This open house is an important opportunity to take an active role in continuing to shape the future of your community. We welcome and encourage your feedback. Please take some time to review the various information boards. As you wander through the exhibits, please don t hesitate to ask questions of the staff on hand who are here to assist you. Hamlet of Rosebud Area Structure Plan The existing Area Structure Plan (ASP) was adopted in April 2011 and subsequently amended in June of The ASP requires updating to align with the South Saskatchewan Regional Plan and our new Municipal Development Plan. 2 PLANNING PROCESS What are Area Structure Plans? Area Structure Plans(ASP) are high level planning documents that are approved by Wheatland County s Council as a bylaw and all subsequent development must adhere to the goals, objectives and policies set out in the ASP. High Level Policy Government of Alberta Municipal Government Act Alberta Land Stewardship Act Land-Use Framework An ASP provides the planning framework for future subdivision and development at a community level. The goals and objectives established in each plan guide growth in the community by setting out general locations for future land uses. In this instance, Wheatland County is reviewing the Area Structure Plan for alignment with new County policies, Provincial Policy as well as future growth and development in the plan area. Intermunicipal Development Plans Area Structure Plans Municipal Development Plan South Saskatchewan Regional Plan According to Section 633 of the Municipal Government Act, an ASP must describe: Outline Plan The sequence of development proposed for the area, The land uses proposed for the area, either generally or with respect to specific parts of the area, The density of population proposed for the area either generally or with respect to specific parts of the area, The general location of major transportation routes and public utilities, and May contain any other matters the Council considers necessary County Specific Policy Land Use Amendments Subdivision & Development Approvals What does it mean to be included in an ASP Plan Area? It provides landowners within the plan area information on the amount and type of development that may be permitted within the plan area. It provides potential developers with information regarding the amount and type of development that may be considered appropriate within the plan area. It gives Council guidance when making decisions on development proposals for specific parcels of land within the plan area m ASP Plan Area Hamlet Boundary

3 POLICY REVIEW Alignment with the South Saskatchewan Regional Plan (SSRP) and the Municipal Development Plan (MDP) Economy: Sustainable development where economic development takes into account environmental sustainability and social outcomes. Tourism Destination Areas within the SSRP Plan Area and MDP is a strategy of both policy documents. Identifying, establishing and promoting scenic byways in and around areas with high-quality attractions and recreation and tourism features can be achieved through amendments to the ASP that promote Rosebud as a regional tourism destination for day trips and weekend getaways. Creation of an Open Space Master Plan to promote Rosebud as a recreation destination. Enhanced architectural controls and design guidelines that protect the small-town character and unique sense of place present in the Hamlet. Community Development: Anticipate and accommodate the needs of the community. The Rosebud ASP anticipates and provides for future land use planning through mapping that promotes an efficient and phased approach to the Hamlet s development. It ensures an appropriate use of existing infrastructure while still maintaining the Hamlet s small-town character and cultural integrity. Economic Development is also a key component of the ASP policies as they encourage live / work options for residential, commercial and industrial development. In addition, there is improved opportunities for mixed-use development. Increased mixed-use development opportunities. Expansion of the Hamlet boundaries to allow future growth. Changes to the future land use map to recognize existing and future uses. Efficient Use of Land: Minimize the amount of area taken up by the built environment. Clustered development and focusing development away from environmentally sensitive areas is a key component of the SSRP, MDP and Hamlet of Rosebud ASP. Efficient development preserves the character and neighborhood structure of the Hamlet while ensuring the unique landscapes around the Hamlet are preserved and enjoyed by residents and visitors alike. Addition of Garden Suites as a dwelling option Inclusion of mixed-use policies (residential/ commercial) Biodiversity and Ecosystems: Conserve and maintain the benefits of biodiversity The Hamlet of Rosebud plan area is located within a nationally significant Environmentally Significant Area (ESA). To protect the character and unique identity of the Hamlet, a focus on protecting the natural features is key for the Hamlet s continued vitality. Further clarity on study requirements for development within the Hamlet. Additional policies on Municipal Reserve (MR) dedication. Air: Manage air quality through continued collaboration Outdoor Recreation & Historic Resources: Provide outdoor recreation and nature-based tourism opportunities and preserve the region s unique cultural and natural heritage. Outdoor recreation areas and open spaces are important for residents and visitors alike and provide areas for people to visit, play and enjoy the natural beauty of Alberta. Rosebud has a number of existing recreational opportunities such as a golf course, campgrounds, community gazebo, playgrounds for children and walking paths. Support Open Space Master Plan Provision of a Pathway / Trail system throughout the Hamlet Water: Manage watersheds to support healthy ecosystems and human needs through shared stewardship Southern Alberta has rich and varied landscapes with water playing an essential role across the region. The Rosebud River and Severn Creek surround the community and these areas contain intact riparian areas. Protections or riparian areas through setbacks required through provincial policy, legislation or regulation. Stormwater management plans as condition of approval for new development ensure continued health of region s water quality Collective approaches to clean air are a key component of the SSRP. The South Saskatchewan Region Air Quality Management Framework is a proactive and dynamic management approach that will help ensure negative trends are identified and assessed, regional limits are not exceeded and the environment remains healthy. Protection of the regional airshed through alignment with the South Saskatchewan Region Air Quality Management Framework.

8 MOVING FORWARD General Development Policies Mixed- Use Mixed-use development is a building site that blends a combination of residential, commercial, cultural, institutional, or light industrial uses, where those functions are physically and functionally integrated, and that provides pedestrian connections. Examples of mixed- use development already exist within the Hamlet. Any updates to the ASP should encourage a mix of uses that continues to exhibit the character and charm that the Hamlet of Rosebud is known for. Mix of Housing Types Rosebud serves a unique population of residents including long term occupants, instructors, students and tourists. The ASP should encourage a mix of housing types that will better suit this specific population. Some examples could include garden suites, secondary suites, bed and breakfasts as well as other short term lodging. Street Pattern Street connect the private domain with the public domain, supports local interaction and connects to different parts of a neighborhood. Street design contributes significantly to the quality and character of a community since appropriately designed streets create safe, quiet and healthy environments for the whole community to enjoy. The Hamlet of Rosebud has been designed on a grid street system. To continue to preserve the overall esthetic of the Hamlet it s important to continue this tradition with all future development.
