2 Context: the UK challenge The Stern Review set out the overall challenge of 60-80% emissions reductions by 2050 in the developed world With passenger cars contributing 13% of the UK s total emissions, this sector will need to make major reductions The Eddington Transport Study (2006): under a BAU scenario road transport in the UK is predicted to rise by 28% between 2003 and 2025 extrapolating this trend, road transport could double by 2050 To achieve an 80% reduction in CO 2 emissions from cars in the UK by 2050 implies a 90% reduction in emissions per km almost complete decarbonisation of cars The King Review of low-carbon cars 2

3 The King Review of low-carbon cars Chancellor commissioned a Review in Budget 2007, led by Professor Julia King, working with Lord Nicholas Stern: to examine the vehicle and fuel technologies which over the next 25 years could help to decarbonise road transport, particularly cars Part I: the potential for CO 2 reduction was published in October 2007 brought a positive message: significant potential to reduce CO 2 from cars, both in the next few years and in the medium and longer term, and that achieving this could bring considerable benefits for the UK Part II: recommendations for action was published in March 2008 recommended policy and actions by government, business and consumers across four key areas reducing vehicle emissions, cleaner fuels, consumer behaviour and research and development essential to set long-term direction with CO 2 at its heart and to achieve reductions sustainably requiring both local and global effort

4 A Pathway to the Future Strong action is required across the board cleaner fuels more efficient vehicles smarter driver choices The King Review of low-carbon cars 4

5 Part 11: recommendations for action Policy and interventions to deliver 4 key challenges: how close to market vehicle technologies can be brought into widespread use how to take account of CO 2 emissions across the life cycle in monitoring and incentivising fuels how to realise more of the potential from consumer choices Government s role in R&D for automotive and fuel technologies The King Review of low-carbon cars 5

6 Short and medium term recommendations: Vehicles Vehicle-related recommendations are aimed at: bringing existing low emission technologies from shelf to showroom more quickly through the EU s proposed g/km emissions target, which is challenging but technically feasible whilst stimulating the market for low emissions cars through: informing consumers: car labelling, advertising and tax discs incentivising consumers: through fiscal measures and local incentives ensuring the automotive industry has the right signals to deliver step change technologies in the medium term setting a 100g/km target for 2020 and ensuring regular target setting beyond this

10 Short and medium term recommendations: Fuels Fuel-related recommendations are aimed at: moving the short-term focus back from biofuels to automotive technology revising down the EU s Fuel Quality Directive target ensuring further biofuel developments are truly sustainable by developing an agreed EU methodology for measuring their indirect effects and ensuring global policies are in place to prevent damaging land-use change

11 Fuels Budget announcements Abolition of biofuel duty differential Sustainability standards in RTFO Gallagher Review on indirect effects of biofuels Chancellor with BERR, DfID, DEFRA, DfT, has written to European Commission proposing principles for EU fuel policy CO 2 emissions at the heart taking into account indirect effects sustainability standards level playing field in terms of import tariffs balance between biofuels and automotive technologies The King Review of low-carbon cars 11

12 R&D Recommendations The UK should play a leading role in low-co 2 automotive developments and seize the opportunities a move to a low-co 2 future offers: as a location for inward investment and a partner of choice for high technology companies, with good business support mechanisms encouraging investment which has the potential to make a significant contribution to the UK economy collaborating with emerging economies such as India to enable them to introduce affordable low emissions technology at the earliest opportunity supporting UK innovation in automotive area by increasing funding for R&D associated with low-carbon vehicles, eg through TSB, and ensuring there is a supportive environment for innovation at all stages including vehicle demonstration and public procurement system-level demonstration: eg charging infrastructure and grid impact of electric vehicles
