1 Flood Evacuation Plan

2 FLOOD EMERGENCY PLAN AND EVACUATION PROCEDURE Introduction, Scope & Objectives The objective of this plan is to raise awareness of the risk of flooding in the location specified below, to detail the Flood Warnings and estimated lead time available, and to detail how the Plan is triggered by who and when, and what actions are required by those people in the area. The Plan also describes the evacuation procedure and need for safe refuge. The Plan has been developed using the guidance provided by The Environment Agency website Site Location The Odney Club is situated in Cookham, Berkshire adjacent to the River Thames. The Club consists of a 120 acre site, on which sits a hotel and conference centre, owned by the John Lewis Partnership. The hotel is made up of many annexes, and is split by a public road, Odney Lane. 2

3 Flood Risk From the Environmental Agency website, it is clear that there is significant risk from flooding, in extreme conditions, 1 in every 100 years. The extent of flooding is shown on the Environment Agency map below. The probability of flooding at this location is high. 3

4 Flood Warnings The EA operate a flood forecasting and warning service in areas at risk of flooding from rivers or the sea, which relies on direct measurements of rainfall, river levels, tide levels, in-house predictive models, rainfall radar data and information from the Met Office. This service operates 24 hours a day, 365 days a year. If flooding is forecast, warnings are issued using a set of three easily recognisable codes. A description of the codes is shown in appendix 1. Flood Alert - this replaces our current Flood Watch. A Flood Alert means that flooding is possible and that you need to be prepared. Flood Warning - means that flooding is expected and that you should take immediate action. You should take action when a flood warning is issued and not wait for a severe flood warning. Severe Flood Warning - means that there is severe flooding and danger to life. These are issued when flooding is posing significant risk to life or disruption to communities. 4

5 The Odney Club is signed up to the EA Flood Warning Direct Service, and will be notified at every escalation of an alert. 6 Command & Control Once a Flood Warning has been received the Duty Manager will discuss the warning, recent weather activity, estimated impact time, and will decide what actions are activated. All decisions on appropriate action will be recorded. If immediate flooding is forecast and the opportunity to safely evacuate is gone, preemptive flood protection tasks must be implemented (if time allows) and the order given for moving to the area of safe refuge, see below. The Duty Manager is responsible for managing command and control of the incident, with the SM Estate Services acting as deputy. The site will have, as a minimum, a landline telephone connection and mobile phone. The Duty Manager (or Deputy) will also report the incident and actions being taken to the General Manager, Partnership Leisure and Residential Clubs. The Duty Manager is responsible for making key decisions on response actions and evacuation, if necessary. If the Duty Manager is not on site and cannot be reached, the SM Estates Services will assume this role, however, will confirm actions with the General Manager, if time allows. The warning and subsequent decision are communicated to the people in the location covered by this plan by the site mobile phone network, which is used for everyday communications around the site. Warnings to staff not on site will be by telephone. Upon receiving the warning, the site personnel will be summons to the site office for a briefing on the status of the warning and response actions and responsibilities. Any pre-emptive actions that need to be carried out by specific individual(s) are communicated directly to the person responsible; confirmation of instruction is required. 6

7 RESPONSE ACTIONS / CONSIDERATIONS Site Evacuation Procedures & Routes Communication of receipt of a Flood Alert or Flood Warning will be made by the Duty Manager (or SM Estates Services, if the Manager is not on site) via the site mobile phone system. On receipt of a Flood Alert no immediate action is necessary, but staff should increase vigilance and be prepared for flooding to be worse than predicted. Deliveries will be delayed, if possible, in order to miss the time of peak tide level. On receipt of a Flood Warning or Severe Flood Warning the following action will be taken, depending on the time the warning is received and the anticipated notice: 1. Deliveries of goods and services to the Club will be suspended. 2. The Heritage Centre staff will be informed immediately, and told to leave the building and report to Lullebrook Manor for further instructions. 3. St Georges Lodge will be stocked with essential food supplies, including bottled water, on the upper floors. 4. The Club will be made secure, if the doors to the buildings are open they will be closed to prevent any materials being washed out into surrounding watercourses (under normal circumstances the doors are kept closed). 5. All leisure guests and Sir Bernard Miller Centre delegates will be informed as quickly as possible, to pack up their belongings (dependant on enough time) and leave the Club immediately. All normal check-out routines will be suspended. 6. The Mill Lane gate will be opened immediately 7. Staff will evacuate the Club through any of the Club exits, trying to avoid Odney Lane, if possible. All incident involved staff will travel to Winter Hill Golf Club, and await further instructions. The Club House will acts as an incident room, and the course will be closed to all members, if it is deemed necessary by the Duty Manager. 8. Staff not at work will be contacted and told not to travel to work. It is the responsibility of the Duty Manager (or SM Estates Services if the Duty Manager cannot be contacted) to ensure that staff have been contacted. A staff contact list will be available at the Manor Reception and also centrally held within the John Lewis IT network accessible at Winter Hill. A record will be kept of who has been informed and at what time. 9. Should there not be time to leave the area, staff should make their way St Georges Lodge and await rescue, if necessary. 10. Staff should not wade through floodwater to escape the area, There can be hidden dangers such as dislodged manhole covers and health issues from polluted water. 11. Visitors to the site will be guided by the person responsible for their visit and safety whilst on site. 7

It is the responsibility of the Duty Manager (or SM Estate Services, if the Duty Manager is not on site) to carry out a head count at the rendezvous point and record that all staff are safe and accounted for. Deploying Flood Barriers / Flood Protection The buildings that now form the Club has been constructed over more than one hundred years and the levels have not been constructed to take account of the 1 in 100 year flood level. There is therefore no specific flood barrier or flood protection in place. The buildings will be made secure and if the doors to the buildings are open they will be closed to prevent any materials being washed out into surrounding watercourses (under normal circumstances the doors are kept closed). Responsibility for ensuring that that site is secure rests with the Duty Manager. If the Duty Manager is not on site at the time of the evacuation, the SM Estates and Services will be responsible for making these checks. Deployment of temporary flood protection, i.e. sandbags, will taken if there is time, and it is deemed to be a viable option. Safe Refuge St Georges Lodge is the largest of the annexed buildings in the Club, and has access directly on to the main road in to Cookham village, and incorporates an area of safe refuge from flooding, on upper floors (e.g. a location above flooding for all people on site, including those with restricted mobility), in the case of a no warning flooding event. Should there not be time to leave the area, staff should make their way to the St Georges Lodge and await rescue, if necessary. It will be the responsibility of the Duty Manager (or SM Estates Services if the Duty Manager is not on site) to organise the evacuation and assistance for any staff or visitors with restricted mobility. Reoccupation of The Site Reoccupation of the Club will be a decision taken by the Duty Manager after discussions with the relevant stakeholders such as Local Authority, Environment Agency, Emergency Services and John Lewis Head Office. The design of the Club, with respect to possible flooding, would mean that there is likely to be considerable damage in the event of all but slight flooding, but a checklist of actions to be signed off before re-occupation will be prepared and included within the Flood Recovery Plan. Key checks will be to establish whether there is any damage to power supply or process communications around the site including chemical and fuel storage areas and whether vehicular traffic can gain access to the Club. If all the checks confirm that there has been no damage to the Club infrastructure and the flood incident has now passed, the Club will be reopened for business. 8

9 Training & Exercising All personnel who work on site should be made aware of this plan and trained accordingly. A training record will be maintained for all staff. This Plan will form part of the John Lewis Emergency Action Plan Document Control This Plan is owned, maintained, and updated by The Estate Maintenance Manager, Partnership Hotels. All users are asked to advise the Duty Manager of any changes in circumstances that may materially affect the plan in any way. The plan will be reviewed at least every three years, as a result of lessons identified after an activation event or exercise, following major changes of personnel or policy, or following any change to the flood risk or warning process. 9

10 APPENDIX 1 - ENVIRONMENT AGENCY WARNING CODES New flood warning codes (Taken from the Environmental Agency website) Our updated warning service has three types of warnings that will help you prepare for flooding and take action. They are: Flood Alert Flood Warning Severe Flood Warning Flood Alert What it means Flooding is possible. Be prepared. When it's used Two hours to two days in advance of flooding. What to do Be prepared to act on your flood plan. Prepare a flood kit of essential items. Monitor local water levels and the flood forecast on our website. Flood Warning What it means 10

11 Flooding is expected. Immediate action required. When it's used Half an hour to one day in advance of flooding. What to do Move family, pets and valuables to a safe place. Turn off gas, electricity and water supplies if safe to do so. Put flood protection equipment in place. Severe Flood Warning What it means Severe flooding. Danger to life. When it's used When flooding poses a significant threat to life. What to do Stay in a safe place with a means of escape. Be ready should you need to evacuate from your home. Co-operate with the emergency services. Call 999 if you are in immediate danger. Warnings no longer in force What it means No further flooding is currently expected in your area. When it's used When river or sea conditions begin to return to normal. What to do 11

12 Be careful. Flood water may still be around for several days. If you've been flooded, ring your insurance company as soon as possible. 12
