3 OPERATIONAL FRAMEWORK MISSION On Order, MARFORPAC, in cooperation with the International Humanitarian Community and in support of USAID / OFDA and the Government of Nepal, conducts Foreign Humanitarian Assistance / Disaster Relief Operations in Nepal in order to reduce further loss of life and mitigate human suffering as a result of a major earthquake. Phases 0 FHA Avoidance / Mitigation I Initial Response / Assessment II Deployment III Mission Operations IV Transition V Redeployment AIR TRANSPORTATION / DISTRIBUTION Intra-Theater Fixed and Med-Hvy Lift Rotary Wing Trigger for Transition PORT OPENING Air and Dry Port (Rail) for Commercial Goods Traffic WATER / FUEL Water Production and Fuel Distribution MSR OPENING Road Clearing and Widening, Expeditionary Bridging EMERGENCY MEDICAL Trauma Care, Surgery and Immunizations HA / DR SUPPLIES Emergency Shelter, Rations, Generators PUBLIC COMMUNICATIONS DOD CAPABILITY TRANSITIONS to GON, UN AGENCY, NGO / IGO, or COMMERCIAL SUPPORT With minimal degradation Military Endstate: Lives safeguarded, human suffering alleviated, and GON, and IHC no longer require U.S. military support. CONTINUOUSLY WORKING TOWARD TRANSITION 3

6 TRANSITION CONCEPT MARFORPAC is providing unique capabilities in support of Foreign HA/DR to Nepal Each unique capability will be transitioned via one of three options: GON / UN Agency / IGO / NGO assumes responsibility USAID / OFDA coordinates for Interagency / Nepalese contract DOD capability no longer required (non-transferable) Assuming additional missions has counterproductive effects LOO To Whom How When/LOO Endstates AIR TRANS/DISTR PORT OPENING Gov of Nepal(GON) / World Food Program(WFP) / Inter- Gov Org (IGO) GON / WFP / USAID Coordinated Capability Reduction Responsibility for all port operations transferred to GON agencies. Preponderance of sorties not being used for HA/DR i.e. VIP, media flights, etc. Complete functionality is restored to Air and Dry Port and GON is capable of running APODs and DPOD WATER / FUEL GON / WFP / UNICEF Falls away when MSR open GON/IGO water production and fuel distribution capability meets affected population s basic life sustainment needs MSR OPENING GON / WFP / USAID N/A Kathmandu MSR open EMERGENCY MEDICAL GON / World Health Org (WHO) / IGO / NGO Transition to partnered GON and Foreign Hospitals Preponderance of Patients treated for non-earthquake related conditions HA/DR SUPPLIES GON / WHO / IFRC N/A Available Supplies are exhausted
