3 Appendix D CAST IN-SITU CONCRETE WORKS TECHNICAL SPECIFICATION 1. GENERAL SPECIFICATION 1.1 Extent of Work The works shall consist of cast in-situ concrete paths on Road Verges in Pedestrian Access ways and other areas within the City of Stirling in accordance with this Specification and as shown on plans or as directed by the City Engineer s representative. 1.2 Working Days and Hours Work hours on site during Monday to Saturday are to be restricted to the hours 7.00am and 6.00pm in accordance with the City of Stirling restrictions for work on Arterial roads. Should the Contractor considers it essential to work outside normal working hours or normal working days, he shall obtain prior approval from the City Project Engineer. All contractors and contract staff are to wear standard safety clothing (in accordance with the City of Stirling's Safety Policy). 1.3 Responsibility regarding Existing Services The Contractor shall be held responsible for any damage to existing services. All damage to such services shall be made good at the expense of the Contractor. The Contractor shall notify the Authority concerned immediately and damage is caused to services. 1.4 Protection of Property The Contractor shall be responsible for preserving all public and private property. He shall protect from disturbance or damage all land monuments and property marks until the City Project Engineer has witnessed or otherwise referenced their location.
4 1.5 Authority of the City Project Engineer The City Project Engineer shall decide all questions that may arise as to the quality and acceptability of materials furnished. Suspension of the work may be ordered by the City Project Engineer if deemed to be in the public interest. 1.6 Traffic Management and Barricades on work sight 1.7 Water The Contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs and other traffic control devices as directed by the City Project Engineer. He shall take all necessary precautions to protect the work, private property and to safeguard the public. Where work is in progress on or adjacent to the road pavement. The Contractor shall allow sufficient labour to direct and control traffic, including allowance for flagmen at each end of the works, to allow the proper completion of works and the safety of the traffic. Every endeavour must be made to allow reasonable access to properties during progress of the work. The Contractor shall provide and be solely responsible for the supply and use of traffic control in accordance with Australian Standard AS , Manual of Uniform Traffic Control Devices, Part 3 The Contractor should submit a detailed Traffic Management Plan to the City for approval. Works should not proceed until the City has approved the plan. The Contractor shall make his own arrangements for the supply of water needed for the proper carrying out of the work, eg to obtain the compaction specified in Clause 2.3. Unauthorised use of property owners water supply will not be tolerated. 2. TECHNICAL SPECIFICATIONS 2.1 Scope of Work The Contractor is responsible for the supply, placing and finishing of concrete so as to form a cast in-situ path. Unless previously instructed, all boxing out, backfilling and reinstatement will be carried out by the Contractor to the satisfaction of the City's Project Engineer. The Contractor will take responsibility for damage caused by vandalism after final concrete finish is completed ie: graffiti etc. Back to top
5 2.2 Excavation when carried out by Contractor The excavation for paths shall be carried out to the levels, lines and grades as given for the site and all excavation shall be executed cleanly to produce a sound base, free of depressions or soft spots or any deleterious materials to give the minimum required dept of the path. The Contractor must repair damaged reticulation. When excavation is carried out through an existing bitumen crossover, the latter shall be neatly sawn to facilitate later bitumen reinstatement. 2.3 Compaction All excavation shall be thoroughly compacted to produce a Perth penetrometer reading of seven blows per 300mm. 2.4 Forming Forms shall be of such cross-section and strength and so secured as to resist the pressure of the concrete when placed, without springing or settlement. The method of connection between sections shall be such that the joints shall not move in any direction. The maximum deviation of the top surface of the form shall not exceed 4mm in 3 metres or the inside face not more than 4mm in 3 metres longitudinally. The form when set, will be uniformly supported for its entire length at the specified elevation. All forms shall be cleaned following use. 2.5 Concrete (a) Premixed concrete shall comply with Australian Standard The Specification and Manufacture of Concrete, in all respects. (b) Concrete shall have a minimum compressive strength of 20 mpa at 28 days. (c) Maximum aggregate size shall be 20mm. (d) (e) Slump at the point of delivery shall be 75mm + 15mm. No admixtures shall be used in the concrete unless specifically approved by the City Project Engineer's representative. If required, high early strength additive shall be used to give rapid hardening as per AS 1478 and AS 1479, Chemical Admixtures for Concrete. Back to top
6 2.6 Placing and Finishing Concrete shall be thoroughly compacted against the faces of forms. The pavement shall be screeded by hand finishing methods. Final finishing shall not be commenced until bleed water has disappeared from the surface. The final finish shall be deep broom finish (approximately 2mm deep). Picture framing is to be applied to the satisfaction of the City Project Engineer. All work to be of high quality, uniform appearance and executed in a tradesman like manner. Any concrete slurry on Telecom boxes, etc, must be thoroughly cleaned off. 2.7 Protection of Works Along the length of work wooden stakes shall be placed at regular intervals by the Contractor and a top and bottom brightly coloured ribbon between. (a) (b) (c) Wet Weather - The contractor shall be responsible for wet weather damage. He shall always have available materials to protect the surface of new works (eg polythene sheeting). Vandalism - at the completion of concrete finishing and after erection of signs, barricades, ribbons, etc, the Contractor will place persons to guard the works against vandalism. Hot Weather - during hot weather when the air temperature exceeds 36 0 C precautions shall be taken to avoid premature stiffening of the fresh concrete mix and to reduce water absorption and evaporation losses. The subgrade shall be thoroughly moistened but not saturated immediately before concrete placement begins, to reduce water absorption. To reduce evaporation losses, the concrete shall be cured for at least three days after placement using a liquid membrane compound. Liquid membrane compounds shall comply with ASTM Standard Specification C309-74, "Liquid Membrane Forming Compounds for Curing Concrete". Compounds, which adversely affect the non-slip character of the concrete surface or decrease the quality of surface finish, shall not be used. The compound shall be applied to the concrete surface strictly in accordance with the manufacturer's instructions. 2.8 Joints Transverse Contraction Joints Transverse contraction joints shall consist of grooves cut in the surface of the concrete prior to setting with an approved tool. They shall be a minimum depth of 10mm. Spacing of the joints shall not exceed two metres along the footpath and shall be placed at right angles to the centreline. Back to top
7 2.8.2 Transverse Expansion Joints Transverse expansion joints 12mm thick are to be constructed at 10 metre intervals or as shown on the drawings for the full depth of the path. They shall be placed at right angles to the centreline of the footpath. This requirement will be closely supervised. The expansion joint material shall be continuous from form to form and extend vertically the full depth of the slabs and shall be Meljoint or similar or a material approved by the City Project Engineer. The joint material shall at not point protrude above the surface of the path. 2.9 Stripping of Edge Forms Forms are not to be removed from the concrete within a time period of at least eight hours since placement of concrete. This time period may be reduced with the approval of the City Projects Engineer depending upon weather conditions Construction Criteria Tolerances Works shall be undertaken to the following tolerances: a) Grade across path shall be 2% from property line. b) Path surface shall be true to line and not deviate more than 10mm under a three metre straight edge. c) Spacing of expansion joints shall be 10 metres + 100mm. d) Thickness of path to be 100mm; -Omm, +1 Omm. e) Width of path; -Omm, +20mm. f) Surface irregularities, including abutting to service authority manholes, etc, shall not exceed 3mm Test Specimen The City Project Engineer shall require evidence that the concrete supplied to the work meets the requirement of Clause 2.5. An independent NA.T A registered laboratory shall be employed by the City of Stirling to fabricate and test specimens and report results. The cost of such testing shall be the responsibility of the City of Stirling except in the event of failure when it will become the responsibility of the Contractor. Acceptance of concrete will be based on the provisions of AS Back to top
8 Thickness The City Project Engineer when in doubt as to the thickness of the completed footpath may require core tests for determining actual thickness and for outlining areas of deficient thickness. The cost of core testing shall be the Contractor's responsibility in the event of failure to comply with this Specification. All sections of footpath less than the nominated thickness shall be removed and replaced at the Contractor expense. Back to top

Reinstatement charges at current City of Stirling rates shall apply (Contractors are requested to prepay the City prior to commencement of works). Any variation to the estimated cost shall be charged or credited to the Contractor, whichever is applicable.
