling locomotive cab doors or the removal and securement of the controlling locomotive reverser lever when left unattended: GENERAL CODE OF OPERATING RULES 7.6: Securing Cars or Engines Do not depend on air brakes to hold a train, engine, or cars in place when left unattended. Apply a sufficient number of hand brakes to prevent movement. If hand brakes are not adequate, block the wheels. When the engine is coupled to a train or cars standing on a grade, do not release the hand brakes until the air brake system is fully charged. When cars are moved from any track, apply enough hand brakes to prevent any remaining cars from moving. AIR BRAKE & TRAIN HANDLING RULES CFR Securing Equipment Crew members are responsible for securing standing equipment with a sufficient amount of hand brakes to prevent undesired movement. The air brake system must not be depended upon to prevent an undesired movement. Unless otherwise instructed by Special Instructions or site-specific instructions, cars left standing must be secured with hand brakes as follows: One car Rule (Single Car Securement) Two cars All handbrakes Three cars or more Minimum of three hand brakes plus a sufficient number of additional hand brakes as determined by Primary or Secondary securement procedures (rule ) 3
4 Securement Procedures The number and location of hand brakes to be applied depends on the following: Grade o o On low end when slack is bunched. On high end when slack is stretched. Number of loaded and empty cars, and type of car. High winds. Site-specific instructions. All retaining valves must be in EXHAUST position. A. Primary Securement Procedure Verify that the hand brake(s) applied on equipment will prevent movement by releasing all air brakes, as follows: Set sufficient handbrakes. Release all locomotives and train air brakes and check for any undesired movement. If necessary, apply additional handbrakes and as needed, then retest to ascertain sufficient hand brake application. At conclusion of test apply air brakes according to applicable securement rules. B. Secondary Securement Procedure Comply with requirements contained in Securement Chart when not practical to comply with the Primary Procedure or where site-specific instructions are in effect. Unattended Equipment When securing a train or equipment: Perform a job briefing with all crew members on the securement procedure. Comply with ABTH securement requirements. Foreign line crews must comply with that railroad's securement requirements. When not practical to perform a release test to verify sufficient handbrakes have been applied, crew must use the Securement Chart to determine the number of handbrakes necessary. 5
6 B. Key Trains Key Trains must not be left unattended on a mainline track or mainline siding outside of a yard or terminal without completing the following steps: 1. Contact the Train Dispatcher or proper Manager to receive authority to leave the equipment (locomotives/cars) unattended; 2. Secure the equipment in compliance with current securement instructions; 3. Remove the reverser lever from the controlling locomotive and/or lock all locomotives in the consist; 4. Contact the Train Dispatcher or proper Manager to verify that all securement requirements of have been met and complete the Unattended Hazmat Equipment Form. The above steps are not necessary when unattended equipment is properly secured for the purpose of temporarily staging on a main track while performing any of the following activities: picking up, setting out, or repositioning cars at an industry assembling cars from tracks adjacent to the main track adding, removing, or swapping locomotives moving part of the train when doubling a hill or cutting crossings C. Emergency Personnel Promptly notify the Train Dispatcher or proper Manager when emergency personnel (firefighter, police, medical, etc.) are observed on, under, or between locomotives/cars that have been left unattended on main track or siding outside of a yard/terminal. The train dispatcher or proper Manager will arrange for a qualified employee to attend the train or cars. The qualified employee must: Attend the locomotives/cars until the emergency personnel's duties no longer require them to be on, under, or between the equipment. Inspect the locomotives/cars after emergency personnel's duties no longer require them to be on, under, or between the equipment to ensure proper securement according to requirements. Notify the Train Dispatcher or proper Manager when the inspection is complete. 6
