1 RICHMOND METROPOLITAN AUTHORITY RICHMOND EXPRESSWAY SYSTEM DECK REHABILITATION 2014 NORTHBOUND POWHITE OVER THE JAMES RIVER ********** February 11, 2014 DESCRIPTION The Invitation to Bid and Very High Early Strength Concrete Bridge Overlay and Hydro Demolition Experience Contractor/Subcontractor pages are issued to amend, and become part of, the Contract Documents. Contractor shall acknowledge receipt of this Addendum on the Receipt of Addenda form (Contract Page RA-1). Failure to complete and include the RA-1 form in the bid package may cause bid to be found irregular. There is no change to the date in which Placing Very High Early Strength Latex Modified Concrete shall commence and no change in the contract completion date. INVITATION TO BID All Bidders are directed to replace Pages IB-1, IB-2, and IB-3 from the Bid Documents with Addendum No. 1 pages IB-1, IB-2, and IB-3. This addendum has been issued due to a high probability of inclement weather on the same date as the originally advertised mandatory pre-bid meeting. Addendum No. 1 changes the date of the mandatory pre-bid meeting and mandatory site visit to 10:00 a.m. local time on February 20, RA-1

2 As a result, the following dates are amended as noted: 1. Submit proposals by Thursday March 13, 2014 at 10:00 A.M. local time. 2. The Contractor or qualified subcontractors shall be qualified by the Virginia Department of Transportation for bidding on State projects under the Bridge Repair and/ or Major Structures classification, by February 20, 2014 at 10:00 A.M. 3. All Inquires must be submitted in writing. The deadline to submit inquiries and questions is February 27, 2014 at 1:00 P.M. local time. VERY HIGH EARLY STRENGTH CONCRETE BRIDGE OVERLAY AND HYDRO DEMOLITION EXPERIENCE CONTRACTOR/SUB CONTRACTOR All Bidders are directed to replace Page BST-1 from the Bid Documents with Addendum No. 1 page BST-1, which amends the bidding requirements prequalified date to February 20, 2014 at 10:00 A.M. as stated in the Invitation to Bid issued in this Addendum. 3 RICHMOND METROPOLITAN AUTHORITY RICHMOND EXPRESSWAY SYSTEM DECK REHABILITATION 2014 NORTHBOUND POWHITE OVER THE JAMES RIVER ************** INVITATION TO BID The Richmond Metropolitan Authority (RMA), 919 East Main Street, Suite 600, Richmond, Virginia until 10:00 a.m. local time, will receive sealed Proposals for the above project Thursday, March 13, 2014 at which time and place the bids will be publicly opened and read. The work under this contract shall be completed no later than August 5, The Placing Very High Early Strength Latex Modified Concrete shall not commence until April 11, 2014 weather pending. A mandatory pre-bid meeting will be held at 919 East Main Street, Suite 600, Richmond, Virginia at 10:00 a.m. local time, on Thursday, February 20, A mandatory site visit shall immediately follow the office portion of each pre-bid meeting. Bids for this Contract must be submitted on complete bidding forms bound in the Contract documents. The successful bidder will be notified in writing. To submit Proposals for this Contract, contractors or qualified subcontractors shall, on Thursday, February 20, 2014 at 10:00 a.m. local time, meet the following requirements: IB-1

4 Be prequalified by the Virginia Department of Transportation for bidding on State projects under the Bridge Repair and/ or Major Structures classification. Have experience in bridge overlay projects and overlay projects using Very High Early Strength Concrete. Written documentation will be required for a minimum of (2) projects in the past 10 years: o At least (1) overlay project using Very High Early Strength Concrete. o At least (1) overlay project using hydro-demolition. Note that a bidder must have prior experience and meet all requirements listed. Complete Contract documents will be available on Tuesday, February 4, 2014 after 1:00 p.m. (local time) from or may be purchased for $45.00 per set from the Richmond Metropolitan Authority at 919 East Main Street, Suite 600, Richmond, Virginia The documents may also be examined by any party, without purchase, at the Authority s office during normal business hours after such date. Specifications (Virginia Department of Transportation Road and Bridge Specifications, 2007) which form an integral part of this Contract, are available from the Virginia Department of Transportation. Unsubmitted Contract documents need not be returned and no refunds will be made for any documents. Each Bidder submitting a Proposal must also complete a statement bound with the Proposal forms, in which each Bidder shall give full information relating to the status of their contracts presently underway. Each Proposal must be accompanied by a Proposal Guarantee consisting of either a certified check in the amount of at least five (5) percent of the Total Bid Price, made payable to the Richmond Metropolitan Authority, or a Proposal Bond (on the form provided) in the amount of five (5) percent of the same Total Bid Price. The Authority strongly encourages the submission of bids by contractors whose principal businesses are located in the Richmond Metropolitan Area and further strongly encourage such contractors to utilize the services of local subcontractors and vendors. The Authority strongly encourages minority owned and women owned businesses to submit proposals for this contract. IB-2

This form is provided to bidders for them to demonstrate that experience, and must be completed and submitted by all bidders, bound in this proposal.
