Graduate University of the Chinese Academy of Sciences, Beijing , China) Abstract :Due to energy shortages and environmental degradation, the Chinese government attaches great importance to renewable energy resources, and wind resource utilization and the wind power industry have entered a phase of rapid development. Wind power is gradually transitioning from a supplemental energy source to an alternative energy source. The chlor2alkali chemical industry has high levels of energy consumption and is presently facing a development bottleneck due to energy shortages. By coordinating the locations of large2scale off2grid wind power and the chlor2alkali chemical industry, and constructing an industrial chain including wind power, caustic soda, chemical fiber, papermaking, chlorine products and polyvinyl chloride, establishment of non2coal high2energy2consumption chlor2alkali industrial bases would have vital significance for both the utilization of wind energy and the sustainable development of the chlor2 alkali chemical industry. We used 2006 data on socioeconomic factors and the wind power industry to determine the spatial distribution of Chinaπs large2scale off2grid wind power industry, and then studied the optimal spatial arrangement of the chlor2alkali industry in China in 2020, taking into account the current situation and the planned objectives of the chlor2alkali chemical industry. This study shows that joint development between the large2scale off2grid wind power industry and the chlor2alkali chemical industry has great potential, and in 2020 China will form nine non2coal high2energy2consumption chlor2alkali chemical industrial bases including Jiangsu, Shandong, Zhejiang, Liaoning, Xinjiang, Inner Mongolia, Shanxi, Ningxia and Qinghai, which can generate kilowatt hours of electricity, save tons of raw coal, reduce dust emission by tons, carbon dioxide emission by tons, nitrogen oxides emission by tons, and sulfur dioxide emission by tons which are produced from burning coal, and thereby improve both economic efficiency and environmental benefits.
