2 Aim: Overarching Aim & Objective To impart knowledge on how Dorset authorities manage the response to civil emergencies or major disruptions at the bronze/operational level Objective: For you to gain knowledge and understanding of each of the key elements detailed in the National Occupational Standards (NOS)

Do you know where you fit within the Command and Control structure? What determines the need for Local Authority Liaison Officer (LALO) to be deployed? Who is responsible for Warning and Informing? LALO at the scene of an incident and your role LALO at Rest and Reception Centres and your role LALO at a Silver meeting

5 The Civil Contingencies Act The Civil Contingencies Act delivers a single framework for civil protection in the United Kingdom capable of meeting the challenges of the twenty-first century Part 1 of the Act establishes a clear set of roles and responsibilities for those involved in emergency preparation and response at the local level. The Act divides local responders into two categories, imposing a different set of duties on each. Category 1 and Category 2 Responders

8 Responsibilities under the CCA Category 1 Responders Organisations at the core of the response and are subject to the full set of civil protection duties. They are required to: Assess the risk Emergency plans Business Continuity Management arrangements Arrangements to warn, inform and advise the public Promote Business Continuity to SME and Voluntary Agencies Share information with other local responders Co-operate with other local responders Category 2 Responders Utilities, telecommunications, transport providers, Highways Agency, Health & Safety Executive, Cat 2 responder Health bodies MOD & Voluntary Agencies not part of this???
9 Local Authority Responsibilities (1) provide immediate shelter and welfare for survivors not requiring medical support and their families and friends provide medium to longer-term welfare of survivors provide Investigating and Enforcement Officers under the provision of the Food and Environment Protection Act as requested by DEFRA facilitate the inspection of dangerous structures to ensure that they are safe for emergency personnel to enter
10 Local Authority Responsibilities (2) clean up of pollution and facilitate the remediation and reoccupation of sites or areas affected by an emergency liaise with the coroner s office to provide emergency mortuary capacity co-ordinate the activities of the various voluntary sector agencies involved, and spontaneous volunteers Facilities for the welfare of emergency response personnel in a protracted incident Lead the recovery effort and support communities

13 The principles of effective Response & Recovery There are eight guiding principles: Anticipation risk identification Preparedness all organisations be properly prepared Subsidiarity decisions taken at the lowest appropriate level, co-ordination at the highest necessary level; Direction strategic aim agreed, understood by all involved.
