3 Background Gender inequality in accessing HIV and AIDS services affects the health of men and women HIV infection is much higher among women than men: 52% of those living with HIV worldwide are women, and higher in sub-saharan Africa (57%) Greater Productivity, Quality Results 3

4 Background A study carried out by WHO in 2015 states: Compared with men and boys, women and girls are both more vulnerable to HIV infection, due to a range of physiological and sociocultural factors, and are more likely to shoulder the burden of caring for others who are infected Women s unequal legal, economic and social status, along with specific barriers to access to health services and genderbased discrimination and violence, contribute to their higher rates of HIV infection Yet, progress in addressing these inequalities and improving HIV outcomes for women and girls has been frustratingly slow Greater Productivity, Quality Results 4

6 Methodology A review was conducted to establish the level of gender mainstreaming in the design and implementation of programs among implementers of the national HIV and AIDS interventions in Uganda in 2014 through: Desk reviews Key informant interviews Brain storming during consultative meetings Primary data was obtained from national and local government staff and stakeholders, plus implementers of HIV and AIDS projects Greater Productivity, Quality Results 6

7 Findings There was hardly any gender based analysis and reporting The districts had included gender-mainstreaming sections in the district development plans to fulfill the mandatory requirement of the Ministry of Local Government in Uganda However, gender never featured in implementation, monitoring and reporting Greater Productivity, Quality Results 7

8 Findings The gender gaps were largely attributed to: Lack of explicit gender mainstreaming strategies and interventions, as well as their respective budgets Lack of indicators for tracking tracking gender interventions Lack of mechanisms for regularly tracking gender indicators Lack of periodic evaluations of gender mainstreaming interventions Limited analysis and use of gender related data hence limited attention to gender mainstreaming data, since they are not utilizing it Stakeholders further pointed out that mainstreaming is an abused concept that leaves gender to be everyone s business and hence no one s business Greater Productivity, Quality Results 8

9 Conclusion Reflecting gender mainstreaming into district development plans and program documents does not necessarily translate into gender mainstreaming Greater Productivity, Quality Results 9

10 Recommendations Project implementers, ministries and local governments should: Develop explicit gender mainstreaming strategies and interventions Commit budgets for implementing gender activities and gender tracking indicators Regularly track the implementation of gender interventions Strengthen capacity for data utilisation Conduct periodic evaluations, and strengthen utilization of gender related data Greater Productivity, Quality Results 10
