5 CHAPTER 1 1. Voter Verifiable Paper Audit Trail System 1.1 Introduction Voter Verifiable Paper Audit Trail (VVPAT) system is a printer based accessory that interfaces with the Control Unit (CU) and Ballot Unit (BU) in the conventional Electronic Voting Machine (EVM). The VVPAT system prints the voter s franchise on a thermal Printed Paper Slip and gives visual indication and record of the cast vote to the voter and can be used for auditing the EVM electronic counter at later stage. The VVPAT system consists of following accessories. 1. VVPAT Unit 2. VVPAT Status Display Unit (VSDU) (To display the status of VVPAT system to the polling staff and gives messages for any action to be taken for VVPAT) 3. Interconnecting cable to CU 4. VVPAT Battery pack 5. Paper Roll 6. Carrying Case 1.2 Use of VVPAT for voter verification of vote When the VVPAT system is used in combination with the EVM, it provides verification to the voter by way of printing the cast vote on a thermal Printed Paper Slip. When the voter presses the button on the Ballot Unit (BU) to vote for the candidate of his/her choice, the VVPAT system prints a small Printed Paper Slip. The Printed Paper Slip (Fig 1.1) prints amongst other information (a) Serial number of the contesting candidate, (b) Name of the candidate and (c) Election symbol of the candidate party. The Printed Paper Slip is visible to the voter for a period of 7 seconds after pressing of BU key. The Printed Paper Slip gets automatically cut in the VVPAT unit and falls into the Printed Paper Slips Compartment. 6 1.3 Main features of VVPAT system Features of VVPAT Unit Prints the Ballot Slip of width 56 mm and length 99 mm. Operates on a Battery 15V/7.2 AH Accommodates Paper Roll of length approximately 150 meters that can print 1500 Printed Paper Slips. 1.4 Exploded View of VVPAT The exploded view of the VVPAT is given to show different parts of the VVPAT as below Fig 1.2 Exploded view of VVPAT unit 2

VVPAT status comprises of indications such as POWER ON, VVPAT BUSY, PRINT OK and also displays in case of PRINTER ERRORS and the recommended action to be taken. 3
8 2. Detailed Description of VVPAT CHAPTER 2 This chapter explains the various parts of the VVPAT unit, their purpose and their use. The different parts are described as below. VVPAT system has four independent compartments. 1. Paper Roll Compartment (3) 2. Printed Paper Slips Compartment (6) 3. Battery Compartment (8) 4. Connector Compartment (10) The access into the above compartments of VVPAT is through the following doors connected with each compartment. 1. Paper Roll Compartment Door (4) 2. Printed Paper Slips Compartment Door (7) 3. Battery Compartment Door (9) 2.1 Paper Roll Compartment This compartment (3) in Fig 2.1 houses the printer mechanism and a Paper Roll. Top cover (4) of the VVPAT unit covers the Paper Roll Compartment Fig 2.1 Paper Roll Compartment with Top Cover Opened The Paper Roll Compartment is accessed by opening its door. 2.2 Printed Paper Slips Compartment The Printed Paper Slips are collected in this compartment (6) in Fig 2.2a which provides a secure storage for Printed Paper Slips. The Printed Paper Slips Compartment has a capacity to collect 1500 Printed Paper Slips. This compartment is closed with a separate door (7) in Fig 2.2a provided at the right side of the unit. The door provides mechanisms for closing, locking and sealing (21) in Fig 2.2b to ensure safe storage of the Printed Paper Slips. 4
9 a) Door is opened b) Door is closed Slide to Unlock Fig 2.2 Printed Paper Slips Compartment 2.3 Battery Compartment The Battery Compartment (Fig 2.3a) is used for housing the Battery (22) which can only be inserted in one direction. This compartment is located at the backside of the unit. A separate door (9) in Fig 2.3b is provided with locking latches to close the compartment and hold the battery securely. The Battery is used for providing the power to the VVPAT system for its normal operation. The VVPAT unit works with a special VVPAT Battery (15V /7.2 Ah) provided by manufacture. 10 2.4 Connector Compartment This compartment Fig 2.4 provides access to two 9-pin D type connectors one each for VSDU interface (15) of male type and BU interface (16) of female type. The compartment (13) provides space for taking out two wires, for connection to VSDU and BU Blue/Green connector Black/Red connector Fig 2.4 Connector Compartment 2.5 Power ON LED Power ON LED (1) in Fig 1.2 located on the front side of the unit indicates the Power ON status of the VVPAT system. The Green LED will be turned ON when the VVPAT unit is connected to the Control Unit and the CU is switched ON. Since the Power ON control remains with the CU, it also serves to indicate the establishment of proper connection between VVPAT and CU. Power ON LED OFF Power ON LED ON 2.6 Printed Paper Slip Viewing Window Fig 2.5 Power ON LED The Printed Paper Slip viewing window (3) in Fig 1.2 is located on the front side just above the manufacturer s logo. Normally the Printed Paper Slip behind the window is not visible and the window appears black. When a voter presses the key on the BU to cast his/her vote, a light within the viewing window turns on illuminating the Printed Paper Slip for 7 seconds for viewing by the voter. The Printed Paper Slip gets automatically cut and falls into the Printed Paper Slip Compartment underneath. The window then returns to the normal condition and appears dark to ensure confidentiality of cast vote. 11 2.7 Battery The Battery (22) in Fig 2.7 is the source of power to VVPAT system and is housed in the Battery Compartment and accessible from the back side of the VVPAT unit. The Battery has a female connector which connects to the male connector in the Battery Compartment while installing the Battery. The Battery connector is polarized and can be connected to the VVPAT connecter only in one polarity VSDU with interconnecting cable Fig 2.7 VVPAT Battery VSDU in Fig 2.8 is a separate unit that indicates working status of VVPAT and issues as well as action to be taken especially in case of printer errors. It provides a 5-meter cable with a 9- pin D connector at one end for connection to the VVPAT unit. This cable is connected to the VSDU INTERFACE provided in the back side of VVPAT unit in the Connector Compartment. The VSDU provides an LED display to indicate the status of working of VVPAT and error messages in the form of error codes and corresponding textual messages given on face of VSDU along with corrective actions to be taken. 12 2.10 Paper Roll The vote cast by the voter is printed on thermal printing paper (23) in Fig Front side of the paper for printing the vote is white in color while the back side has a running band of black markers rectangular in shape (12mm x 5mm) pre-printed towards one edge for keeping track of paper movement Paper Feed Knob Fig 2.10 Paper Roll Paper Feed Knob (17) in Fig 1.2 and shown in Fig 2.11 is meant to assist in manually inserting and positioning of the paper in printer mechanism when new Paper Roll is loaded in the VVPAT. It can be rotated clockwise to move the paper forward. Paper Feed Knob 2.12 VVPAT Carrying Case Fig 2.11 Paper Feed Knob The Carrying Case (24) in Fig 2.12 for transporting VVPAT is made of metal and used to carry the VVPAT unit and VSDU with connecting cables. It has a handle (25) to hold and carry and provides two latches (26) to lock the door and seal it as in Fig Fig 2.12 VVPAT Carrying Case Note: The version of Carrying case may change. 8
13 2.13 Setting up VVPAT The following procedures are required to be followed for setting up VVPAT so that it can be used in an election along with the Electronic Voting Machine. VVPAT is required to be set up properly in order that it may function in the desired way during election. Setting up of VVPAT requires following main steps. Step 1: Installation of Battery and Paper Roll. Step 2: Loading of Symbol (Ballot slip) data into the VVPAT- This job will be done by ECIL engineers. Procedure for VVPAT Battery installation is provided for information of Polling staff, though this job may be done by ECIL engineers Installation of VVPAT Battery and Paper Roll Battery installation Location of Battery Compartment Battery Compartment Open the Battery Compartment Door, by releasing the locking latches provided. 14 A specially made Battery (22 in Fig 2.7) is required for the VVPAT operation. Connect the battery power pack to the two pin connector provided in the compartment. Note: Observe carefully the connector orientation. The pin contacts on the VVPAT unit are available on right side. Make sure that the Battery is inserted fully into the mating connector. Position the Battery as shown in Fig 2.13 (4) and close the door. 16 CHAPTER 3 3. Commissioning of VVPAT by Presiding Officer (PO) at Polling Station on day of poll Scope: This chapter explains the following essential activities. Preliminary material checks after transportation of EVM and VVPAT unit to the polling booth, Procedure for connecting EVM (CU and BU) with VVPAT unit, Mock poll procedure, clearing of the mock poll data, Sealing of VVPAT Collection Box after mock poll verification, Actual poll procedure, Closing of poll procedure and VVPAT Packing and Instructions to be given before dispatch to Strong Rooms / Counting Center. VVPAT with EVM commissioning requirement: List of items required at polling booth 1. An office table or similar flat surface of working area of size (600 mm x 1200 mm) minimum is required to place the Control Unit (CU). The table may be termed as Presiding Officer s Table. 2. An office table or similar flat surface of working area of size (600 mm x 1200 mm) minimum is required to place the VVPAT and Ballot Units. The table may be termed as Voting Table. (The above table space can accommodate one VVPAT and two BUs. If more than 2 BUs are in use, another table should be required.) 3. CU and BU as per the Election requirement. ( CU 1 no and BU 1 to maximum of 4 Nos) 4. VVPAT unit and VSDU with connecting cables no. each Note: The CU is supplied at polling station with the battery pack inserted in it. The VVPAT is supplied with battery pack and paper roll inserted in it. Step 1: Preliminary Checks At the polling station, remove the VVPAT and VSDU with cables carefully from Carrying Case. Place the items on the Voting Table. Check for proper condition of the VVPAT unit, VSDU unit, connecting cables and connectors. Sealing should be intact for Paper Roll Compartment and Battery Compartment of the VVPAT unit. Check for the emptiness of the Collection Box. No paper slips or Printed Paper Slips should be left inside the compartment. 12

If any damage is observed, report the same to the concerned personnel in the office of the RO or PO. 13
18 3.1.3 Connecting of VVPAT unit with EVM To conduct an election with EVM and VVPAT the following items are required. 1. Control Unit (with CU Battery installed) - 1 no 2. Ballot Unit(s) with connecting cable - One to four depending on the number of contesting candidates 3. VVPAT unit with cable, Paper Roll and Battery - 1 no (With Paper Roll and VVPAT Battery installed) 4. VSDU with connecting cable - 1 no Place CU with VSDU on PO s table (1) and VVPAT with BU in voter s compartment (2) as shown in Fig Gap of maximum 5 meters PO s Table Voter s Compartment Fig 3.3 EVM and VVPAT setup Placement of BU and VVPAT in Voter Compartment Both VVPAT and BU are kept in the voter s compartment. These are kept as shown in Fig 3.7 not more than 2 from the table edge and there should not be a gap of more than 6 between them. The front edges of both units should be in aligned in the same line. 19 3.1.5 Placement for CU and VSDU on Polling Officer s table Place VSDU as shown in Fig 3.8 just behind the CU to enable easy view of VVPAT status. Step 1: Connect CU and VVPAT units and put them in Power ON condition as shown below. 22 Note: CU Power ON LED, VVPAT Power ON LED, and VSDU Power ON LED are in ON condition. Step 3: On pressing a Candidate button in the BU. The LED connected to the Candidate Button pressed is Turned ON (Red color). VVPAT unit prints a Printed Paper Slip once the candidate button is pressed. The lighting in the VVPAT window is turned ON. The Printed Paper Slip is seen through the window. The Printed Paper Slip is held for 7 sec and cut by the cutter. The Printed Paper Slip falls in to the collector box. Fig 3.12 Vote verification with VVPAT The buzzer sound from the CU will be completed. Busy LED on CU and Busy LED on VSDU will be turned OFF. This will inform the P.O that the vote has been cast. The above process completes voting process of one ballot. Step 4: Mock Poll Procedure To conduct a Mock Poll at polling booth follow the below process 1. Power ON the CU. 2. ON lamp glows on CU and VVPAT. 3. VVPAT prints Self Test (POST) slip. This slip is seen through the window. 4. In case of any error in the VVPAT, corresponding error is printed in the POST slip and also displayed on VSDU. 5. Press CLEAR on CU and empty the Ballot Slip Compartment. 6. Now the EVM VVPAT system is ready for voting process. 7. The standard mock poll procedures will be followed for CU/BU. 8. The ballot process is carried out and each polling agent is allowed to vote for the candidate of choice on press of BU key. 9. VVPAT prints the Printed Paper Slip containing the serial number of the candidate, name of the candidate and corresponding party symbol. 10. The printed slip is held for 7 seconds and then cut and subsequently falls into the ballot collection box. 11. The ballot process by voting to each contesting candidate and verify the correctness of the Printed Paper Slips. 12. Keep a careful manual record of the account of the votes polled (BU key pressed) in respect of the each candidate. 13. Press the CLOSE button on CU. 18
23 14. Press the RESULT button on CU and manually record the result data displayed by CU. 15. Switch off the CU. 16. Open the Collection box door of the VVPAT and collect the Printed Paper Slips. 17. Segregate these Printed Paper Slips candidate wise and check the result of the counted slips. Keep aside the POST slip(s). 18. Compare the VVPAT result data with the CU result data. Both must tally candidate wise. After ensuring the correctness of the system, remove the Printed Paper Slips and ensure the emptiness of the Collection Box. 19. Keep the counted printed paper slips of mock poll in the black envelope provided to you and seal the envelope in the metal box. 20. Press CLEAR button of CU to delete the vote cast in mock poll 21. Press total button to ensure that no vote exists in the CU 22. Mock poll certificate may be recorded 23. The presiding officer will now seal the result section of the CU as per prescribed procedure. Seal the Ballot Slip Compartment 2. The presiding officer will also ensure that the paper roll compartment (top cover) of VVPAT is also sealed. Step 6: Actual Poll Procedure Pre requirements: Ensure that CU-VSDU-VVPAT- BU is placed as per the procedure explained earlier. Ensure the Printed Paper Slips Compartment sealing and Paper Roll Compartment sealing of the VVPAT are in good condition. Polling Booth Power ON the CU. The presiding officer should ensure that the VVPAT should be in ON condition by checking the Power ON Green LED Continue the actual polling as per the standard procedure explained in the EVM instruction manual. Polling officer shall monitor the status of VVPAT through the VSDU messages and in case of any indicated error, should act as suggestions given on VSDU. Step 7: Closing of Poll Procedure After completion of actual poll, press the close button on CU. Switch off the CU. The CU and VVPAT units will be in turn OFF condition. VSDU with connecting cable Open VVPAT carrying case Put VVPAT into carrying case VVPAT VVPAT cable VSDU VSDU cable Put VSDU into carrying case Close carrying case Fig 3.15 Packing of VVPAT Note: Caution shall be observed while putting the items in the Carrying Case. Ensure that packing material shall be intact. Step 3: Close and lock the closing door of the Carrying Case. Step 4: Keep a record of the Serial No of VVPAT and VSDU set placed in the Carrying Case. 27 3.4 Day of Poll (At the Polling Station) Before commencement of poll S. No VVPAT Unit Activity at Polling Station 1 Unpack the VVPAT items from the Carrying Case. 2 Do the preliminary physical check of the VVPAT unit, VSDU Unit, Interconnecting Cables and Connectors. 3 Check the intact of the sealing of Battery Compartment and Paper Roll Compartment 4 Place the VVPAT in the Voting compartment along with the Ballot units. Check for the emptiness of the Printed Paper Slips Collection box. 5 Place the VSDU in the Polling officer compartment along with the CU. 6 Connect the CU - VVPAT- BU system as per the connection diagram. 7 Power ON the EVM-VVPAT system by switch on the ON/OFF switch in the CU. 8 Conduct mock poll. Verify the VVPAT Printed Paper Slips result with CU result. 9 Ensure the emptiness of Printed Paper Slips Compartment and seal the compartment. Clear CU. 10 Power ON the EVM-VVPAT system by switch on the ON/OFF switch in the CU. 11 The EVM VVPAT system is ready for conducting the Actual Poll During poll S. No VVPAT Unit Activity 1 Ensure that EVM- VVPAT system is in Power ON condition 2 VVPAT unit Power ON LED and VSDU unit Power ON LED are to be in ON condition ( Green color) 3 Press the Ballot button on the Control Unit. 4 The Busy LED on the CU and VSDU is to be in ON condition. 5 Once the voter presses the ballot choice in the BU, the VVPAT starts printing the Printed Paper Slip. The printed slip is visible to the Voter through the VVPAT window and later cut and falls into the Printed Paper Slips collection compartment. 6 The Busy LED on CU and VSDU will turn OFF, once the VVPAT operation and CU operation are completed. 7 Repeat the above process again pressing the Ballot button on the Ballot unit. 8 The above procedure is repeated till the End of Voting At the close of poll S. No VVPAT Unit Activity at Close of Poll at Polling Station 1 Once the Voting is completed, press the CLOSE button on the CU. 2 After completing the CU procedure, Switch OFF the Control Unit. 3 The Power ON LED indicators on CU, VVPAT and VSDU are to be in OFF position. 4 Disconnect the interconnecting cables of VVPAT, BU and VSDU units 5 Pack the VVPAT unit and VSDU with cables in the VVPAT Carrying Case. 6 Seal the VVPAT Carrying Case in the presence of Presiding officer and polling agents. 7 The VVPAT units are ready for dispatch to Counting Halls or Strong rooms. 23
28 CHAPTER: 4 4. VVPAT Error messages and error handling VSDU displays zeros (O), stars (*) and then the VVPAT battery status whenever VVPAT is powered ON.. Ensure battery status is either High or Medium only. The error messages and action to be taken by Polling officer is described below. 4.1 List of VVPAT Status Messages on VSDU A) The following messages are displayed in VSDU. i. When Battery power is HIGH (status). H I G H B A T T E R Y ii. When Battery power is MEDIUM (status) M E D I U M B A T T E R Y iii. When Battery power is LOW (status) E R R O R C O D E L O W B A T T E R Y Advisory to PO C H A N G E B A T T E R Y Note: When the messages are more than one, the messages will be displayed one after the one in scrolling manner. B) During Ballot voting process, three kinds of faults can possibly occur in VVPAT systems: Case 1: When CU is switched ON, VSDU has blank display, but power ON lamp is OFF Action to be taken by the Polling Officer: Turn off the CU. Check the cables connecting all units. Fix them if loose and then turn on the CU. In case, VSDU power ON lamp lights up and sequence of power ON messages appear on VSDU, wait for messages to end. Continue Poll, in case there are no error messages on CU and VSDU. In case, VSDU power on lamp does not light up, then put OFF CU and replace VVPAT and VSDU. 24
29 Case 2: VSDU power ON lamp is ON and VSDU displays blank (no error message) and CU shows Link Error on press of Ballot button on CU. Action to be taken by the Polling Officer: Switch off CU. Remove and reconnect the BU cable on VVPAT. Remove and reconnect the VVPAT cable on CU. Switch on CU. Wait for the sequence of Power ON displays on CU & VSDU to get completed. Now press BALLOT button on CU. If still link error persists, install new EVM system as per EVM connection procedure. Else if error indication vanishes, continue the Poll Case 3: There is an error message on VSDU and CU shows Link Error on press of Ballot button on CU. Error Code Message on VSDU Message on CU Corrective Action to be taken by Polling officer 01 Low Battery Link Error Change VVPAT Battery 02 No Paper Link Error Replace VVPAT 03 Low Paper Link Error Replace VVPAT 04 Check System Link Error Switch OFF and then Switch ON If error persists, replace VVPAT 05 Printer Error Link Error Replace VVPAT 25
30 DOs and DON Ts DOs 1. Read manual carefully before operating the VVPAT unit. 2. Press the latches gently and in the manner specified 3. Protect the VVPAT from dust, heat, rain, fire and other such hazardous environments 4. Use the Battery specially supplied by the ECI 5. Inform ECI and ECIL in case of any problem 6. Remove Battery from the VVPAT while storing for longer periods 7. Ensure that the connector of the interconnecting cable mates properly with the connector of the VVPAT before pressing in. This will mate in one direction only. DON Ts 1. Do not exert undue pressure on latches 2. Do not keep VVPAT near heater or other hot objects 3. Do not open by force the cover or doors of various compartments 4. Do not hit /smash the connector fixed at the end of interconnecting cable against any hard surface/object 5. Do not press the connector fixed at the end of interconnecting cable into the connector of the VVPAT in reverse direction 6. Do not pull the interconnecting cable while disconnecting it from the VVPAT without pressing the spring type clips on the hood of the connector 7. Do not replace VVPAT battery without switching off the CU 8. Do not replace VVPAT unit without switching off the CU 9. Do not connect cables without switching off the CU Check List Sl.
