1 Incentives and Rebates for Energy-Efficient Windows Offered through Utility and State Programs Provided by the Efficient Windows Collaborative 2015 (Updated December 8, 2015) Do you intend to equip your home with high-performance, energy-efficient windows? Do you plan to improve your home in a way that lowers energy costs and provides for a comfortable interior? Are you looking for utility programs within your state that can help you finance such an investment in efficient windows? The following pages give an overview of utility and state programs to help finance improvements in window energy efficiency. Programs are listed by state and by the specific utility companies that administer the programs. For detailed information about each program, please refer to the web links in the list. Some programs aim to improve home energy performance in general and others explicitly focus on windows. Direct mention of windows (as well as shades, storm windows, and window film) is marked in red. For details about the eligibility criteria of specific programs, please contact the respective utility sponsors. This list does not give complete information about ALL window-related utility programs in the United States. Please contact your utility for more information about available programs. Office of Energy Efficiency & Renewable Energy offers PowerSaver Loans for homeowners to make home energy efficiency and renewable energy upgrades or improvements. Federal Energy Management Program's Energy Incentive Program helps Federal agencies take advantage of these incentives by providing information about the funding-program opportunities available in each state. PACE or Property Assessed Clean Energy is an innovative mechanism used to fund energy efficiency and clean energy improvements. See if a PACE program is available in your state. 1

2 Utility and State Programs that Offer Incentives and Rebates for Energy Efficient Fenestration Alabama Cullman Electric Energy Conservation Loan Program Maximum loan of $2,000, up to 36 months at 8% for storm windows New Home Rebate Program $200 per home for energy efficient measures, including windows AlabamaSaves Local Government Energy Loan Program provides low-cost revolving loans for energy efficiency projects undertaken by local governments, K-12 public schools, colleges and universities. Participation results in improvements that pay for themselves through lower utility bills. The participants can borrow up to $350,000 per campus or $500,000 per school system and interest rate is 0% for terms up to 10 years. AlabamaWISE Home Energy Program Rebate and Financing Program provides homeowners an opportunity to receive an energy assessment to identify which home upgrades would be most effective in reducing energy costs. It provides up to $750 in rebates to homeowners who install efficiency measures that result in an energy savings of at least 20%. This is a program of the non-profit Nexus Energy Center and Alabama Dept. of Economic and Community Affairs (ADECA). This program is currently available to residents in north Alabama. South Alabama Electric Energy Conservation Loan Program Loans will only be made to members who have good credit ratings and also own the structures to be weatherized. ERC loans may be provided to finance the cost of labor and materials for items such as insulation, storm or thermal windows, storm or thermal doors and high efficiency heat pumps. Tennessee Valley Authority Rebate Program escore program to receive rebates on home improvement projects, including windows and doors. Installations must be performed by TVA s or your local power company s Quality Contractor Network. Alaska 2

3 Alaska Housing Finance Corporation Small Building Material Loan Loan to complete or renovate property located within a small community. Maximum of $100,000. Renovation must be completed within 180 days of loan closing. Energy Efficiency Interest Rate Reduction Program Interest rate reductions for energy efficiency improvements (must obtain energy rating before and after improvements) or new efficient building construction towards the first $200,000 of the total loan. Home Energy Rebate Program homeowners can make their own energy efficiency improvements and receive a rebate. The program requires a home energy rater to evaluate homes before and after the improvements. Rebates are dependent on the relative amount of efficiency gained and the actual cost of improvements, when the eligible improvements are selected by the homeowner from the energy rating s improvement options list. Rebates up to $10,000. The program provides a $7,500 rebate for qualified, new, 5 Star Plus homes. Weatherization Program homeowners who meet income limits may apply for this program. Homeowners and renters may apply. Department of Commerce, Community & Economic Development Loan Programs Loans to may be made to purchase, construct and install alternative energy systems or energy conservation improvements in commercial buildings. Maximum loan amount is $50,000, with a maximum term of 20 years. Energy conservation improvements include: structural insulation, thermal windows and doors, weatherization, heat exchangers, high-efficiency furnace and boiler additions, etc. Arizona Arizona Public Service Company Multifamily Energy Efficiency Program Promotes energy efficiency by providing high quality energy efficiency components to retrofit each multifamily unit. Includes: Window Glazing: $0.50/sf and Shade Screens: $2.00/sf Sulphur Springs Valley Electric Member Loan Program 0% financing for building envelope improvements with a minimum $2000 loan amount and $10,000 maximum. Windows, doors, and sealing are included. Tucson Electric Power Commercial Incentive Program EasySave Plus program provides rebates of $2.00/sf to install exterior shading on windows facing south, east or west. UniSource Energy Services Efficient Home Program Shade screens or solar window film: $1.00/sf installed up to $ Arkansas Arkansas Building Authority Commercial Loan Program Sustainable Revolving Loan Program for energy efficient upgrades for state owned facilities. Upgrades include windows, doors and skylights. 3

4 Energy Efficiency Arkansas Weatherization Program Weatherization assistance is available, including air infiltration reduction and storm windows. Entergy New Homes Program Financial incentives to homebuilders for energy efficient measures. Under the Prescriptive Path, $1.00/sf rebate for ENERGY STAR windows and doors. First Electric Home Improvement Loan Program Up to $15,000 for measures associated with heat pump installation, including window improvements. Fixed interest rate with month terms. Payment included in electric bills. Ozarks Electric Energy Resource Conservation Loan (ERC) rebate of $1.60/sf of window for standard improvement or $2.00/sf for ENERGY STAR windows. Must be installed by participating contractor and existing windows must be single or dual clear glass. Rebate of $0.40/sf for standard or $0.50/sf for solar window film applied to east and west facing glass. Film must have a SHGC of less than Southwestern Electric Power Company Residential Home Improvement Rebate Program rebate of $1.60/sf of window for standard improvement or $2.00/sf for ENERGY STAR windows. Must be installed by participating contractor and existing windows must be single or dual clear glass. Rebate of $0.40 of window film for standard improvement or $0.50 for ENERGY STAR window film. Film must be installed over single or double clear glass without low-e coating and must be located on the east and west elevation. Film must have a SHGC of 0.50 or less. California Anaheim Public Utilities Home Incentives Program $1/sf rebate (up to $100) for ENERGY STAR Windows. Replacement only. City of Azusa Home Weatherization Rebates $1/sf rebate (up to $250) for ENERGY STAR windows. Replacement only $0.25/sf rebate for solar film, $0.25/sf rebate for shade screens, $175/each for ENERGY STAR skylights/lightubes. Burbank Water and Power Home Rewards Rebate Program $2/sf rebate for ENERGY STAR windows if purchased in Burbank or $1.00/sf if purchased out of Burbank. Replacement only. Business Bucks Grant Program Businesses with electricity costs between $100 and $3,000 qualify for free energy audit and retrofitting rebates for up to $2,000 for efficiency equipment including window tinting. EGIA GEOSmart Residential Financing Program Low-interest loan from $1,000 to $25,000 for home improvements including ENERGY STAR windows and window treatments (tinting, shading, shutters, awnings). Hercules Municipal Utility Residential Energy Efficiency Rebate Program $1.00/sf rebate for ENERGY STAR windows and $1.00/sf for sunscreens up to 100 sf that provide at least 60% blockage. 4

5 Imperial Irrigation District ENERGY STAR Rebates $2.00/sf rebate and low interest loans for ENERGY STAR windows. Replacement windows of 0.25 or less and U-factor of 0.31 or less. The performance rating label or manufacturer order confirmation must be included with the application for each window. City of Lodi Electric Utility Residential Services Tinting or shade screens (must block at least 70% of solar heat gain) are eligible for a $0.50 rebate per square foot. Tinting or shade screens must cover, at a minimum, the west and south facing windows. Total rebate amount available until funds are exhausted is $ Los Angeles Department of Water and Power Residential Energy Efficiency Rebate Program $2.00/sf rebate for dual pane ENERGY STAR windows installed in an air-conditioned space. Modesto Irrigation District Residential Rebate Program $1.00/sf rebate for ENERGY STAR windows installed in an airconditioned space. Replacement only. Window films with SHGC of 0.39 or less or sunscreens with an SHGC of 0.35 or less on windows facing south, east or west (any direction except 45 degrees of true north) may qualify for a $0.75/sf rebate. Pacific Gas & Electric Energy Upgrade California Incentive program for whole-house systematic upgrades. Windows are typical project in the Advanced Home Upgrade, which qualifies for up to $4500 in incentives. d=vanity_euca Pasadena Water & Power Home Rewards Program $0.45/sf rebate for dual pane low-e windows and glass doors if purchased in Pasadena or $0.30/sf if purchased out of Pasadena. Replacement only. $0.75/sf rebate for window reflective film if purchased in Pasadena or $0.60/sf if purchased out of Pasadena. $35/unit rebate for skylights or light tubes if purchased in Pasadena or $20/unit if purchased out of Pasadena. City of Redding Electric Utility Earth Advantage Rebate Program $2.00/sf rebate for window treatments (tinting and sunscreens). Up to $500 for homes or $1000 for commercial buildings. Treatment must provide minimum solar blockage of 60%. Riverside Public Utilities Weatherization Incentive Rebate Program $1.00/sf rebate for NFRC rated windows and window film. Replacement only. Roseville Electric Utility Commercial energy Efficiency Rebate Program $4.00 /sf rebate for window film. Roseville Sunscreen Rebate Program $1.00/sf rebate for sunscreens that have a shading coefficient of 0.40 or less (or SHGC of.35). Maximum of $150. Must be installed on the exterior south, east, or west of the building. Sacramento Municipal Utility District Home Energy Performance Program Program requires initial energy audit, and rebates are based on whole-house efficiency improvements, including but not limited to windows. Installation of windows that meet the ENERGY STAR energy-efficiency criteria. U-factor 0.30, SHGC The window must bear a NFRC temporary label and must be installed by a SMUD participating contractor. Qualifies for rebates ($75 for every 25sf of upgraded window area, $1000 max) and low 5.5% financing under Home Performance Program only. 5

6 Southern California Edison Multifamily Energy Efficiency Rebate Program Incentives for property owners and managers of multifamily buildings, $0.75/sf for ENERGY STAR windows. Southern California Gas Company (SoCal) Home Energy Upgrade Financing (HEUF) Program $2,500-$20,000 loans available for installation of low-e windows. Sonoma County Energy Independence Program Rebate and incentive program for window replacement $1.50/sf, U- factor 0.35, SHGC Energy Independence Program Financing available for windows, glass doors and skylights. Turlock Irrigation District Sun Screen Rebate Program $1.00/sf rebate for vinyl-coated sunscreens that block at least 80% of the sun s heat. Colorado Boulder County / City and County of Denver Home Energy Loans by Elevations Fixed rate loans starting at 2.75% APR for energy efficiency upgrades, including windows, doors, and skylights. Colorado Springs Utilities Residential Rebate of $4.67/sf for ENERGY STAR windows. Replacement only, up to $200 for singlefamily residence, and up to $12,000 for small multi-family residence. Commercial Rebate of $1.40/sf for ENERGY STAR windows (with U-factor of 0.32 or less and SHGC of 0.28 or less). Total cannot exceed $17, Energy Smart Colorado Energy Smart Financing Loans as low as $1000 for energy efficiency upgrades, including windows, glass doors, insulating shutters or blinds, and insulting exterior doors or storm doors. Fort Collins Utilities Commercial and Industrial Rebate Program $0.11 $0.73/sf (new construction) for windows with U- factor of 0.30 or less and SHGC of 0.25 or less. Home Efficiency Program Rebates $2.50/sf $750 max (gas customers) and $3.75/sf $1,000 max (electric customers) on ENERGY STAR windows. Replacement only (existing windows must be single pane, clear glass or metal framed). Holy Cross Energy Residential Rebate Program $2/sf (up to $600) to replace existing windows with windows with a U- factor of 0.32 or less. Windows must have low-e glass and be installed by a licensed contractor. Windows and sliding glass doors must be National Fenestration Rating Council (NFRC) certified. 6

7 City of Aspen & Pitkin County Commercial Rebate Program 25% of project cost, up to $5,000 per property between City of Aspen and CORE. The maximum rebate you may receive in any calendar year is $2,500 from the City of Aspen. Building envelope details include window film and windows meeting IECC Efficiency/Rebates-Incentives/. City of Loveland Home Energy Audit Program Participants who meet the eligibility and measure requirements for HEAP may qualify for a rebate. Single pane, clear windows or sliding glass doors with metal frames must be replaced with ENERGY STAR windows for the northern zone with a low-maintenance exterior finish. The rebate ranges from $2.50/sf (max $750) to 3.75/sf (max $1000) depending on the HVAC system. Connecticut Connecticut Housing Investment Fund Energy Conservation Loan Program Loan financing home renovations (including ENERGY STAR windows) from $2,500 to $20,000 for single-family homeowners. Energize Connecticut Smart-E Loans long-term, low-interest loans for residential energy efficiency upgrades, which include windows. State of Connecticut Sales and Use Tax Exemption for Energy-Efficient Products Window film, caulking, window and door weather strips are exempt from the state's sales and use tax Delaware Florida Beaches Energy Services Rebate Program Rebate of up to $100 for the installation of window film or solar screens with a shading coefficient of 0.50 or less. Clay Electric Energy Conservation Loans Loans up to $7500 for energy efficiency improvements including thermal windows/doors and storm windows/doors. Energy Smart Rebate Program $0.44/sf rebate for window films with a SHGC of 0.45 or less. $0.44/sf rebate for Solar Window Shade Screens. 7

8 Duke Energy Residential Rebate Program high-performance replacement windows $1.00/sf (up to $250), solar window screens 50% of the cost (up to $100), and window film 50% of the cost (up to $100). Home must have whole-house electric cooling. Business Incentive Program Building envelope improvements including $0.75/sf up to $55 per room for window film or solar screen upgrades for facilities with multiple guest rooms. Florida Power & Light (FPL Energy) Business Incentive Programs Incentive programs for commercial and industrial customers to improve lighting, heating and cooling, or building envelope ($1./sf for window film, sunscreens or high efficiency window replacements facing west, southwest or northwest). Gainesville Regional Utilities Residential Low-income Energy Efficiency Program (LEEP) Assists low-income customers with home inprovements, including weatherstripping and caulking of windows and doors. Gulf Power Commercial Rebate Program Rebate of $1.00/sf for the installation of window film with a SHGC no greater than Products must meet ENERGY STAR guidelines. JEA (Jacksonville) Residential Rebate Program Install window film or solar screening on any east, west or southern window and receive a rebate of up to $30 per window depending on the type of home. Maximum 10 windows per home or $ Commercial Incentive and Rebate Program Install reflective window film to reduce solar gain. Window film projects will be capped at $1,000 per project and cool roof projects will be capped at $5,000 per project. Window_Film_Solutions.aspx City of Longwood Rebate and Incentive Program Longwood Raising Energy Efficiency Program (REEP) provides rebates up to $500 a year per owner-occupied residence to homeowners who utilize contractors, suppliers, or other businesses located within the city limits of Longwood to make energy efficient improvements. These improvements include ENERGY STAR exterior window and door upgrades and window film installation (up to 10% of product cost). City of New Smyrna Beach Residential Rebate Program Install solar screening on any east, west or southern window and receive a rebate of $1.50/sf (up to $375). Commercial Rebate Program Install solar screening on any east, west or southern window and receive a rebate of $1.50/sf (up to $375). Orlando Utilities Commission Home Rebate Program Rebates for energy efficiency measures including window film or solar screening with shade coefficient of 0.5 or less on east-, west- and south-facing windows, and ENERGY STAR windows. Business Rebate Program Rebates for energy efficiency measures including window film or solar screening and ENERGY STAR windows. 8

9 St. Lucie County Solar and Energy Loan Fund Program SELF loans for energy efficient and renewable energy measures including weatherization (insulation, caulking, window and door replacement). Interest rates start at 6% and terms are up to 15 years. City of Tallahassee Utility Home Energy Efficiency Loans Loans for ENERGY STAR window replacement (energy audit required) and for solar screens/films with minimum shading coefficient of 0.50 or less. Commercial Energy Efficiency Loan Program Loans for ENERGY STAR window replacement (energy audit required) and for solar screens/films with minimum shading coefficient of 0.50 or less. Home Construction and Renovation Rebates Rebate amount of $1.00/sf (up to $2,000) for energy efficiency measures including ENERGY STAR windows. Tampa Electric Building Envelope Improvement Program for Business $1.25/sf of covered glass area for solar window film. Georgia Environmental Finance Authority Residential Energy Efficiency Loans Loans available to improve energy-efficiency by providing lowcost financing to residential homeowners for home energy-efficiency improvements, including ENERGY STAR windows. Georgia Green Loans Commercial Loan Program Loans available from $500 to $50,000 for new small businesses or to green an existing business. Satilla REMC Home Improvement Program Loans available for up to $25,000 for home improvements, including window/door replacement. 9

10 Sawnee EMC Commercial Rebates and Incentives 50% of cost up to $150 rebate for solar control window film purchase and installation costs. Tennessee Valley Authority Rebate and Financing Program In-Home Energy Evaluation Program provides cash rebates and some financing for installation of ENERGY STAR replacement windows (up to $500) and storm windows (up to $500). Walton EMC HomePlus Loan Program Residential existing buildings may receive reduced rate loans for weatherization including window caulking and ENERGY STAR window installation (for loans from $500 to $7500, the interest rate is 7.9% for loans over $7500 the interest rate is 6.5%). Hawaii Hawaii Community Reinvestiment Corporation Financing Program GreenSun Hawaii is a credit enhancement program to provide local financial institutions with access to loan loss reserve (LLR) which may cover up to 100% of actual losses on eligible energy efficiency system financing. Energy efficient windows are included for financing. Hawaii Energy Commercial Incentive Program Energy Solutions Business Appliance Rebates and Customized Incentives Program, receive $0.85/sf for window film with SHGC of of or less and placed on the east, south or west elevations. Idaho Avista Utilities Residential Rebates $4.00/sf rebate for replacing single pane or metal frame double pane with windows with a U-factor of 0.30 or less. Windows must be contractor installed. Farmers Electric Residential Rebate Program $10.00 per window for the installation of a full window solar screen. Idaho Energy Resources State Loan Program Low-interest loans to make improvements to conserve energy. Windows must have a U-factor of 0.35 or less for residential and 0.32 or less for commercial/multifamily. City of Idaho Falls Commercial Loan and Rebate Program Commercial Energy Conservation Program offering rebates and zero interest loans. Residential Loan and Rebate Program Residential Weatherization Program offers a free energy audit. Rebates or zero interest loan program is offered to those who qualify. Program measures windows and sliding doors. U-factor of 0.30 or less is required. Idaho Power Building Efficiency for Construction Project Program $0.50/sf rebate for ENERGY STAR windows for commercial construction. Easy Upgrades Program Rebates for window improvements: $2.50/sf for windows with a U-factor of 0.30 or less. 10

11 Kootenai Electric Residential Rebate Program Rebate of $3.00/sf when replacing single pane wood or double pane metal windows with windows with a U-factor of 0.30 or less. Patio doors must have a U-factor of 0.34 or less. Northern Lights, Inc. Residential Rebate Program Rebate of $6.00/sf when replacing single pane wood or double pane metal windows. Replacement windows must be NFRC certified and be installed by professional. Questar Gas Company Residential Rebate Program ThermWise Weatherization Program provides rebates for home weatherization measures, including windows with a U-factor of 0.22 or less ($2.50/sf). Rocky Mountain Power Residential Energy Efficiency Rebate Program $1.50/sf for windows with a U-factor of 0.30 or lower and $3.00/sf for windows with a U-factor of 0.22 or lower. Commercial Incentive Program $0.35/sf for manufactured and site-built windows with a U-factor of 0.30 or lower and SHGC of 0.33 or lower. United Electric Coop Residential Weatherization Program $2 to $6 per sq./ft. for new window upgrades. Existing windows must be single pane with/without storms or double pane with metal frames. Replacement windows must have a U-factor of 0.30 or lower to qualify. Illinois Illinois Energy Now Incentive Program Program The Illinois Energy Now Public Sector Energy Efficiency New Construction Program (Illinois Energy Now New Construction Program) offers financial incentives to facilitate implementation of cost-effective energy efficiency improvements for new building construction or major building renovation projects, for public sector entities located within Ameren Illinois and ComEd electrical service areas and Ameren Illinois, Nicor Gas, North Shore and Peoples natural gas service areas. Incentives are based on exceeding the minimum requirements of the Illinois Energy Conservation Code for Commercial Buildings (IL ECC), aka beyond-code. Indiana Duke Energy Commercial Rebate and Incentive Program Smart$aver Incentive Program offers $1/sf for window film following the prescriptive incentive path. Vectren Commercial Rebate and Incentive Program As part of the building envelope, rebate of $0.40/sf for windows and they must meet ENERGY STAR with a U-factor of 0.32 or less and a SHGC of 0.40 or less. 11

12 Iowa Alliant Energy Residential Loan Program Loan amounts range from $1,500-$25,000 and can be used for qualifying equipment and contract labor. Commercial Incentive Program Incentives up to $8500 for new construction energy efficiency improvements, including windows. Iowa Area Development Group Low Interest Loan Program $50,000-$500,000 at 1% interest for energy efficient and renewable energy projects, including windows. MidAmerican Energy Residential Loan and Rebate Program EnergyAdvantage Financing Program for energy efficient projects, including windows. Kansas Atmos Energy Weatherization Program Up to $3000 in weatherization assistance is available, including weatherstripping windows and doors. Kentucky Atmos Energy Weatherization Program Up to $3000 in weatherization assistance is available, including weatherstripping windows and doors. Blue Grass Energy Rebate and Incentive Program Through the Button-Up Program, members may receive a rebate for energy efficiency improvements, including window replacement. Clark Energy Rebate and Incentive Program Through the Button-Up Program, members may receive a rebate for energy efficiency improvements, including window replacement. Cumberland Valley Electric Rebate and Incentive Program Through the Button-Up Program, members may receive a rebate for energy efficiency improvements, including window replacement. Grayson Rural Electric Rebate and Incentive Program Through the Button-Up Program, members may receive a rebate for energy efficiency improvements, including window replacement. 12

13 Greater Cincinnati Energy Alliance Loan Program Qualifying homeowners in the Greater Cincinnati Energy Alliance s (Energy Alliance) service area can improve the energy efficiency of their home with the Energy Alliance's Home Energy Loan Program. Kentucky Utilities Company / Louisville Gas & Electric Home Energy Rebate Program The window film or replacement window must have a Solar Heat Gain less than or equal to 0.45 or a Shading Coefficient less than or equal to 0.5. NFRC label is required. Rebate amount of up to to 50% of material cost and a maximum of $ Mountain Association for Community Economic Development Commercial Loan Program Energy Efficient Enterprises (E3) project works to promote energy efficiency to small businesses and nonprofits located in Appalachian Kentucky. In existing building daylighting strategies can be incorporated using ENERGY STAR qualified tubular daylighting devices, windows, or skylights. In new construction, daylighting can be incorporated through the use of ENERYG STAR qualified tubular daylighting devices, skylights and transom windows. Nolan RECC Rebate and Incentive Program Through the Button-Up Program, members may receive a rebate for energy efficiency improvements, including window replacement. State of Kentucky Energy Efficiency Tax Credits Up to $250 for each energy-efficient window (30% of installation cost) up to $500 total.
