12 Strategies - I supporting the search for strategies and methods for the early identification of transmissible carriers in prisons and wards, allowing preventive measures to be taken which would then reduce the risk of the disease being spread further. Moreover, the day-to-day work should also involve the administration of suitable information to the inmates: information and education campaigns regarding tuberculosis are also to be directed towards medical staff and other personnel in the penal institutions. We are helping the Russian side to develop their own information packages.

17 Strategies - II reducing inmates susceptibility to infection by supporting measures for the improvement of conditions in the prisons, and by increasing awareness amongst penal institutions and medical organisations of the correlation between poor living conditions and the likelihood of becoming infected.

19 Strategies - III our support of efforts by medical care staff in the penal institutions to develop local programmes for the treatment of cases of tuberculosis (involving diagnosis, treatment strategies, preventive measures against transmission, as well as epidemiological follow-up): amongst other things, this is being achieved by holding discussion meetings with participants from both the Russian and Swedish sides.

24 Strategies - IV supporting developments and reform work in the penal system, e.g. concerning the question of how the degree of self-sufficiency of individual institutions may be increased. We are also eager to encourage developments strengthening professional consciousness amongst the institutions staff and raising the status of their work in society as a whole. We are, moreover, arranging for study visits to Swedish penal institutions, and organising training sessions and study groups for the relevant staff on the Russian side.

28 Strategies - V the provision of material assistance - our contribution to this involves the transfer of much-needed supplies from the surplus stock of the Swedish Army. This assistance covers everything from medical technical equipment to farming tools, clothes and sanitary supplies.
