1 Local Partnership Agreement between Liverpool NHS Primary Care Trust and Liverpool Football Club January 2011

3 Introduction This Partnership Agreement sets out a framework agreed by Liverpool NHS Primary Care Trust and Liverpool Football Club. It describes the principles of partnership, processes and structures which are linked to the partners shared goals and objectives. It outlines how the partners will work together to promote health and wellbeing across the City and how each organisation looks to provide mutual support in this endeavour. This is not a legal document intended to bind either party into a course of action but rather a statement of intent as to how each organisation intends to work together. Principles for effective joint working To deliver partnership working successfully it is important to develop good formal and informal working relations that build trust and share responsibility, whilst respecting difference. To facilitate this, all parties commit to adopt the following principles in their dealings with each other: building trust and a mutual respect for each other s roles and responsibilities openness, honesty and transparency in communications top level commitment a positive and constructive approach commitment to work with and learn from each other early discussion of emerging issues and maintaining dialogue on policy and priorities commitment to ensuring high quality outcomes where appropriate, confidentiality and agreed external positions making the best use of resources ensuring a no surprises culture. Benefits Effective partnership working has the potential to produce some important benefits for all parties. These include: Utilisation of the high profile brand of Liverpool Football Club will provide mutual benefits for the Club, Liverpool NHS and the wider community. The image of Liverpool Football Club will draw people to health activities and in particular hard to reach young people and adult males. NHS support from existing programmes, expertise and health intelligence to support initiatives, ensuring maximum effectiveness, reliability of information and identification of targets. Using the power of the badge and combine this with the trust of the NHS brand to attract investment into partnership programmes. Sharing networks to allow both organisations to expand into and benefit from wider connections and contacts. Provision of the latest and most reliable health information to media and in turn use their media opportunities (website, magazine, programme) to promote key health messages, programme success, partnership benefits and social inclusion. NHS access to stadia facilities (reinforce health messages, meetings, events). Support for the Healthy Stadia Programme and the benefits to employees, fans, visitors and wider community. Structured and co-ordinated communication between the organisations and to the public supported by relevant experts on both sides. Alignment of health initiatives with NHS key strategic priorities.

4 Roles and Responsibilities To enable effective operation of these partnership arrangements, all parties agree to recognise and respect each other s roles and functions which are distinct but complementary. In particular, this agreement recognises explicitly that: will manage the Action for Health Programme. will manage the Healthy Stadia Programme. will include NHS as key partner in funding bids to Premier League, Football Foundation and other bodies. will manage appropriate use of club badge and media along agreed guidelines. LPCT will manage the use of the NHS brand and take a lead in health communication in full consultation and agreement with. LPCT will include in all relevant initiatives and opportunities LPCT will facilitate the use of health intelligence to support joint bids and programmes and to shape or improve existing initiatives. Working Arrangements General Each partner will nominate a lead contact who will co-ordinate responses to requests and organise the involvement of relevant representatives of their respective organisation. Lead contacts are listed in Annex B. Freedom of Information As a public organisation, LPCT operate within the boundaries of the Freedom of Information Act As such, formal bids and correspondence between the parties to this agreement and including the agreement itself, will be subject to the requirements of that legislation. Both organisations understand the obligation to disclose and will conduct business accordingly. Confidentiality In consideration of the duty of LPCT to comply with disclosure requirements, will mark as in confidence any documents, reports or other forms of information that are commercially sensitive and could cause harm to the organisation if disclosed. In any circumstance, communication marked in this way from either organisation will not be disclosed to other parties unless explicitly authorised to do so by the originating establishment. Consultation It is anticipated that in developing this partnership, both organisations will establish a clear understanding of how to consult with one another. In the early stages of the partnership to avoid misunderstanding, each party undertakes to: Ensure that wherever possible any communication with outside organisations or the public that involve the other party will be provided to or discussed with that other party with reasonable time for consideration and approval. Establish key marketing and media protocols. Provide information on relevant activities that could be of benefit to the partner. Respond to consultation requests within a reasonable timescale. Acknowledge the restraints that both partners work within for commercial, political or other reasons. Communication The importance of maintaining the lines of communication in a functioning partnership cannot be overemphasized. The success of the partnership will be premised extensively of the degree and quality of the relationship that the organisations develop. A relationship can only survive if the parties involved maintain an effective line of communication. It is accepted that both organisations are large and complex by their very nature, and the expertise to navigate and identify the appropriate people and resources within that organisation lie within the contacts established herewith. As such, to ensure this important element of the partnership is successful both parties agree to communicate regularly via the established contacts as listed in Appendix B.

5 Specific and unplanned issues should be dealt with on an ad hoc basis according to need; however both parties should endeavour to meet on a bi-monthly basis. All communication should be undertaken in an open and honest way with the understanding that in signing this agreement each organisation undertakes to honour the duty of care this level of trust demands. Activity As part of the partnership, both parties will look to support health activities jointly wherever possible. These activities will be reviewed at regular intervals and a list maintained of such in Annex A.

Delivery of individual health checks to support the Action for Health Programme /PCT Financial, expertise, promotional and personnel support. Financial, personnel support.
