1 Health and Safety Policy Foreword Please find enclosed a copy of Hampton School Safety Policy, which is a legal document required by the Health & Safety at Work, etc Act Section 7 of the Act requires employees to take reasonable care of their own Health & Safety and that of others who may be affected by their acts or omissions. Section 8 of the Act states that it is an offence for anyone to intentionally or recklessly interfere with or misuse anything provided in the interests of health, safety or welfare. The document will be revised where necessary to keep it in line with changes in current legislation. These changes will be notified to you, and it will then be your responsibility to update the document. You should now familiarise yourself with its contents and any queries on the document should be directed to the Safety Advisor. This Policy governs the procedures for both Hampton School and Denmead School. When the arrangements for Denmead differ from Hampton, these are specified elsewhere. The School issues a range of subsidiary policies, which lay down procedures for staff covering a range of subjects. Copies are available on the Virtual Learning Environment (VLE), from the Bursar or Common Room Secretary. 4 Section A: General Statement of Policy The Board of Governors (hereafter referred to as Governors ) of Hampton School recognise and accept their responsibilities as employers under the Health and Safety at Work, etc Act 1974 and other related legislation. The Governors recognise that people are the most valuable resource and must be protected from hazards relating to their job, and often from themselves due to ignorance or carelessness. Hampton School will do all it can to establish a safe and healthy work place and environment for staff, pupils, visitors and members of the public. The Governors and school Staff will take all steps within their powers to meet their responsibilities in particular: The safety and welfare of pupils, staff and visitors. The provision and maintenance of safe plant, equipment and systems of work. Safe arrangements for the use, handling, storage, disposal and transportation of hazardous substances. Providing sufficient information, instruction, training and supervision to enable employees and pupils to avoid hazards and contribute positively to their own safety and health at work. A safe place of work and access to it. A healthy working environment. Adequate and appropriate welfare facilities. Without detracting from the primary responsibility of individual managers and supervisors for ensuring safe conditions of work, the School will provide competent technical advice and training on safety and health matters where this is necessary to assist in this task. No safety policy is likely to be successful unless it actively involves the work force themselves. The School will therefore co-operate fully in the appointment of safety representatives and will provide them where necessary with sufficient facilities and training to carry out this task. The primary vehicle for communication and action on health and safety matters is the Health and Safety Committee. This is supported by a whole school approach towards Health and Safety through all school committees and principle meetings discussing Health and Safety at a local level. The Governors remind all employees that they have a duty under Section 7 of the Health and Safety at Work, etc Act 1974, to take care for their own safety and those of other workers and pupils, and to co-operate with the Governors to enable them to carry out their responsibilities successfully and efficiently. The person responsible for fulfilling the Governors Safety Policy is the Headmaster of Hampton School. A copy of this statement will be issued to all employees. It will be reviewed, added to, or modified from time to time, and may be supplemented in appropriate cases by further statements relating to work of particular departments, or groups of workers. The latest version of the policy will always be available from the Bursar s Office. This Policy governs the Health and Safety procedures for both Hampton School and Denmead School. When the arrangements for Denmead differ from Hampton, these are specified within the policy. Hampton School has also published a range of internal policies to support this Health and Safety Policy. These ancillary policies are held by the Bursar and Deputy Head with extracts contained in individual Department Handbooks. 5 Section B: 1.0 The Governors Responsibilities The Governors accept full responsibility for Health and Safety within the School. They will constantly monitor the effectiveness of the implementation of this policy and will revise it when necessary. The Governors will ensure via the Headmaster that any changes in this policy will be drawn to the attention of all employees Headmaster The Headmaster will be responsible to the Governors for the safe functioning of all School activities. He will: 2.1 Constantly monitor the effectiveness of the Policy as regards both academic and non-academic work and report back to the Governors as appropriate. 2.2 Consult with the Bursar as nominated Health and Safety Controller and the Safety Advisor, who is currently the Building Services Manager. 2.3 Recommend changes in the Safety Policy in the light of experience. 2.4 Ensure the co-operation of all staff at all levels as regards working to this Policy. 2.5 Be responsible for ensuring that all Heads of Department fully understand their responsibilities and are given both the time and the encouragement to pursue them. 2.6 Take steps to ensure that any changes in curriculum and also changes in systems of work on the domestic side are considered for their health and safety implications. 2.7 Take steps to ensure that staff under his control are adequately trained to carry out their Health and Safety responsibilities. 3.0 Health and Safety Controller The Headmaster nominates the Bursar as the Health and Safety Controller for Hampton and Denmead School, and authorises him to deal with matters raised by the Health and Safety Executive, the Fire Brigade, and any other relevant authority concerning Health, Safety and Welfare matters at Hampton School. The Health and Safety Controller is responsible for: 3.1 Co-ordinating training and advising safety representatives 3.2 Carrying out safety inspections and periodic audits 3.3 Investigating matters concerning safety raised by any member of staff or pupil and where necessary take relevant action 3.4 Where matters cannot be resolved, consulting with the Headmaster or Governors for advice and guidance 3.5 Monitoring the maintenance of plant and premises equipment (Building Services Manager) 3.6 Updating the Health and Safety policy as required 3.7 Liaison with statutory bodies on Health and Safety matters 3.8 Providing adequate funds, materials, equipment and human resources to meet the School safety requirements 3.9 Ensuring adequate insurance cover is met and maintained B11 Health and Safety Policy Page 5 of 16 August 2015

6 3.10 Displaying a copy of the Employer s Liability Insurance Certificate on the Bursary noticeboard 4.0 Health and Safety Advisor The Headmaster nominates the Building Services Manager as the Safety Advisor. On a dayto-day basis the Headmaster s responsibility as regards the domestic and administrative side of the School will be to the Safety Advisor, and the Safety Advisor in particular will (with certain duties delegated to the Building Services Manager) : 4.1 Monitor the effectiveness of this Policy and report back to the Headmaster as appropriate 4.2 Be appointed as the School s nominated Safety Advisor having responsibility for obtaining, interpreting and disseminating all relevant health and safety information to the School via the normal line management structure 4.3 Be the liaison point with Health and Safety Consultants when necessary 4.4 Oversee the health and safety for all support staff 4.5 Where individual employees in the various domestic functions listed above are given posts of intermediate responsibility, identify those posts in this Policy and ensure that those individuals are given the necessary instruction, responsibility and encouragement to carry out the functions that they have been given; 4.6 Be the secretary for the School s Health and Safety Committee 4.7 Establish a system for the reporting back of all accidents, incidents, near misses and damage to personnel and School property and investigate accordingly. The results of these investigations, as well as being dealt with by the line management function, would then be discussed by the School s Health and Safety Committee 4.8 Be responsible for liaising with outside bodies who may from time to time use the facilities of the School, and ensure that appropriate action is taken both to ensure these bodies have sufficient knowledge of the School procedures and that the School itself is appropriately indemnified. 4.9 Contractors. The Building Services Manager is responsible for the selection of outside maintenance contractors, reviews and monitoring of all activities on the School premises Lettings. The Building Services Manager is responsible to ensure the correct contract is in place with the hirer to protect the School s interest and liabilities Compliance. The Building Services Manager is responsible to ensure the requirements of recognised, calibration and inspections are undertaken on the due date with the necessary records maintained Staff Inductions. 7 5.0 Heads of Department The Heads of Department will be responsible to the Headmaster for the following: 5.1 For ensuring that his/her department is run according to the standards laid out in this Policy, minimum legal standards and other appropriate standards that may be set by the School. The Heads of Departments will co-operate with the Safety Advisor as nominated to ensure suitable and sufficient communication occurs to enable relevant health and safety legislation to be both implemented and monitored. 5.2 They will be responsible for ensuring that the teachers, technicians and assistants working under them understand the practical aspects of this Policy and the various legal requirements that apply within their areas of responsibility. 5.3 They should be responsible for ensuring that the teachers are aware of the degree of priority that these matters carry and that where appropriate they would be provided with both the time and encouragement to pursue such matters. 5.4 Notify the Headmaster of any matters within this field which they feel are beyond their competence to deal with. 5.5 They should be responsible for reporting to the Safety Advisor any accidents, incidents, near misses or damage for appropriate investigation;(accident Forms are available from the School Nurse) 5.6 They will be responsible for ensuring adequate supervision for pupils both inside the School, during normal teaching activities, and also on external trips as detailed later in this Policy. 5.7 As regards the COSHH Regulations, they will be responsible for notifying directly to the Safety Advisor any new substances that are required to be purchased by their department; they will be responsible for ensuring that the teaching staff, for whom they are responsible, co-operate fully with any fire practices and other emergencies. 6.0 Laboratory Assistants They will be responsible to the Head of Department as appropriate for the following: 6.1 Where possible isolating gas supplies to laboratories at the end of each teaching day 6.2 The constant security of all toxic, corrosive and highly flammable substances which may be used in their department; To this end ensuring that all stores are kept securely locked when not actually being supervised 6.3 Where practicable, ensuring that all equipment and services that they are using are rendered safe, on hearing the fire alarm 6.4 Be responsible for ensuring that fire extinguishers are available and functional within, or close to, the prep rooms. If a fire extinguisher does not have the safety check tie present it is to be reported to the Safety Advisor. 6.5 Inspection, testing and recording of all portable electrical appliances.(applicable to those members of Staff who are qualified or competent). 8 6.6 Undertake regular visual inspections on equipment to identify "first stage problems". 7.0 Functional Managers 8.0 Staff This section refers to the managers who head maintenance, ground staff, keepers, cleaners and caterers. 7.1 These managers will be responsible to the Safety Advisor for the safe running of their activities. They will be responsible for ensuring adequate supervision of all activities so that the work proceeds according to standards laid down in this Policy 7.2 They will be responsible for ensuring that staff have appropriate training according to the needs of their work 7.3 They will undertake the necessary training pursuant upon completion of work under the COSHH Regulations 7.4 They will be responsible for ensuring that all agreed systems of work are followed 7.5 Where they come across matters that they feel are not within their competence to deal with, they should refer the matter to the Safety Advisor 7.6 They should be responsible for investigating any accident or incident and reporting their findings and recommendations to the Safety Advisor. Employees have their own specific responsibilities. The Health and Safety at Work etc Act 1974 and the Management of Health and Safety at Work Regulations 1999 apply to them as well. Employees must: 8.1 Take reasonable care of their own and others health and safety. 8.2 Co-operate with their employers 8.3 Carry out activities in accordance with training and instructions 8.4 Ensure safe procedures are followed and PPE is worn 8.5 Inform the employer of any serious risks 8.6 Check their classrooms are safe and equipment is in safe condition. 8.7 Be aware of and abide by the terms of the School Health and Safety Policy For those staff acting as leaders on school trips, they must follow the relevant School Policy requirements. 9.0 School Health and Safety Committee 9.1 Responsibilities: The School Health and Safety Committee is responsible to the Headmaster for the implementation of the School s Health and Safety Policy to its maximum effect. 9.2 Membership: The School Health and Safety Committee shall comprise the following members: B11 Health and Safety Policy Page 8 of 16 August 2015

9 Chairman: Secretary: An appointed Governor The Headmaster The Building Services Manager ( Safety Advisor) The Bursar (Health & Safety Controller) The Deputy Bursar Head of PE Head of Drama Technology Representative Science Representative The School Nurse Head Groundsman 450 ll Technical Manager 9.3 Committee Meeting Meetings will be held once a term or more frequently if circumstances require with the Minutes displayed in the Staff Room and on the VLE. 9.4 Audits. The Committee is to audit a department once a term and display the Minutes in the Staff Room and on the VLE Failure to Comply Section C: Failure on the part of any School employee to comply with these and any other School rules regarding health, safety and welfare at work is regarded by the Governors as a serious matter and may result in disciplinary action being taken against offenders. General Arrangements 1.0 First Aid (Supported by a separate First Aid Policy) The First Aid arrangements adhered to the Department for Education and Skills Good Practice Guide Supporting Pupils with Medical Needs First Aid Equipment is situated at specific locations, as per the current schedule held by the Nurse. The contents of the first aid boxes will comply with current regulations with monthly recorded checks and contents replaced as required by the School Nurse. 1.1 First Aid Treatment Pupils in need of first aid should be treated initially by the teacher, if appropriate using the First Aid Equipment at the nearest First Aid point. The School Nurse should immediately be informed of any accidents and she will attend or advise as appropriate. 1.2 Hospitalisation Depending on the severity of the injury the pupil may require hospital treatment. If the treatment is not urgent the parents should be contacted and requested to collect their child and take him/her to hospital. In urgent cases, an ambulance should be called by dialling 999 from any telephone in school In certain circumstances where the injury is minor, staff can take a child to hospital in a school vehicle or staff car but a second adult (member of staff B11 Health and Safety Policy Page 9 of 16 August 2015

10 1.3 Accident Reporting or a parent/guardian) must accompany them. Insurance for these journeys is covered by the School s Insurance Policy. The teacher in charge of the child when the accident occurred is responsible for initiating and completing an accident report within 24 hours. An example of the form to be used is at Annex A to Section C. If a member of staff is unsure as to whether an accident form should be completed they are to consult the School Nurse In the case of an accident involving a pupil, visitor or member of staff, the form must be sent via the appropriate Head of Department and then to the Safety Advisor. If in doubt consult the departmental safety representative The teacher in charge of the pupil when the accident took place should also quickly inform the Headmasters office by telephone to report that an accident has occurred and ensure that the parents/guardians are notified by an appropriate member of staff(usually this will be done by the School Nurse). 1.4 Accident Book Departments are responsible for keeping a log of accidents within their department. The School Nurse is responsible for logging the details of all accidents into the School Accident File held in the Bursary. 1.5 RIDDOR The Bursar is responsible for reporting all incidents and accidents as required by The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR). This includes completing Forms F2508 and F2508A as appropriate. 1.6 Investigations Where necessary, the Safety Advisor will undertake an investigation to determine the reason for the accident and any operational or physical improvements. All parties related to the accident will be interviewed. 1.7 Cover for Nurse On the occasions when the Nurse is off site during term time periods, cover is provided from a group of fully First Aid trained staff. These staff work to agreed School Nurse Cover guidelines. 1.8 Epi pens Staff will be given epi pen training as part of Inset day. 2.0 Fire Safety (Supported by separate Fire Risk Assessments, Fire Plan and Emergency Procedures, Fire Management Policy and the Staff Hand Book). 2.1 Responsible Person The Bursar is nominated as the person responsible for fire safety. 2.2 Competent Person The Facilities Manager and Assistant Facilities Manager are nominated as the competent persons with respect to fire safety. 2.3 Escape Routes B11 Health and Safety Policy Page 10 of 16 August 2015

11 It is the responsibility of all staff to ensure that recognised escape routes are continually kept free from obstruction thus maintaining freedom of egress. It is the duty of all staff, on discovering any obstruction of an emergency exit, to attempt to remove that obstruction. Should this not be possible, then the matter must be reported without delay to the relevant Head of Department as soon as practicable. 2.4 Tampering with Fire Equipment On no account is fire equipment to be moved from designated locations or tampered with. Fire-fighting equipment should not be removed from its storage position except for fire-fighting purposes. 2.5 Fire Doors With the exception of automatic electronically controlled fire doors, all fire doors should remain shut at all times (or locked if stated on the door), and should under no circumstances be propped open. 2.6 Fire Prevention Measures The designated competent persons are to ensure that all fire prevention measures and maintenance of all fire-fighting equipment meet the appropriate requirements. 2.7 Procedure on Hearing the Fire Alarm The procedure to be followed is detailed in the Staff Handbook and the Hampton School Fire Plan and Emergency Procedures. The Fire Response Team, as designated in the Fire Plan and Emergency Procedures, should meet at the alarm panel and take appropriate action as detailed in the Plan. Denmead School procedures are specified in the Denmead School Fire Plan. 2.8 Fire Practice Fire practices must be carried out at least annually, and more frequently if required. This is to be coordinated by the Deputy Head. Fire practices are to be monitored and a report should be submitted to the Responsible Person after each fire practice or false alarm. The required report is detailed in the Hampton School Fire Plan and Emergency Procedures. 2.9 Inductions A competent person will undertake staff induction, which will outline the fire safety arrangements at Hampton School Fire Marshals Fire Marshals and their duties are nominated in the Hampton School and Denmead School Fire Plans respectively. 3.0 Health and Safety Related Services The names of companies providing Health, Safety and Environmental Services to Hampton School are listed in the Bursary. 12 Section D: Hazards 1.0 Control of Substances Hazardous to Health Regulations 1988, (COSHH) 1.1 Hazards Associated with running a school. The use of hazardous substances within Hampton School is kept to an absolute minimum. The areas where hazardous substances are used and stored are: 1.2 Chemicals 2.0 Machinery The Science Laboratories, Technology Centre Stores in the sports grounds and gardens. Kitchens / Dining Hall, Offices Domestic Cleaning, Maintenance Department. Data sheets for chemicals used within the School are to be kept and maintained by the appropriate Health and Safety Representative of the relevant department. Instructions for the storage and safe handling of such chemicals are to be issued by the appropriate representative, who is also responsible for ensuring they are complied with. 2.1 Location of Machinery Machinery which poses a potential risk to health is located in the following areas: 2.2 Responsibilities. Maintenance Department, Science Laboratories Technology Centre, Kitchen and Dining Hall. Grounds Department It is the responsibility of the appropriate Head of Department to ensure that all machinery used by the department is maintained in a safe working condition, and only used for the purpose for which it was designed, and then only by a competent person who has received adequate training in its use. Where appropriate, the Facilities Manager will arrange regular maintenance or repair by a qualified agent. 2.3 Rules for the use of Machinery The following general rules are to be adhered to by all pupils and staff who are trained and authorised to use machinery: Guards and Fences. Under no circumstances must guarded or fenced machinery be operated with those guards or fences removed Unauthorised Use. Machinery is not to be operated, cleaned or serviced by boys unless supervised by a trained member of staff Protective Clothing. All personnel operating machinery must wear appropriate protective clothing and equipment Faults. Suspected faulty machinery must be reported immediately and such machinery effectively isolated and marked Not to be Used until such time as the machinery has been inspected by a competent person and deemed safe, after which the sign should be removed. Any fault discovered should be repaired by a suitably competent person. B11 Health and Safety Policy Page 12 of 16 August 2015

13 Section E: 1.0 Legislation Cleaning and Routine Maintenance. No attempt must be made to clean or carry out maintenance on machinery, which is in motion. The machinery must be switched off and unplugged or otherwise isolated before cleaning begins. Cleaning and maintenance must only be carried out by a trained person Emergency Stops. Prior to using a machine, operatives must satisfy themselves that they know the location of the Emergency Stop for that machine, and that it is operable Good Housekeeping. Areas around machinery must be kept clean and free from obstructions and build up of waste material Use of machinery by Pupils. Particular attention should be taken to ensure that all pupils are correctly trained in the use of equipment and they comply with the training they receive. A pupil is not permitted to train another pupil to operate a machine. Office Safety The Offices, Shops and Railway Premises Act 1963 lays down the Regulations for the health, safety and welfare of those workers employed in offices. It is the responsibility of the Safety Advisor to ensure that the requirements of the Regulations concerning the health, safety and welfare of their office workers are met. 1.1 Check-list The following should be the subject of regular checks, to be carried out regularly by the appropriate Health and Safety Representative for serviceability, cleanliness and general good housekeeping. 1.2 Eye Checks Floor surfaces, Workstations, Chairs, Electrical leads Wall sockets, Stairways and walkways, Lighting, Doors Filing cabinets, Shelves and storage cabinets. Regular users of Display Screen Equipment (DSE) for long periods are entitled to an annual eye check paid for by the School. If appropriate the School will also pay an allowance for spectacles required in the use of DSE. Regular users are listed on the current schedule held by the Bursary. This list will be amended as appropriate by the Health & Safety Controller. 1.3 Workstations The list of approved regular users, plus designated multiple workstations will be annually Risk Assessed. Where required, training will be provided and resources made available for identified workstation improvements. 1.4 Homeworkers Those staff who use a laptop or workstation at home for School purposes, are issued with guidelines for the correct use of the equipment B11 Health and Safety Policy Page 13 of 16 August 2015

14 Section F: 1.0 Introduction Risk Assessment The management of Health and Safety at Work Regulations 1992 (MHSW Regs) are designed to implement the EC Framework Directive and require every employer to make a suitable and sufficient assessment of : 1.1 The risks to their health and safety to which they are exposed whilst they are at work; and 1.2 The risks to the health and safety of persons not in employment (e.g. Pupils and visitors) arising out of or in connection with the running of the School. This is to be done for the purpose of identifying the measures needed to be taken in order to comply with the requirements and prohibitions imposed under the relevant statutory provisions. 2.0 Definitions 2.1 Risk: The definition in the Approved Code of Practice (ACOP) which accompanies the MHSW Regs. states that risk expresses the likelihood that the harm from a particular hazard is realised. The term risk can therefore be taken to be a function of the probability of harm actually occurring and the severity of its consequences Hazard: The ACOP defines the term hazard as something with the potential to cause harm - this can include substances or machines, the working environment, methods of work and many other aspects of work organisation Risk Assessment: A risk assessment may be defined as an identification of the hazards present in an undertaking and an estimate of the extent of the risks involved, whilst taking into account whatever precautions are already being taken. The ACOP states that employers are required to undertake a systematic general examination of their work activity and record the significant finding of that risk assessment Making a Risk Assessment The making of a risk assessment in practice simply puts into a more formal procedure the exercise of asking - and answering - two questions What Could Go Wrong? What harm could be done to whom, by what, and in what circumstances; and what are the chances of it happening? 3.2. What is Needed to Prevent it from Going Wrong? What precautions have been taken, and what further precautions can be taken, to prevent it happening? Account needs to be taken at this stage of the severity of harm and the likelihood of it being caused. 3.3 When are Assessments undetaken? Risk Assessments are required for all school overnight trips, out of term or weekend non sports events, nominated main school functions (Founders Day Service, Plays, Open Days, etc) plus lettings. A review of the assessment 4.1 Identification of All the Hazards; The following list gives the activities undertaken at Hampton which may results in hazards. These may need to be considered when carrying out risk assessments. The list is not exhaustive, but illustrates the extent of hazards, which may need to be taken into account. Allergies School Trips Lone Workers Return to work after medium / long term absence Major building projects 4.2 Risk Assessment Forms. These forms are obtained from the Safety Advisor who will assist with the exercise. Completed by the teacher or member of staff who normally uses the room or the facility and returned to the Safety Advisor for action and filing as appropriate. 4.3 Major Building Projects. From time to time the School has major building works on its site. These can constitute a hazard and when such works are taking place further specific instructions on safety are given to boys, staff and visitors. 16 5.0 Reduction of Risk The Health and Safety Controller is responsible for arranging any physical modifications which are required to reduce or minimise a risk which has been identified within the School. The appropriate form will be annotated when the recommended action has been completed. 6.0 Reporting a Hazard If a hazard is identified in the School, it must be reported. The hazard should be reported to the appropriate Health & Safety Representative for comment, and then to The Health and Safety Controller. 6.1 A hazard which is so serious as to create the likely probability of injury should be reported by telephone immediately to the Health and Safety Controller.
