2 Police Department Overview The Police Department is charged with the maintenance of law and order and the protection of life and property. The Department accomplishes this by 24-hour response through four divisions: Patrol, Investigations, Special Operations and Operational Support. MISSION - The mission of the St. Louis County Police Department is to work cooperatively with the public and within the framework of the Constitution to enforce the laws, preserve the peace, reduce fear and provide a safe environment in our neighborhoods. VISION The vision will be to maintain the highest standards of excellence in all facets of policing and will be considered by our community and our progression as one of the premier law enforcement agencies in the nation.

18 Challenges As staffing levels have remained constant the following challenges will occur: Meeting staffing levels for patrol functions PTO Personnel Time Off needs officers will be utilizing carried over extra PTO from 2014 due to Ferguson unrest Lack of a 7 th Sergeant stability of staffing supervisors for extended period of time. Time off and flexibility in other precincts much more attractive Increase in overtime to staff contract needs Increase in new businesses that attach high volume of larcenies/robberies Lack of Business Resource Officer

19 Challenges Violent crimes continue to increase within the region that may affect the city in 2015 Aggravated assaults continue to rise in the area of domestic violence 2014 police strategy for collaboration amongst departments (public works & building) meet with challenges. Not effective in 2014 due to communication break downs Ferguson potential for civil unrest to occur in 2015 Increase in criminal activity Officer fatigue working 12 hour shifts no days off

20 Neighborhood Policing Unit Neighborhood Police Officers are specifically assigned to deal with problems affecting the sector or those situations where a significant amount of time will be required to resolve community issues. (This includes derelict vehicles in the street and basketball hoops.) Develop innovative, effective and cost-efficient ways to enhance police services and to resolve problems.

22 Neighborhood Policing Unit During the year, the unit participated in a number of community events enhancing our partnerships within the community. National Night Out, Block parties, Neighborhood Watch BB Q, Halloween Safety Center, walk and talks, community clean-up s were all a success during 2014.

37 EMERGENCY AND DISASTER PREPARDNESS St. Louis County Police Emergency Operations Center is charged with coordinating disaster operations with resources throughout the city, region and state. Patrol Officers trained in windshield assessments which allows the officers to correctly identify the needed resources and locations within the city in the event of a disaster by reporting directly to the EOC from the field. Tactical Operations Officers trained the SRO s and selected officers in advance active shooter training (school environment). Police Staging areas designated for each school building in the event of an emergency.

38 EMERGENCY AND DISASTER PREPARDNESS All officers trained in civil disturbance tactics New civil disturbance equipment was obtained for all patrol vehicles helmets, shields, shin guards, batons All officers equipment with gas mask

39 2015 GOALS AND OBJECTIVES Continue our efforts to decrease property crime by an additional 10% by Hotspot policing, public education, tracking repeat offenders, and partnering with local businesses. Decrease violent crime by 5%, with a focus on domestic violence and robbery prevention. Utilize non profit organizations & the departments domestic violence advocate at Jennings Municipal Court proceedings with housing and mental health assistance. Reduce vehicle crashes by 10% through increased traffic enforcement particularly in high crash areas.

42 2015 GOALS AND OBJECTIVES In summary, 2014 met with challenges, however, significant achievements were met and thanks to the support from Mayor Benjamin Sutphin and members of the City Council, police services continue to increase the quality of life for residents. We will continue our pledge to be a professional, progressive police department that will continue to serve our citizens in a fair, respectful, and economical manner.
