Officers appointed to the position of Technical Attaché (Competitiveness) will be stationed in Brussels within the Permanent Representation of Malta to the European Union and will be responsible for particular areas of interest in the European Union Fora. 2.1 The selected candidate will enter into thirty-six (36) month assignment as Technical Attaché (Competitiveness). Unsatisfactory performance as Technical Attaché (Competitiveness) during the assignment period will lead to termination of the assignment. Moreover this is an assignment covered by Regulation 7(4)(d) of Legal Notice 51/2007 as amended by Regulation 3(b)(4)(d) of LN239/2008 concerning employment on temporary assignments in missions or postings abroad. 2.2 If the selected candidate holds a substantive grade /indefinite status in the Malta Public Service/Public Sector, he/she will retain his/her substantive grade/indefinite status

Dan il-provvediment speċifikament jeskludi kull top structure position b kuntratt li miegħu ikollu marbut ħlas għallperformance. Ilpersuna magħżula tirċievi wkoll l-istess pakkett ta benefiċċji u allowances li huwa intitolat għalihom Uffiċjal Pubbliku fil-grad ta Counsellor fid-diplomatic Grades. F każ li l- persuna magħżula tkun uffiċjal pubbliku, id-differenza bejn is-salarju dovut għall-grad sustantiv tagħha u s-salarju dovut għall-pożizzjoni, titħallas bħala non-pensionable allowance. 4. L-ingaġġ bħala Technical Attaché (Competitiveness) huwa fuq bażi full-time u l-persuna magħżula tkun residenti fi Brussell. Deskrizzjoni dettaljata tad-dmirijiet marbuta malpożizzjoni ta Technical Attaché (Competitiveness) hija mehmuża ma din is-sejħa bħala Appendiċi I. 5. L-applikanti għandhom: (i) ikunu ċittadini ta Malta; during the assignment period and will revert to his/her substantive grade /indefinite status on termination. In the case of a selected candidate who is not a Public Officer holding a substantive grade/indefinite status in the Malta Public Service/Public Sector, his/her service with Government will be discontinued in the event that this assignment period is terminated. 2.3 If the selected candidate is, during the assignment period, appointed to a grade not in the same stream with a Salary Scale higher than Scale 7, or otherwise appointed to a grade higher than scale 5, he/she will be expected to relinquish the duties of Technical Attaché (Competitiveness) and be transferred to duties pertinent to his/her new grade. 2.4 If the selected candidate is, during the assignment period, appointed in the same stream in a grade above scale 7, or through progression attains a scale above the maximum of scale 7 he/she shall be entitled to retain his/her position as Technical Attaché (Competitiveness) and to receive global emoluments equivalent to his/her new substantive point/ scale supplemented by the addition of an amount equivalent to fifteen percent of the said global emoluments. This provision specifically excludes all top structure positions on a performance related contract. However, the total package received by the officer is invariably subject to a remuneration not higher than two Public Service salary scales above the scale the public officer in question would normally be linked to when posted overseas and can in no case exceed the maximum of Scale The salary attached to the position of Technical Attaché (Competitiveness) is the maximum point of salary scale 7 of the Public Service salary scales ( 22,211 in 2010). In addition, the selected person will receive the same compensation package by way of benefits and allowances paid to a Public Officer in the Diplomatic Grade of Counsellor. Where applicable, for the purpose of the 1937 Pensions Ordinance, the difference between the salary to which the selected officer is entitled by virtue of his/her substantive grade and the salary, benefits and allowances of the position will be paid as a non-pensionable allowance. 4. The engagement as Technical Attaché (Competitiveness) is on a full-time basis and the selected person will be resident in Brussels. A detailed job description of the position of Technical Attaché (Competitiveness) is attached as Appendix I to this call. 5. Applicants must: (i) be citizens of Malta;

Oġġezzjonijiet għar-riżultat skont Sezzjoni tal-public Service Management Code għandhom jiġu sottomessi lis-segretarju Eżekuttiv, Kummissjoni dwar (ii) have an adequate level of expertise and are thus qualified to advise on the specialised areas advertised in this call; (iii) be of good moral character (applicants who are already in the Public Service must produce a Service and Leave Record Form (GP 47); those applying from outside the Service must produce a Police Certificate of conduct issued not earlier than six (6) months from the date of this call for applications and state whether they have ever been in Government Service, giving details). 6. Persons registered with the National Commission for Persons with a Disability (NCPD) may be given reasonable accommodation in terms of Article 7 of the Equal Opportunities (Persons with Disability) (Cap. 413), even if they do not satisfy in full the eligibility requirements for this post provided they can carry out, in essence, the duties related to the post and subject to the concurrence of the Management and Personnel Office and approval of the Public Service Commission. Representations in terms of this clause should be attached to the application forms and supported with relevant documents which must also include documentary evidence of registration with the NCPD. Reasoned justifications should be given by the applicant to substantiate the lack of full eligibility requirements and why reasoned considerations are merited. On engagement, the selected applicant will be required to enter into an agreement as Technical Attaché (Competitiveness) and will be bound by the terms and conditions stipulated in this agreement. 8.1 Eligible applicants will be interviewed by a Selection Board to assess their suitability for the position. 8.2 The Selection Board will assess the candidates knowledge, skills, experience, personal attributes and overall potential for assuming the responsibilities attached to the position of Technical Attaché (Competitiveness). 8.3 The result of the interviews will be published by the Public Service Commission. This will be exhibited on the Commission s website and on the notice board of the Office of the Public Service Commission and that of the Ministry of Finance, the Economy and Investment. Appendix1 Technical Attaché (Competitiveness) Overall Purpose of Position The Technical Attaché (Competitiveness) reports directly to the Permanent Representative of Malta to the European Union and is responsible for coordinating any tasks and following any issues within the Permanent Representation related to Competitiveness as well as keeping the Permanent Representative abreast of any relevant issues in this area. Main Responsibilities External 1. A. Representing Malta in Council Working Party and Committee meetings as detailed, Commission Working Group and Comitology Committee meetings as detailed as well as in other EU fora as required; putting forward Malta s position in such meetings and participating in discussions in accordance with the instruction notes that might be provided by the Ministry/ies concerned through the EU Secretariat; B. Compiling and sending reports of such meetings immediately after the completion of the meeting in line with the approved Distribution List as well as alerting, by telephone, the Ministry concerned, the EU Secretariat and the Cabinet of the Permanent Representative in the event of immediate issues; C. Shadowing Council Working Party and Committee meetings as detailed, as well as Commission Working Group and Comitology Committee meetings that are relevant to this position s area of responsibility, which are attended by officers from Malta including where Malta has a proxy arrangement with another Member State; D. Following up with representatives of other Member States, the Council Secretariat as well as the Commission, as required;
