1 ACTION ITEM January 6, 2011 To: From: Subject: Policy Board Charlie Howard Planning Director Routine Amendment to the Improvement Program (TIP) AT ISSUE Bothell, Edmonds, King County, Kitsap Transit, Maple Valley, Mountlake Terrace, Mukilteo, Redmond, Seattle, Sound Transit, WSDOT have submitted 14 projects this month for routine amendment into the Regional TIP; one of the projects should also be amended into the Unified Planning Work Program (). These projects are summarized in Exhibit A. RECOMMENDED ACTION The Policy Board should recommend Executive Board adoption of an amendment to the Regional TIP to include the projects as shown in Exhibit A. DISCUSSION PSRC s Policy Executive Boards have project selection authority for all projects programming regional Federal Highway Administration (FHWA) Surface Program (STP) Congestion Mitigation Air Quality (CMAQ) funds, Federal Transit Administration (FTA) Urban Formula (5307), Fixed Guideway (5309), Job Access Reverse Commute-JARC (5316), Freedom (5317) funds. While PSRC s Boards do not have project selection authority for other types of federal, state, or local funds, the Boards do have responsibility for adding these projects to the Regional TIP. However each project must be consistent with PSRC requirements regarding plan consistency, air quality, financial constraint. The attached Exhibit A illustrates the PSRC action needed to amend the regional TIP. The recommended action would approve the TIP amendment request based on a finding of consistency with VISION 2040, 2040, the air quality conformity determination of the regional TIP. Approval is also based on a determination that funding is reasonably expected 5b-1

2 to be available to carry out the projects. Information describing plan consistency, air quality conformity, the funding basis for approving the request is described further below. Consistency with VISION sponsors have been asked to identify any policy issues related to their projects proposed amendments. The projects recommended for action have been reviewed by PSRC staff have been determined to be consistent with the multicounty policies in VISION Air Quality Conformity The projects in Exhibit A have been reviewed it has been determined that a new air quality analysis conformity determination is not required because these projects fall into one or more of the following categories: They are exempt from air quality conformity requirements. They are existing projects already included in the current air quality modeling. They are non-exempt projects not able to be included in the regional model. Reasonably Expected to be Available For projects 1-14, PSRC has confirmed that the federal funds, as shown in Exhibit A, are reasonably expected to be available. Redistribution of PSRC Funds in Accordance with Policies The following projects are recommended to receive a total of $1,052,000 of redistributed CMAQ funds from the City of Everett s 36th Street/BNSF Rail Line Non-Motorized Crossing project. The projects receiving these redistributed CMAQ funds are: North Creek Regional Trail - 214th Street to Filbert Road Segment - $229,500 Five Corners Roundabout (212th Street 84th Avenue W) - $463,000 Lakeview Trail, Mountlake Terrace Transit Center to Interurban Trail - $300,000 SR 526 Pedestrian & Bike Access Design (44th Ave W/84th St SW - W. Boeing Access Rd) - $ 59,500 These projects are identified as #1, 2, 9, 10 on Exhibit A.
