1 AGENDA REPORT Meeting Date: August 6, 2013 Agenda Item # City Manager Approval: TO: Honorable Mayor and Members of the City Council FROM: Sandy Ryan, Finance Department SUBJECT: CHARTER INTERNET SERVICE FOR CITY HALL RECOMMENDED COUNCIL ACTION: That City Council authorizes the City Manager to sign the Business Internet Access Service Agreement with Charter Business. SUMMARY: The current DSL internet access with AT&T does not have the data capacity to allow off-site backup for the Red Bluff Police Department files. Charter can provide internet access with a much higher bandwidth that will allow off-site back-up for the Red Bluff Police Department files. The City of Red Bluff is an equal opportunity provider
2 The cost of the internet access is $540/month, or $6,480/year. The contract is a five year agreement. PREVIOUS COUNCIL ACTION: NONE DISCUSSION: The City has been dealing with slow internet access for years. The City has been trying to obtain a way to get Department of Justice approved off-site back-up for the Police Department. The problem has been that in order to back-up Police files off-site, it takes up a great deal of bandwidth, more than is available with our current AT&T DSL line. Charter has a fiber-optic line that can facilitate the off-site back-up easily. All of City Hall will see improved internet speeds as well. CITY FISCAL IMPACT: Allocation of internet access is based on the number of computers per department. General Fund cost is $ /year, approximately 75% of the total cost. See allocation below. 5 Sandy, One of the other issues that I am facing that makes it critically important to have this service (via Charter) and this bandwidth relates to some of the software systems we utilize at the PD: Back-up of electronic data- The primary need for increased bandwidth is to accomplish the PD s need to store our RMS/CAD records offsite in a cloud storage site. This meets the DOJ Security Standard for protecting our police records some of which must be retained indefinitely. Cross Roads Traffic Accident Software Acquired through an Office of Traffic Safety Grant it does a number of things for us; it provides SWTRS data directly to us; it interfaces with GPS software and will track and map accidents, provide reports, charts and graphs about accidents; it has a traffic accident report writing software that will eventually allow us to send accident reports (state requirement) to SWTRS electronically. GPS for Computer Aided Dispatching- This is a software program that is also working with our Dispatch Center via RIMS (Records Management System) The City of Red Bluff is an equal opportunity provider
6 RIMS access for the Red Bluff H.S. / SRO Office: The Red Bluff Union High School District paid for the cost of providing access to the RBPD records management system in order for the H. S. SRO to be able to complete reports from the H.S. campus. This will result in a tremendous improvement in efficiency. RIMS access for the Vista School / SRO Office: The Vista School SRO/G.R.E.A.T. Officer will be provided an office/ computer and access to the RBPD records management system. The Red Bluff Elementary School district has agreed to pay for the computer, monitor and software to provide this access. Video Surveillance: Currently, the Red Bluff Elementary School District has video surveillance at the local elementary schools. We will be working with the school district to develop and provide real time access to the video surveillance cameras at these Elemenatary Schools directly in the Red Bluff Police Department Communications Center. This would for almost immediate observation of the school should an alarm occur. Information could be developed and provided to responding units prior to their actual arrival on campus. 7 Video Surveillance: We are currently working on a project to implement video surveillance at the City Park. This project will also be grant funded. All of these programs and projects will be impacted or affected by the amount of bandwidth we currently have at the City. As you know even with what we re operating now the systems are struggling to operate. The proposed projects that are not yet in place will definitely need to have the new bandwidth via Charter in order to operate and process all the data with this systems as well as the backup of data to an off-site cloud.
