The picking up and loading on the upper level will not be able to be controlled by the police. The different types of vehicles will not be able to be policed. The over whelming amount of these vehicles will be a great problem mixing with the fly away and taxi's will be forced out of business. To make this an even playing field i suggest these designs: I WOULD FIRST MAKE SURE THAT THESE COMPANIES ARE NOT OVER SEAS OWNED. THIS COULD BE USED TO ATTACK AND OTHER RISKS TO THE AMERICAN PUBLIC. PLEASE CONSIDER THESE POINTS OF MIND FOR DESIGN. 1. Have all the TN vehicles only pick up and drop off at parking lot C. This allows the airport to control the amount of vehicles coming and going before allowing this enormous amount of action to inter the cta upper and lower. Make the TN passengers take the lot C bus in and out of the airport. 2. It is unfair competition to allow these companies to pick up at the airport they should on be able to drop off or you will have an enormous amount of persons working on the property soliciting down stairs inside to go up stairs to load and upstairs trying to solicit loading passengers. 3. Un like normal commercial vehicles they cannot be visually recognized making it very difficult to control. With out going through a booth it is a high risk that these vehicles can just enter and without control, be owned by anyone taking advantage. 4. It took our companies 10 years to go through court to get our certificate to prove to the judges at the cpuc fighting gray lines protests to allow us to get our certificate from the puc. To let a personal car enter the upper area and load will force the competition to be uncontrolled and subject the upper area to be over crowded. 5. If you do this you should halt the fly away bus subsidizing. 6. To say this is just a private car with a private person driving is not the truth. You are really allowing any individual with a private car compete with companies that have the same commercial ability as the regular commercial companies. This just opens the market to anyone can come in the airport and pickup making all the limo, taxi's and bus companies that are already in a recession mode with economic hardships be put into a worse position. The LAX FLY away will be put out of business. 7. Only allow TN companies drop and pick up at lot c, this keeps it under control but processing in LAX. Make them pay the parking fee to help you parking income. 8. I think you have really hurt the airports traffic congestion for it is now way worse than it was before the new change of position of the pick up areas were made. THE BIG MISTAKE ~! When you closed half the pick up areas on the islands and put super shuttle and prime time on the inside curb you destroyed the integrity of the traffic design that was used by Clifton Moore and Joe Clair for over 32 years. The design to have all private cars only pick up on the inside white curb as well as the taxi's kept all the private cars out of the outer commercial CTA on the outside island.

2 This works great and also allows for passengers from exiting a door of an airline first floor to see that the island is all commercial and the inner curb is all personal cars. This simple design allows for better traffic in the whole airport as this stops the soliciting at the airline doors by Super Shuttle and Prime Time which makes it a more equal market for all companies when they are all on the outer island. Super Shuttle and Prime Time also take up a great deal of curb space and stop at all 8 terminals and load at all of them slowly. This stops traffic on the inner circle at cross walks and vans stops for the personal car that has less space to load and makes it much more complex to the public to see that with the Moore design all personal cars are inside curb and commercial are outside island. This should be put back in service and allows for the personal car un like the vans on the inside to make one stop and leave by exiting right away in direct opposite the vans stay and stop at every terminal in the inside curb blocking all the personal cars and mixing up the passengers into a less simple understanding of outer curb commercial and inside curb personal transportation of taxi and personal car. This worked great for 32 years. The new director lost control of this not knowing because Joe Clair retired and those in the know were retired and then super shuttle and prime time wants the inner curb so they can solicit at the door and have first contact which is unfair competition with the other commercial companies on the outer island curb. THE FLY AWAY MISTAKES CAUSING CONGESTION ~! Also a very big mistake made by the new design is the design for the fly away. The design to put all the fly away buses at each bus stop at the same time is a very big mistake. They should be 5 10 minutes apart this stops three buses being at the same stop all the time following each other, it is a very bad design to put all the buses in at the same time at each terminal. It is also very bad design to put in a company and pay the bills for it by the public to compete with private companies. This is communism really competing with private american companies. The fly away is owned over seas if you follow the LLC over to New York on, and is really anti american by subsidizing over seas competition to the local companies to the point of 40 million dollar losses and taking money from local companies that did this service for 32 years free of any investment by the airport and the fly away has nothing to do with airplanes which means it is an FAA broken rule of diversion of funds. Non airplane expense. The fly away has lost so much money it is lost how much in data that does not include drivers costs, money spent on a 34 million dollars parking structure that is not used, buying buses that are %10 full or less all the time. Advertisement expenses that are in the millions and millions of dollars which is supporting a system that takes money from the local area and gives it to France where the Fly Away is really owned. This is totally non american fortune 500 supporting over seas non main street, breaking the local transportation companies backs. YOU HAVE ALLOWED AN OVER SEAS COMPANY TO COME IN AND ROB THE LOCALS AND PAID FOR WITH THE LOCALS MONEY? The lack of understanding of why the airport was designed with the express lanes to the left always for express exit upper and lower as well the extreme lack of good signs to tell the public where and what as well as the commercial drivers that turn over all the time without employment training it causes a great complex mess of the airport traffic. The police do not even know what is the right way to run it, stopping traffic at times in the express lanes to allow cross section traffic out that should wait for the light backing up traffic from p5 area all the way to T4. There is such an ignorance of how this is suppose to work it is amazing now. On top of this you now want to allow 5 thousand small any kind of car up stairs to pick up and drop off which is really going to cause traffic and congestion not because of lack of space which is what the normal thought is, but a lack of what to do and how by passengers, police, drivers of commercial vehicles and the director and staff. It worked great and best when the director got here with all

3 personal car inside cub and personal transport cabs, and all on-call, scheduled, and charter pick ups on the outer island curb. With all schedules spaced for large buses at least 5 minutes apart.. The blue buses between the scheduled and the rent a car allowing for space for the big buses to go in and out without being right behind each other. All charter limos on the white curb as well as the cabs. All vans with charters on the scheduled service curb. This allows all private personal vehicles inside curb and all public shared outside curb. This is easy to explain and for traffic to understand that they do not mix. The mixing of these is the big problem with the airport now. The signs and training of the drivers is of great importance. The outer curb and inner curb should be painted on the street with paint commercial vehicles only on the outer curb and personal vehicles only on the inner curb with cab area as it is now. The signs to tell people where the areas to go are behind them when they walk out of the terminal and they never see them unless the turn around and therefore they never see them the green, red, purple, blue sign instructing them where these areas are should be across the street in front of their eyes so they do not walk under them and miss them as they walk out as they do now! Drivers should be trained to not stay in the curb lane all the time blocking the area next to them as they exit their curb. They need to be trained to go to the left right away to the outer lanes to go around the next curb area that allow them to like birds go left and back in go left and back right into there curb on the outer cta, this allows for the flow to begin. The way it is now the big rentacar buses just stay on the inside curb and blocks the flow. Do not send more than one renta car bus in at a time very important for they have 2 of the same company at the same terminal many times and now persons to load. Put signs on the large posts that state personl car to right inside and commercial only outer curb at all posts on the posts as much as possible. Signs that show if exiting the airport use left lanes or center lanes up the center of the airport between the parking lots. MOVE THE RED SIGN UP STAIRS IF YOU WANT TO DO SOMETHING UPSTAIRS FOR PICKUP. BUT ONLY RED. DO NOT MIX COMMERCIAL PICK UP AND DROP OFF. KEEP COMMERCIAL PICKUP DOWN STAIRS ONLY AND DROP UP STAIRS ONLY. If you want to move something up stairs to help out a lot, move the hotel only red vehicles up stairs for pickup this is the only mixing i would do for the up stairs for drop and pickup, Put a place like you have between terminal one and two upstairs for hotel pickup. I would also put the parking buses up stairs as well this would help you with your parking for the airport lost making it a little more acceptable to park and go at the airport. Why should you help your competition break you. 1. THE MOST IMPORTANT DESIGN IS TO MAKE AND SEPARATE ALL THE OPTIONS BY CLASS, PERSONAL CAR, TAXI, AND LIMO INNER CURB DOWN STAIRS 2. ON-CALL SHARED RIDE, SCHEDULED AND CHARTER OUTER ISLAND DOWN STAIRS WITH TIME BETWEEN THEM TO STAGE AT THE CURB, 3. ALL RED CURB LOAD AND DROP UPSTAIRS WITH CURB LIKE BETWEEN T1 AN T2 NOW. 4. ALL TN COMPANIES DRIP AND PICK UP AT LOT C. THEY MUST USE LOT C BUS TO ENTER. THIS ALLOWS THE SEPARATION OF REAL COMMERCIAL COMPANIES AND THE INDIVIDUAL RADICAL NOT TO HAVE TO GO THROUGH A BOOTH BUT MUST PAY PARKING FEES TO ENTER THE LOT C LOT. THIS WOULD ACT AS A BOOTH AND

4 INCREASE YOUR PARKING INCOME AND MAKE IT AN EVEN PLAYING FIELD FOR THE LARGE INVESTMENT CAB, LIMO, BUS AND RENT A CAR COMPANIES A BUFFER THAT MAKES IT EVEN PLAYING FIELD AND PROTECTS THE INVESTMENT OF ALL OF THEM NOT TO GO OUT OF BUSINESS BY SHORT CIRCUITING THE WHOLE SYSTEM JUST BECAUSE OF SO CALLED MODERN DESIGN. THAT MAY JUST AS THE CTA IS NOW MIX AND MAKE COMPLEX AND ALL FAILS WITH THE COMPLEXITY AS THE CTA HAS NOW AND THE TRAFFIC IS VERY BAD DUE TO THE BAD DESIGN. The bad design of he cta today from the great one that was there before and worked great will make the train a better looking option to those that know nothing about getting in and out of the airport. It actually may be that the airport is being design badly to push this idea forward much like a control that is a conflict of interest. I hope not. SLowly the cta and traffic is being design worse and worse which makes spending a few more billion dollars more and more of an option to look at. Why? Suze Oreman will kill you, The airport is going in to much debt and should stop the spending. As i have stated in the last 10 years i think it is to remodel over spend and then have to sell when the interest of loans go up that makes bonds burst the bubble and the city has to sell the newly design airport to the banks that just made all the money from the remodel. THis to me is the real game here how to steal the airport from the public and privatize it after it is new. Anyway, do not put this train in. It is all going over seas as well. Stop over seas investment in the airport and contracts keep them here in south central and local so the money can be spent here not France like it is with the fly away, JCD advertisement and super shuttle, lord knows what else most likely this TN stuff is also owned by the same French bank Sociele Generale of Paris like everything else in the airport. I check the two stops outside the airport. the first two stops have had 530 people killed by gun since That does not even count the stabbings, rapes, burgles and just plan crazy place to let straight in the airport. keep the bus buffer there with the green bus. It will add more time to exit the airport for the public and it is not needed. It does not snow here it is not cold, you can wear a bikini here all year. You do not need a train for weather like NY. The risk to put the station where the planes crash the most in the front out there of the landing area is crazy. The risk of putting everyone where the train stops out there is a risk for bombs all being in one spot not like picking up at each terminal as it is now, If one terminal is attack the other 7 have 7/8's of the airports people out of danger. keep it this way. The amount of security that will be spent money wise on protecting a new train out to the north east will double the costs of the airport. This will look better when the bond bubble burst when the interest of banks increase and all the bond buyers dry up allowing someone or some french bank to get the airport for a song and a dance being they already have all the contracts for advertisement, transportation with the fly away, super shuttle and TN, driver shared pool and lord knows what else from france owned in the airport. BY the way, if the JCD advertisement companies makes 80 million dollars a year here why privatize it, let the airport do it, why go to france. Also keep the airport land up in Palmdale it is a gold mine for solar cell farms. But insiders will find a way to steal this from the public as well soon. I am sorry but the design from clifton moore is being destroyed. He had advertisement banned in the airport for 32 years so people could think where they are going. He also allowed free phones paid for by the transportation companies in the baggage area so they could call and find out prices and what to do, paid for by the company the called, allowing a disabled person to talk to someone live at any time of day as well as talk to someone when the electricity was out from the baggage area. NOw there is now way to communicate from inside the baggage are at all, this is dangerous for the pubic not to communicate with the past courtesy phones it was great. when these were taken out by JCD advertisement so no one could talk to any company but the sister company french owned super shuttle that had been moved to the

5 inner curb at the front door and can solicit anyone that comes out now that the phones were taken out, allowing their sister french company to have first contact with the passengers stopping our company from talking with them or any of the other 8 companies there this was a conflict of interest to allow this to happen and hurts the public in many ways. This was when i knew the contractors are running the airport design not to the publics interest. So the cta and all the airport has been mixed up made complex now all communication to the public was taken out by canceling the courtesy phones paid for by the transportation companies and now you want to let anyone with a car do what they want. God for give them for they know not what they do! I could go on for a week about what has been done wrong since clifton moore died. I wish you could put it all back and add signs train the drivers how to drive in the cta and give our courtesy phones back to allow acquisition to all companies as before when you could drive around the airport easier. DO NOT SPEND ALL THAT MONEY ON A TRAIN FOR MANY BETTER REASONS. MAKE THIS WORK AND SAVE MONEY. 5. THE REAL GREAT DESIGN OF THE FUTURE FOR THE AIRPORT IS TO CHARGE THE PERSONAL CAR AS IT ENTERS LIKE A BRIDGE. This allows the persons at the parking center areas now to have a job one good thing. Move them to the entrance to the airport. Have the license and picture of all cars entering as well as if possible a copy of their ID of the driver when they enter. THis can be done by as well sent to the booth. Only enter the airport by reservation. This allows them to park anywhere in the cta parking and all at the same price say, $3 or $5. This will stop traffic to the airport, smog, congestion on the freeway, etc. more than anything else. Do not charge to drop off only pick up. They can tweet or and make a reservation to go to a special parking place reserved for them only with the directions for the passenger to go to meet them there or they can walk in and meeting them and both go there. The information of the reservation made for them closest to the airline they are coming out of etc. Now people can communicate. If they do not have a cell phone or computer to do so a tweet board may be used in the parking lot that one can go to and by name listed in order find messages sent from the parking area to the airline area that people can check, this is if they have not smart phone etc. The airport makes the money from the entrance of the personal car allowing to lower the costs of the commercial vehicle companies that are helping the most by taking more people out than any other way in the airport. Now the airport is raising the costs of the loops and other costs to the commercial vehicle companies. This is the wrong direction to take. raise the cost of the personal car and lower the cost of the commercial vehicle companies. WHy, because for little expense compared to a personal car if the passenger takes the commercial door to door or scheduled service or taxi or limo they are causing less stress on all systems and less traffic in the airport. More persons on each vehicle is the goal. We take out with 9 passenger vans over half full all the time this allows us to take 2 or 3 vehicles out of the airport if one person is going to pick them up. We help take traffic out of the airport with less space taken in the airport with the same smog amount as a personal car. But we are %50 now cng clean air already. But we have the same pollution factor as a normal personal car yet take out 2 to 5 cars at a time on our one van. We should be rewarded not make our expenses go up each year the way it has been happening. Stop punishing the best services and punish the personal car. They can be picked up for $20 at their house now etc. make them stop using the personal car to go back and forth to the airport. If they want to drive and park. As i stated above make all parking buses private up stairs so they do not get the cta use. This will help make people take

6 commercial cars. We do not want to have more close parking for it makes more traffic on the highways and local congestion. These are not the systems to reward. Reward the smaller HOV companies like ours and stop the single car. Charge the single car to enter, and call it an entry parking fee. For want every they are going to do they will park somehow. Advertise to the public not to come in the personal car on radio tv etc. like you do the fly away. That way they will take any company not just the French one that is costing the public 40 million in losses not including a 35 million dollar empty parking structure that worked fine before hand when it was a field. Charge the personal car to enter. Lower the costs of shared ride vehicles so we can make more money and not go out of business because you have a deal with a french bank to pay for everything possible for a decade. Stop over seas monopoly taking over the information of the airport and only allowing their french freinds info to be given out. Trace the ownerships of all the companies to make sure they are not a threat and donating to get what they want to political people. Help the local companies that built the airport before the overseas companies came over to take over what we built up. It is not fair for the airport to not support the local companies. So. stop the trains from entering the airport for risk of bombs and expense for nothing and waste of time leaving the airport. charge the personal car. Put the cta back the way it was with Mr. Moore. Stop spending money of looks and only spend money on that which makes money. Like the people whom work here from south central, and local areas, as well as local companies like ours the really are helping the passengers get somewhere. Put back the courtesy phones for many good reasons to many to count. Stop spending Suzi Orman said so! I have so much more to say but it is hard to think of at once. 7 Michael S. MItchell CEO: Mickey's Space Ship Shuttle 05/24/2014 I was at the hilton hotel in u-city and a man with the pink mustache put it in the trunk because he was dropping off at LAX. This shows that any of these companies will have plan cars at all times that look like hitch hikers dropping off and picking up at LAX. There will be 10,000 of these easy in a few years. There is already about 6 companies. They take reservations and anyone can take them without being identified. Yes many will get the tcp permits from the puc and many will not. Many will get them and let them expire and many will not. They will not be able to be identified. The only real way to not only help with this problem of market increase in LAX CTA lower level and make it fair for all standing companies in commercial services is to make it an even playing field. There is a way to do this, and it can also solve many other problems that the airport is facing. The increase of private car traffic, the freeway congestion, the carbon foot print on the freeways, the local cities being congested. If you charge all vehicles to enter the lower level of LAX $5 with the parking lot booths and personal at the entrances. This will stop the personal car from entering as much, force the TN companies to pay there share even if they are cheating with the puc, this will make home and tourists flyers to take commercial services more, and the commercial services that already exist will not have to pay this entry fee for they already pay the loop fees and tcp booth fees. This would make the TN companies not be able to sneek into LAX. There should be no charge to enter the upper level at anytime for anyone. But there should be a great fine for picking up on the upper level. This would be one of the only ways TN companies could work and be fair to all the existing cabs, etc. I personally would make them drop and pickup at lot C.
