2 History of the Highways Agency Up to 1988 part of Department for Transport responsible for construction and maintenance Network Operator role added 1994 Highways Agency created 2004 Traffic Operator Service created Traffic Officers 7 Regional Control Centres (RCC) National Traffic Control Centre (NTCC, Quinton, Birmingham). 2
3 Overview of the role of the Highways Agency Network operator The Highways Agency is responsible for the maintenance, management and operation of England's strategic road network which includes the motorways and all purpose trunk roads, and also for traffic information. 3

7 Highways Agency Traffic Officers (TOS) Key objectives: Reduce incident related congestion Improve safety Release Police from non-crime tasks Develop HA s network operator role Key responsibilities: Stop and direct traffic Support the Police * Manage clear-up of incidents Manage removal of vehicles Patrol for hazards, congestion etc. 7 (* The Police remain responsible for serious accidents and law enforcement)
8 Highways Agency Traffic Officers (TOS) 1500 Traffic Officers and Control Room Staff Patrol or monitor 3200 km of strategic road Attend incidents of all types each day. 8

10 Incident Support Units (ISU) Operated by independent service providers Primary functions: Support TOS and police in incident management Detect and report incidents Assess incident scene, call in specialist resources Provide communications link Make incident scene safe Repair damage to highway infrastructure Routine maintenance and prevention. 10
11 Enhanced Incident Support Units With more or specialised equipment Are deployed in areas where a greater level of support may be needed. 11
12 ISU Operative Training Training to ensure that all operatives have a formal national qualification (accreditation and licence) to develop consistency. 12
