3 Background The KwaZulu Natal Province faces increasing and varying levels of disaster risks. The province is exposed to a wide range of natural hazards as well as man made catastrophes. Large numbers of people live in conditions of chronic vulnerability in underserved, ecologically fragile or marginal areas. Communities face recurrent natural and other threats that range from flooding and fires to disease outbreaks and extreme cold.

4 Legal mandate Section 39 (1) of the Disaster management Act No. 57 of 2002 states that each province must prepare a disaster management plan for the province as a whole; Co-ordinate and align the implementation of its plan with those of other organs of state and institutional role-players, and ; Regularly review and update its plan.

5 THE CUSTODIAN OF THE PROVINCIAL DISASTER MANAGEMENT PLAN The Head of the Provincial Disaster Management Centre is the custodian of the Disaster Management Plan and is responsible for its regular review and updating. The Head of the Centre is also responsible for ensuring that a copy of the plan, as well as any amendments to the plan, is submitted to the: National Disaster Management Centre (NDMC) Municipal Disaster Management Centres (MDMC) Sector Departments, and Other stakeholders

7 KPA 1: INTEGRATED INSTITUTIONAL CAPACITY ROLES AND RESPONSIBILITIES OF CRITICAL STRUCTURES RESPONSIBLE FOR THE IMPLEMENTATION AND MONITORING OF DISASTER MANAGEMENT POLICY AND LEGISLATION Inter-departmental Committee on Disaster Management Provincial Disaster Management Advisory Forum Municipal disaster management advisory forums Community participation: establishment of ward disaster risk management committees or forums establish units of volunteers Arrangements for national, regional and international co-operation for disaster risk management Mutual Assistance Agreements Regional and International Cooperation

8 KPA 2: DISASTER RISK ASSESSMENT The PDMC adopted the disaster risk assessment model designed by Disaster Management Solution (DMS) disaster risk assessment model, referred to herein as the DMS Model, which was used during the development of the KwaZulu-Natal 2010 FIFA World Cup Disaster Management Master Plan. The levels of risk were calculated using the disaster equation (figure 1) and each of the risk variables (i.e. hazard, vulnerability and capacity) were also calculated using relevant criteria: Disaster Risk = Hazard Vulnerability Capacity

10 KPA 3: DISASTER RISK REDUCTION CORE DISASTER RISK REDUCTION PRINCIPLES The focus is on disaster risk reduction strategies required for the identified common risks and hazards in KPA 2. All disaster risk management plans must give explicit priority to the core principles of disaster prevention and mitigation: Disaster Prevention It refers to actions that provide outright avoidance of the adverse impact of hazards and related environmental, technological and biological disasters. Disaster Mitigation It refers to structural and non-structural measures that are undertaken to limit the severity of the adverse impact of natural and technological hazards on vulnerable areas, communities and households.

11 KPA 3: DISASTER RISK REDUCTION (continued) INTEGRATION OF DISASTER REDUCTION INTO DEVELOPMENT PLANNING Provincial Growth and Development Strategy (PGDS). Integration of disaster risk reduction with spatial development planning. Incorporation of disaster risk reduction planning into IDP.

12 KPA 4: DISASTER RESPONSE AND RECOVERY Implementing a uniform approach to the dissemination of early warnings. Averting or reducing the potential impact in respect of personal injury, health, loss of life, property, infrastructure, environment and government services. Implementing immediate integrated and appropriate response and relief measures when significant events or disasters occur or are threatening to occur. Implementing all rehabilitation and reconstruction strategies following a disaster in an integrated and developmental manner.

13 ENABLER 1: INFORMATION MANAGEMENT AND COMMUNICATION Establishment of communication links that must enable the receipt, transmission and dissemination of information between disaster management Centres and those likely to be affected by disaster risks as well as other role players and stakeholders involved in disaster risk management. (The use of basic technology) Data Acquisition (Data Collection and Capturing) identify both the inputs and data sources (data custodians) required to ensure effective support for the implementation of the plan.

14 ENABLER 2: EDUCATION, TRAINING, PUBLIC AWARENESS & RESEARCH To promote a culture of risk avoidance among stakeholders by capacitating role players through integrated education, training and public awareness programs informed by scientific research. Education and training School Programs Dissemination and Use of Indigenous Knowledge Training Programs for Government Officials and Policy-Makers Community Training Programs

15 ENABLER 2: EDUCATION, TRAINING, PUBLIC AWARENESS & RESEARCH (continued) Public Awareness Strategy must include: Organized and planned awareness programs Public gatherings such as izimbizo Annual recognition and celebration of World Disaster Risk Reduction Day Rewards, incentives, competitions and recognition schemes to enhance awareness of and participation in risk reduction activities Dissemination of information to all role players Communication through the Media (Communication Unit) Research

16 ENABLER 3: FUNDING ARRANGEMENTS Establish funding mechanisms for disaster risk management in the Province. Guidelines on the funding mechanisms of each of the five disaster management activities.

17 MONITORING AND UPDATING OF PLAN Section 34 of Disaster Management Act (Act No. 57 of 2002) stipulates that a provincial disaster management centre must: Monitor progress with the preparation and regular updating of disaster management plans and strategies by provincial and municipal organs of state involved in disaster management in the Province. Monitor formal and informal prevention, mitigation and response initiatives by provincial and municipal organs of state, the private sector, nongovernmental organizations and communities, including the integration of these initiatives with development plans. Monitor the compliance in the Province with key performance indicators in respect of the various aspects of disaster management. Measure the performance and evaluate such progress and initiatives from time to time.
