1 Public Power Utilities: Energy Efficiency Loan and Rebate Programs Many public power utilities offer their customers programs that provide financial incentives for investments in energy-efficient equipment and appliances, home improvements, and facility upgrades. This compilation includes many such programs, but is not intended to represent all public power energy-efficiency initiatives. APPA used information from the Database of State Incentives for Renewables & Efficiency (DSIRE) Web site ( to start this list, then revised and updated Web site and program information and reviewed other sources to include additional utilities. Alabama City of Florence The utility participates in TVA s programs that provide financing for heat pump retrofits and rebates for water heaters and energy-efficient new homes. Sheffield Utilities The utility participates in TVA s Energy Right programs, providing financing for heat pumps, rebates for electric water heaters, and rebates for builders of energy-efficient homes. Alaska Alaska Energy Authority The authority provides loans to local utilities, local governments, or independent power producers for a variety of projects, including small-scale power production, bulk fuel storage, transmission and distribution, waste energy, energy conservation, energy efficiency, and alternative energy. Arizona Salt River Project The utility offers business customers rebates for lighting, HVAC, and motor efficiency upgrades; rebates for audits and retrofits to existing compressed air systems; rebates for custom energy efficient projects; and rebates for technical assessments and upgrades to improve energy and process efficiency. SRP s residential program offers financial incentives for refrigerator or freezer recycling, shade screens, cooling system checkups, CFLs, and cooling systems. California Alameda Power & Telecom The utility offers commercial customers rebates for lighting and air conditioning, and residential customers rebates on refrigerator & freezer recycling and for the installation of insulation.

2 Anaheim Public Utilities The utility s residential rehabilitation loan and energy efficiency grants program provides lowinterest, home-improvement loans from Anaheim s Community Development Department and grants from the utility for energy-efficiency improvements such as HVAC repairs, lighting retrofits, air conditioning compressor replacement, and home insulation. The utility also offers free energy-efficient photosensor lighting for automatic dusk to dawn lighting; appliance rebates for fans, air conditioning, clothes washers, dishwashers, pool motors, programmable thermostats, refrigerators, and windows; rebates for refrigerator and freezer recycling, and a permit fee waiver program for residents that retrofit with approved energy efficiency equipment. The utility offers business efficiency incentives, including permit fee waivers, energy audits, an efficient exit sign program, heat pump and lighting incentives, low-interest energy efficiency loans, and thermal energy storage incentives. The utility also has an energy management assistance program for small businesses. It includes an energy use survey, reduced-cost lighting, and free thermostats and tune ups for air-conditioning and refrigeration equipment. Banning Electric Department The utility offers residential and commercial customers rebates on air conditioning replacement; Energy Star fans, windows, programmable thermostats, lighting, dishwashers, clothes washers, refrigerators; refrigerator recycling; planting shade trees; and weatherization, including insulation, doors, windows and fans. Rebates are also available for new construction. Burbank Water and Power Rebates are offered businesses for lighting, HVAC retrofits, heat pump retrofits, motor replacements, thermal energy storage, cool roofing, PC network power management software, and miscellaneous energy-saving retrofits. Residential programs offer rebates on energy-efficient appliances and home improvements, including clothes washers, dishwashers, air conditioners, refrigerators, windows and doors, fans (solar attic, ceiling and whole house), attic and wall insulation, and pool pumps. 2

3 Glendale Water and Power The utility offers rebates for Energy Star washers, refrigerators, dishwashers, air conditioning, windows, reprogrammable thermostats, ceiling fans, and CFLs. It also offers rebates for attic insulation, solar attic fans, and pool pumps. Small business customers can receive free energy efficient upgrades including lighting, window tinting, air conditioning tune-ups, thermostats, motion sensors, and refrigerator gaskets. Large business customers can receive custom rebates ction=business_resources City of Healdsburg The city offers residential customers rebates on CFLs, insulation and window treatments, refrigerators, dishwashers, clothes washers, air conditioners, and heat pumps. Commercial customers can receive lighting rebates and receive a free refrigeration gasket check. Hercules Municipal Utility The utility offers coupons for CFLs, rebates for Energy Star refrigerators, clothes washers, and dishwashers, and rebates for windows, insulation (ceiling, floor, and wall) and sunscreens. IID Energy The Energy Rewards Rebate Program provides rebates to business customers for the installation of qualified lighting, refrigeration, air conditioning, food service, agricultural, and controls equipment. The Custom Solutions Program helps commercial customers identify savings opportunities and offers rebates for the installation of qualified equipment. The utility offers residential customers rebates on Energy Star refrigerators, air conditioners, heat pumps, thermostats, windows, TVs and computers, and variable speed pool pumps Los Angeles Department of Water & Power The utility offers commercial customers rebates for the installation of energy-efficient lighting, air conditioning and refrigeration, wet cleaning, and other equipment. The utility offers residential customers rebates for refrigerators, air conditioners, central heat pumps, pool pumps, dual pane windows, and recycling refrigerators and freezers. There is a special refrigerator exchange program for low-income customers

4 Lassen Municipal Utility District Rebates are available for Energy Star refrigerators, dishwashers, and clothes washers, as well as for Marathon water heaters. Lodi Electric Utility The utility offers residential customers rebates on Energy Star refrigerators, clothes washers, and dishwashers. Customers can receive home improvement rebates for HVAC replacement, heat pumps, attic and wall insulation, radiant barrier/thermal shields, air duct repairs and replacements, fans, and shade screen/window tinting. City of Lompoc Utilities Incentives are available to residential customers who replace old or inefficient toilets, electric dryers, water heaters, clothes washers, and dishwashers with qualifying high efficiency models. There are also incentives for using LED holiday lights. Modesto Irrigation District Business rebate programs offer commercial, industrial, and agricultural customers incentives for buying and installing qualifying energy-efficient products, including refrigeration equipment, lighting, signage, controls, HVAC equipment, motors, window sun shade applications, and business computing. Other programs provide rebates for installing energy-efficient equipment in new construction or major remodeling/expansion of existing facilities; provide rebates to large business customers for custom efficiency improvements; and provide incentives to design and build new energy-efficient homes MID offers residential customers rebates for air conditioners, heat pumps, air duct sealing, variable speed motor air handler systems, fans, windows, sun screen & window film, insulation, radiant barriers, washing machines, electric water heaters, and CFLs. The utility also has a refrigerator & freezer recycling program and a high efficiency air conditioning financing program. City of Palo Alto Utilities Rebates are offered commercial customers for the installation of energy-efficient lighting, boilers and water heating, HVAC equipment, chillers and heat rejection equipment, food service, refrigeration equipment, business computing equipment, insulation, clothes washers, dishwashers and window film. Residential customers can receive rebates on refrigerators, dishwashers, washing machines, furnaces, boilers, air conditioners, water heaters, pool pumps, and insulation. There are also incentives for energy-incentive features in new homes, and these include solar water-heaters. 4

5 Pasadena Water and Power For non-residential customers, any permanently installed energy-saving retrofit project may qualify for a rebate incentive. Rebates are based on per kwh and per kw savings. Residential rebate programs cover refrigerator and freezer recycling, refrigerators, ceiling fans, lighting, shade tree planting, air conditioners, solar powered fans, window sun shade screens, dual-glazed windows and doors, and pool pumps. The all-electric household rebate program covers heat pumps, dishwashers, clothes washers, and programmable thermostats. Redding Electric Utility Rebate programs for all customers include: Energy Star refrigerators, clothes washers, dishwashers, electric water heaters and windows; weatherization items, such as insulation, window screens or tints, radiant or thermal barrier materials, weather stripping, caulking and electric water heater blankets. Also covered are HVAC improvements, lighting, and cordless lawn mowers. Riverside Public Utilities The utility offers residential customers rebates on refrigerators, air conditioners, dishwashers, clothes washers; weatherization items such as insulation, window and door replacement and fans; pool pump motors; refrigerator recycling; and planting shade trees. Commercial customers can receive rebates on air conditioning, lighting, motor replacement, and refrigerators (including a refrigerator recycling program). Additional programs provide rebates for energy-efficient new construction and the upgrade of energy management systems. (link to residential programs) (link to business programs) Roseville Electric Rebates are offered business customers for the installation of energy-efficient chillers, HVAC equipment, and lighting. The utility also offers new construction incentives and a customized energy efficiency upgrade programs. Rebates are offered residential customers for air conditioners, ceiling, wall, and floor insulation, various appliances, heat pumps, shade trees, windows, and sunscreens. Sacramento Municipal Utility District SMUD provides rebate incentives and financing for commercial, industrial, agricultural, and multifamily customers. These include air conditioning & refrigeration, HVAC, food service, lighting, motors & process improvement equipment, Network PC power management software, and other equipment. The utility also offers a discount on a PowerCost Monitor. 5

6 SMUD also has rebate and financing programs for residential customers. These cover aeroseal duct sealing, CFLs, air conditioning, cool roofs, heat pumps, appliances, whole house fans, windows, attic and wall insulation, and insulated siding. Truckee-Donner Public Utility District The utility offers rebates on Energy Star clothes washers, dishwashers and refrigerators; lighting; heat pumps; water heaters; and lighting. The building program provides rebates for leakage and duct leakage tests, and leakage sealing. Turlock Irrigation District Residential programs include refrigerator & freezer recycling and rebates for compact fluorescent lights. Commercial programs include custom rebates, new residential construction rebates, and the dairy design assistance program. City of Ukiah The utility offers rebates on air conditioners and heat pumps, weatherization, water heaters, appliances (Energy Star refrigerators, dishwashers, clothes washers, and room air conditioning), and residential lighting. Colorado Colorado Springs Utilities CSU has joined with Ent Federal Credit Union to offer low interest financing for energy efficient home improvements. Eligible business customers can get rebates to help cover the cost of retrofitting lighting fixtures with new high efficiency products. Fort Collins Residential customers are eligible for interest-free loans for energy-efficient home improvement projects, including insulation, space heating, fans, window or door upgrades, and whole house evaporative coolers. The utility offers rebates for dishwashers, and clothes washers; refrigerator and freezer recycling; and energy-saving improvements (including air sealing, insulation, windows, shading, light fixtures, HVAC and ductwork improvements) installed by qualified contractors. Another program offers free weatherization assistance to low-income customers. Utility programs provides businesses with cash incentives for upgrades that reduce electric demand and electricity use, for lighting retrofits and for new or replacement air-conditioning equipment. The utility also has an integrated design assistance program that provides financial incentives and 6

7 technical support for high-performance buildings both new commercial buildings and major renovations Longmont Power & Communications In connection with the Platte River Authority, Longmont offers commercial customers a financial incentive for installing energy efficiency equipment that reduces demand during the summer peak. Equipment includes lighting, heating, ventilation, cooling, motors, manufacturing equipment, thermal energy storage, controls, or other technologies. Business customers are eligible for a matching-grant program that helps offset the cost of installing efficiency measures. Residential and commercial customers are eligible to receive rebates on Energy Star dishwashers and clothes washers. Some residents of Boulder County, including all Longmont citizens, are eligible for ClimateSmart loans for energy efficiency improvements and renewable energy. Platte River Power Authority The joint action agency offers commercial customers of its four member cities (Estes Park, Fort Collins, Longmont, and Loveland) rebates for upgrading to energy-efficient cooling equipment and provides funding for lighting retrofits and other energy-efficiency projects at commercial and industrial facilities Connecticut Norwich Public Utilities Commercial programs include lighting retrofits, air-conditioning rebates, and zero-percent financing for qualifying energy efficiency investments. The utility also has a MotorUp programs that offers commercial, institutional and agricultural customers incentives to upgrade to energy efficient electric motors. The utility offers residential customers rebates for Energy Star refrigerators, freezers, dishwashers, washing machines, electric water heaters, dehumidifiers, and window air conditioners. Florida Gainesville Regional Utilities The utility offers rebates on insulation, central air conditioner maintenance, duct leak repair, air conditioners, refrigerator buyback and recycling, reflective roof coating, pool pumps, and solar 7

8 water heating. The utility s home performance program provides rebates for the comprehensive upgrade of existing homes, including central air conditioning replacement, insulation, duct repair, and other items. The utility also offers rebates for meeting efficiency standards in new housing. Low interest loans are also available for many residential improvements. GRU has an exit sign replacement program, and Smart Vendor program (for vending machines), and a customized rebate program for large business customers JEA (Jacksonville) Incentives are available for customers who invest in solar water heating systems for their homes or business. The utility also has a CFL rebate program. JEA and the Northeast Florida Builders Association offers Green Built Homes of Florida, an incentive-based program promoting green building practices in new single-family homes. Keys Energy Services (Key West) The utility offers rebates on programmable thermostats, refrigerators, air conditioners, clothes washers and solar water heaters. City of New Smyrna Beach The utility offers commercial customers rebates for replacing exit signs with LED signs. Orlando Utilities Commission Residential customer programs include: Building Envelope Improvements (rebates for windows, insulation, caulking, etc.); Cooling & Heating (incentives for duct repair/replacement & heat pumps); Financed Insulation (interest-free financing); and Home Energy Fix-Up (utility will pay 85% of cost for eligible low income customers). Commercial customer programs include Building Envelope Improvements and Cooling & Heating programs (similar to the residential programs). There is also a Gold Ring program that provides incentives for new homes that meet Energy Star efficiency standards. City of Tallahassee Utilities The utility offers loans for over 25 energy-saving measures that include solar water-heating systems, refrigerators, heat pumps, and ceiling insulation. The Energy Smart Plus savings program 8

9 provide rebates for energy-efficient measures including ceiling insulation; Energy Star refrigerators, freezers, clothes washers, air conditioning, and heat pumps; and solar water heaters. Rebates are also available for new Energy Star certified homes. Idaho Idaho Falls Power Programs include: rebates or zero interest loans to qualifying commercial customers to install efficient lighting and other electric energy conservation measures; zero interest loans for the installation of efficient electric appliances; a residential weatherization program providing free energy audits and zero interest loans on installing recommended conservation measures; and a heat pump program offering zero interest loans or rebates Illinois Springfield City Water Light and Power CWLP offers a variety of rebates, including heat pumps, water loop heat pumps, insulation, water heaters, and refrigerator and freezer retirement Iowa Several Iowa public power utilities participate in Missouri River Energy Services member programs. Information on the programs is listed under South Dakota. Iowa public power utilities that are members of WPPI Energy may participate in the JAA s energy efficiency programs. Akron The utility is a member of the Heartland Consumers Power District joint action agency, and participates in the JAA s program that offers special pricing on Marathon water heaters. Ames Electric Department A variety of rebate programs cover appliances (refrigerators, washing machines, and dishwashers), new residential construction, residential and commercial lighting, and residential air conditioning. 9

10 Cedar Falls Utilities The utility provides rebates for the installation of energy-efficient appliances and equipment, including refrigerators, air conditioners, heat pumps, and variable air speed handlers; and for thermal envelope improvements, including insulation, foundation work, and air sealing, caulking and weather stripping. Indianola Municipal Utilities Rebates are offered for central air conditioners, commercial lighting, heat pumps (including geothermal), and programmable thermostats. Muscatine Power and Water The utility offers rebates to residential customers for air conditioners, dishwashers, refrigerators, electric ranges and dryers, clothes washers, electric water heaters, and CFLs. Commercial customers can receive rebates for energy-efficient lighting, CFLs, LED or compact fluorescent exit signs, energy energy-efficient motors, and custom programs. Both residential and commercial customers can qualify for a rebate for the installation ground source heat pumps. Waverly Light & Power Rebates are offered to customers for the installation of Energy Star clothes washers, refrigerators, air conditioners, and heat pumps. The utility also has a Good Cents Program that provides a rate reduction for qualified new energy efficient homes and improvements to existing homes. Kansas Kansas City Board of Public Utilities Programs for commercial customers include rebates for heat pumps and other electric heating equipment, and a commercial new construction program, which helps offset initial costs of designing and installing energy-efficient electric-heating options. Kentucky Paducah Power System Utility programs include financing for the installation of qualifying heating and cooling systems and upgrades in insulation or other energy savings measures; cash incentives for the installation of specific heating and air equipment and water heaters; and cash incentives for energy efficient measures in new homes

11 Massachusetts Chicopee Electric Light Programs include reduced cost lighting; Energy Star appliance rebates (including clothes washers, refrigerators, freezers, dish washers, programmable thermostats, and air conditioners); and reimbursements for qualified installations of insulation Concord Municipal Light Plant The utility offers rebates on CFL light bulbs, exit sign retrofit kits, and appliances (refrigerators/freezers, washing machines, room air conditioners, dishwashers and dehumidifiers). Holyoke Gas & Electric A commercial program provides interest-free financing for business projects that include energy efficiency lighting, variable speed motors and heating equipment. A residential program provides interest-free loans for central air conditioning, attic, wall, basement, and other insulation, Energy Star windows, doors and sky lights, heating and storm windows. Mansfield Municipal Electric Department The utility offers rebates for Energy Star appliances, including central and room air conditioners, refrigerators, clothes washers, dishwashers, dehumidifiers, and programmable clock thermostats. Marblehead Municipal Light Department Rebates are available for the purchase of Energy Star refrigerators, clothes washers, dishwashers, air conditioners, heat pumps, programmable thermostats, and dehumidifiers. The utility also offers an insulation rebate. Reading Municipal Light Department The utility has a commercial retrofit lighting rebate program and an Energy Star appliance rebate program, covering refrigerators, washing machines, dishwashers, room and central air conditioners, dehumidifiers, and programmable thermostats. Shrewsbury Electric The utility offers zero-inters energy conservation loans for owner-occupied homes or condominiums. Covered items include windows, doors, insulation, and heat pumps. 12 also offers reduced-price CFLs and rebates on Energy Star appliances, including dehumidifiers, clothes washers, refrigerators, dishwashers, and room air conditioners Wakefield Municipal Gas & Light Department The utility offers incentives for energy efficiency home improvements, based on recommendations made in an energy audit. Covered items include different types of insulation and ventilation, weather stripping, windows and doors, lighting, and window and door replacement. Michigan Michigan public power utilities that are members of WPPI Energy may participate in the JAA s energy efficiency programs. Information for WPPI Energy is listed under Wisconsin. Lansing Board of Water & Light The utility offers residential customers rebates for refrigerator and freezer recycling, light fixtures, ceiling fans, and CFLs. Business customers can receive financial incentives for lighting, energyefficient equipment, and custom applications. Minnesota Several Minnesota public power utilities participate in Missouri River Energy Services member programs. Information on the programs is listed under South Dakota. Alexandria Light and Power Rebates are available to commercial customers for lighting, motors, pumps, VFDs, cooling/chillers, custom applications, and water heaters. Residential customers can receive rebates for Energy Star clothes washers, dishwashers, dehumidifiers, air conditioning and heat pumps, water heaters, and CFLs. Anoka Municipal Utility Rebates are available to residential customers for Energy Star appliances (refrigerators, dishwashers and air conditioners). Rebates are also available for CFLs. Commercial customers can receive rebates on high efficiency lighting, motors and variable speed drives. 13 geothermal and air source heat, and custom applications. The utility has an Energy Star appliance program for residential customers (includes air conditioners, heat pumps, furnace fan motors, refrigerators, freezers, dishwashers, clothes washers, ceiling fans, dehumidifiers, and CFLs.) Elk River Municipal Utilities Residential rebate programs cover air conditioners, heat pumps, dehumidifiers, dishwashers, refrigerators, clothes washers, electric water heaters, AC tune-up reimbursement, and CFLs. Commercial customers can receive rebates for cooling equipment, adjustable speed drives, chillers, compressed air studies, heat pumps, retrofit lighting, motor, and packaged terminal air conditioners. The utility also has design assistance and new construction light rebates for commercial customers. Marshall Public Utilities The utility offers rebates for Energy Star clothes washers, dishwashers, refrigerators, freezers, air conditioners and heat pumps; geothermal heat pumps; electric water heaters; and CFLs. The utility provides financial incentives to contractors for qualified new homes. The commercial rebate program covers lighting retrofits, air conditioning and heat pumps, and custom applications. New Ulm Public Utilities The utility offers a discounted price for central air conditioning cleaning, and rebates for the installation of energy efficient air conditioning, electric meter hot water heaters, clothes washers, dishwashers, refrigerators/freezers, and programmable thermostats. Commercial customers can receive rebates for the repair and modernization of building and heating systems, and installing high efficiency lighting. City of North Saint Paul The City of North St. Paul offers rebates on clothes washers, air conditioners, dish washers and refrigerators, as well as air conditioning tune-ups. Owatonna Public Utilities Commercial customers can receive rebates for high efficiency lighting, cooling equipment, motors, variable speed drives, vending machines and anti-sweat refrigeration doors, and food service equipment. Residential customers can receive rebates for CFLs, and recycling of dehumidifiers, freezers, refrigerators and room air conditioners

14 Rochester Public Utilities Business customers can receive rebates on cooling equipment, food service equipment, lighting, motors, variable speed drives, geothermal and air source heat pumps, vending machine and refrigerated door products, and Energy Star appliances and equipment. Residential customers can receive rebates on CFLs, dishwashers, refrigerators, freezers, air conditioners, light fixtures, dehumidifiers, clothes washers, furnace fan motors, and heat pumps. Additional rebates apply for recycling freezers, refrigerators and air conditioners. Shakopee Public Utilities Rebates are offered to commercial and industrial customers for the use of energy efficient AC units, lighting upgrades, new lighting, and motors. Rebates are offered to residential customers who purchase Energy Star dishwashers, clothes washers, refrigerators, AC units, programmable thermostats, windows and doors. Southern Minnesota Municipal Power Agency (SMMPA) Most of SMMPA s member utilities offer both residential and commercial rebate programs. The residential programs cover Energy Star appliances, including refrigerators, freezers, dishwashers, clothes washers, air conditioners, and dehumidifiers; light fixtures and CFLs; and source heat pumps. The commercial programs cover lighting, cooling equipment, motors, variable speed drives, food service equipment and vending and cooler case door controls. Participating utilities include: Blooming Prairie, Fairmont, Grand Marais, Lake City, Litchfield, Mora, New Prague, North Branch, Preston, Princeton, Redwood Falls, Saint Peter, Spring Valley, Waseca, and Wells. Here s a summary of the programs offered: Willmar Municipal Utilities The utility offers rebates for Energy Star refrigerators, clothes washers, dishwashers, and air conditioners. Missouri Columbia Water & Light The utility offers residential customers low-interest loans for energy-efficiency improvements in the home involving the installation of insulation, heating and cooling systems, heat pumps, and solar water heating. The utility offers rebates on solar water heaters, solar photovoltaic systems, and energy-efficient AC systems and heat pump systems. 14

15 A separate program offers qualified residential customers rebates on insulation, air sealing, windows, doors, heat pumps and air conditioning. New homes can qualify for Energy Star rebates. The utility provides rebates to larger commercial and industrial customers for energy-efficient lighting retrofits Independence Power & Light Rebates are offered to residential customers who purchase energy-efficient air conditioners, heat pumps, and electric water heaters. City Utilities of Springfield The utility offers residential customers rebates on programmable thermostats, insulation, central air conditioning, heat pumps, and HVAC tune-ups. Commercial customers are eligible for rebates on programmable thermostats and energy efficient lighting. Nebraska Lincoln Electric System Residential programs include funding for insulation, caulking, pre-season cooling maintenance, and programmable thermostats. LES also offers low-income residential customers funding for weatherization projects. Both residential and smaller commercial customers can qualify for rebates on heat pumps that meet certain SEER ratings. Commercial and industrial programs include incentive payments for HVAC maintenance costs; lighting retrofit programs; and grants for developing and implementing measures to improve energy-intensive processes. LES also offers evaluations and recommendations to make customer systems more energy efficient. Municipal Energy Agency of Nebraska Member utilities of the joint action agency can participate in the JAA s Energy Smart commercial lighting program, which offers cash incentives to commercial customers to help cover the cost of lighting upgrades and replacements. Nebraska Public Power District NPPD s EnergyWise program provides energy efficiency information, technical assistance, cost calculators, and financial incentives. EnergyWise financial incentives available to residential customers of NPPD s participating wholesale customers include: a high efficiency heat pump program that allows customers to receive either a low-interest loan for the purchase (through a 15
