2 BACKGROUND UNFCCC COP 18 in Doha, Qatar adopted Doha Work Program (DWP) for Article 6 UNFCCC, consists of 6 elements: (i) education, (ii) training, (iii) public awareness, (iv) public access to information, (v) public participation, and (vi) international cooperation. Parties are encouraged to develop the National Strategy of Article 6 UNFCCC to strengthen the effectiveness of the actions to address climate change.

3 OBJECTIVE OF THE NATIONAL STRATEGY ON ARTICLE 6 UNFCCC To develop strategy and program of education, training, public awareness, public access to information, public participation and international cooperation, in order to strengthen short-term and long-term climate change management in Indonesia. To strengthen capacity towards low emission development.

4 CONT D The purpose of each element of UNFCCC Article 6 contributes to: To enhance the awareness and understanding of the cause, impact and management of climate change To enhance participation and partnership of all stakeholders in the real action of climate change management. To improve the effectiveness of climate change management.

5 GROUPING OF ACTIVITIES OF UNFCCC ARTICLE 6 ELEMENTS Education Training Public Awareness Public access to Information Public Participation International Cooperation Objective Generate a long term change of behavior. Improve knowledge and skills which are specific and applicable. Reach out and encourage immediate action. Facilitate availability and ease to information and data access. Ensure transparency of policy and involvement in government Promote exchange of experiences/ best practices and capacity building. Method Promote the process of comprehensive lessons learned on climate change; and encourage individuals to develop skills and expertise for climate change solution at local, national and global levels. Provide technical skills and sufficient knowledge to handle climate change. Encourage contribution and action in coping with climate change; support climate friendly policy; and encourage behavior change, including through various media. Provide information on initiative, policy and result from actions to understand and deal with climate change. Facilitate community involvement in the process of decision making and activities of climate change management. Develop cooperation for exchanging experiences and best practices; and improving capacity building through financial and technical support.

7 FORMULATION STAGES OF NATIONAL STRATEGY OF ARTICLE 6 UNFCCC Analyze by using PEST (political, economic, social, and technological) related to the management of climate change, and using gap analysis. PEST Analysis was conducted based on literature study, and recommendation from focus group discussions (FGDs) of key stakeholders. Gap Analysis study was conducted to each element of Article 6 of the UNFCCC. Every element is decomposed into several key parameters in order to see the strategic objectives, current condition and performance deficiencies and/or the needs, and strategic plans to overcome performance deficiencies and/or needs fulfillment.
