2 Purpose This book will provide the objectives, operating rules, safety considerations and overall operational plan for the Controllers for the MSU2PointEvacDrill2015. Objectives The overall objective of this exercise is to better understand evacuations impacting the MSU campus. This will define the current state of readiness as well as identify potential training, equipment, planning, and resource needs. This functional exercise will test a number of objectives which will be listed in detail in a later section of this handbook. Scope The event schedule is as follows (approximated): 8:00-8:45 a.m. ADA participant pickup from South Neighborhood (Holden, Wilson, Wonders, Case) 9:00 a.m. South Neighborhood will evacuate their buildings and proceed to Spartan Stadium 9:30 a.m. All other exercise players due at Spartan Stadium 9:30 a.m. NOAC/MSU welcome 9:35 a.m. Evacuation education for NOAC players 9:45 a.m. NOAC guest speaker 9:55 a.m. Card Stunt 10:15 a.m. Instructions on evacuation rally points 10:20 a.m. Spartan Stadium is evacuated 10:25 a.m. ADA participants evacuated using busses to Cherry Lane By 11:00 a.m. Players report to their rally points The exercise will terminate when all participants have made it to the rally points. Players will then proceed to pick up box lunches at designated locations. Concept of Play In the first part of the exercise the south residence halls will be evacuated using their normal evacuation procedures, communications and staff protocols. They will be told to rally at Spartan Stadium, Gate K. The second part of the exercise will consist of the following scenario. A storm is approaching Spartan Stadium. The sections and concourse between sections #10 to #14 closed due to construction. Exercise Assumptions NOAC staff will be trained in the evacuation locations and protocols, and safety expectations prior to the event. Page 2 of 19

3 This is a learning opportunity for the NOAC participants, who will be educated during the event on the importance of evacuation. Exercise controllers will have the authority to halt operations for safety reasons. Player Procedures and Responsibilities All players will operate with safety as their priority. Players are expected to report to their designated rally points. Players are not to wander outside of evacuation routes or assigned rally locations. At no time will roughhousing be tolerated, or any other behavior that is not exemplary of the Boy Scout Oath and Boy Scout Law. Players are requested to participate in the entire event including the evaluation to receive credit for the Emergency Preparedness Merit Badge requirement #7: Take part in an emergency service project, either a real one or a practice drill, with a Scouting unit or a community agency. It is requested that all players complete the short evaluation on the NOAC application. Exercise Artificialities It is recognized that certain artificialities and constraints detract from exercise realism. However, exercise players are to accept these artificialities as a means of facilitating the accomplishment of the exercise objectives. The exercise will be played in real time with some matters being completed before play begins or simulated as being accomplished when requested. Alert, notification, and initial activation activities will be part of the exercise based on the exercise objectives. It is anticipated some events or actions will happen faster or slower than normal in order to accomplish the exercise objectives. Safety and Security The Exercise Controllers (who are professional emergency managers certified by the Michigan State Police) Sergeant Dave Oslund and Officer Melissa Congleton will be responsible for overall safety of the exercise. They have authority to stop any action being taken that may cause harm, injury, or property damage, up to and including stopping the exercise. Also on site will be professional emergency manager Captain Penny Fischer who also has authority to halt or make a change to the exercise for safety reasons. This is not a public event and no one will be allowed in the Stadium without a credential. The following are acceptable credentials. Page 3 of 19

4 NOAC medical staff will be located at the following areas On foot inside the stadium First Aid room near section 20 NOAC medical staff may treat non-emergency related care, or call the East Lansing Fire Department. Any emergency care will be directed to the East Lansing Fire Department by calling 911, or for nonemergencies Page 4 of 19

5 Any and all incidents or accidents will be reported immediately to one of the Exercise Controllers after calling 911 if applicable. Officer Congleton can be reached at and Sergeant Oslund can be reached at Should a real emergency situation take place during the exercise, an Exercise Controller shall be notified. The Exercise Director will make a decision as to continuing or discontinuing the exercise and will communicate with the MSUPD Emergency Management Staff as well as the NOAC staff. After the program at the stadium players will evacuate to the following rally points when they are given the signal to evacuate. See the following maps for details on where to rally after leaving the stadium. NOTE: After meeting at the rally point, the NCIS staff will dismiss participants for lunch. Evacuation Drill Part One The South residence halls (Case, Holden, Wilson, Wonders) will evacuate to Spartan Stadium at 9:00 a.m. The building fire alarm systems and green light phones will be used to announce the commencement of the drill. South residence hall players should utilize the designated routes to the stadium depicted in the next pages. Players staying in West Holden Hall will be directed to busses parked outside. The busses will drop those players to the stadium. Once at the stadium these players should proceed to Gate K to enter the stadium. When the busses fill, the remaining players will use the designated route for Holden Hall to walk to the stadium. All other NOAC players should show up at the stadium from various other locations on campus using undesignated routes. Players will enter the stadium and be seated as described below. The busses for ADA participants will run from 8:00-8:45 to transport participants to the stadium. These participants will be escorted to their seats. East Neighborhood residents will sit in section 6 Brody Neighborhood residents will sit in section 7 North/River Trail residents will sit in section 8 South Neighborhood residents will sit in section 9 Page 5 of 19

12 Participants will enter the stadium at Gate K, in the Northeast corner of the stadium. ADA participants will be escorted from their bus drop off point to the seating area. Page 12 of 19

13 Evacuation Drill Part Two Players will proceed to their rally points as noted in the maps below. After making it to the rally point the drill will terminate and the NOAC NCIS staff will dismiss exercise players to go pick up box lunches. ADA players will be directed to wait until the stadium empties, then will be escorted to busses to take them to the hub. The exercise director will terminate the exercise in its entirety when communication has been received that players have reached all three rally points. Page 13 of 19

18 Communications The exercise director, primary safety officer, and all MSU police working the exercise will use radio channel EVENT 10 on the police radio system throughout the event. The backup channel is EVENT 11. This channel will be monitored by Ingham County 911 Central Dispatch. The exercise director will partner with a NOAC NCIS member in order to have cross communication on the MSUPD and NOAC radio frequencies throughout the exercise. Objectives Part One Evacuation from South Residence Halls to Spartan Stadium 1. Evacuate target south neighborhood residence hall buildings in an orderly and safe manner to designated rally location by 9:30a.m. 2. Responding team members report to service center to retrieve clipboard and receive job assignment by 9:15 a.m. 3. Identify whether Rally point (Spartan Stadium, Gate B) is clearly articulated to evacuees by 9:30 a.m. 4. Evaluate Res Ed team member compliance to established evacuation procedures by 9:30 a.m. 5. Observe team members fulfill duties as listed on their lanyard by 9:30 a.m. 6. Observe cross functional communication of Res Ed Team members and evacuees throughout event by 11:00 a.m. 7. All players from South residence halls evacuate to Spartan Stadium by 9:30 a.m. Part Two Program at Spartan Stadium and Evacuation from Stadium to other campus locations 8. Conduct mass evacuation from Spartan Stadium within 15 minutes of the evacuation notification. 9. Utilize multiple communication methods to notify players of the evacuation by 11:00 a.m. 10. As a direct result of evacuation communication methods (announcement, message on stadium screens) 10,000 players evacuate the stadium by 11:30 a.m. 11. Identify high foot traffic areas in and nearby Spartan Stadium during a mass evacuation by 11:00 a.m. 12. Stadium staff effectively assists evacuees and monitors the evacuation by 11:30 a.m. 13. Identify high risk areas for injury or other evacuation difficulty within and near the stadium that may need more staffing than the current staffing levels by 11:30 a.m. 14. Ensure safety of participants by having no injuries or accidents as a direct result of this event and by 11:30 a.m. 15. Observe if players in the exercise learn the correct way to perform an evacuation by 11:30 a.m. 16. Observe if players in the exercise understand the importance of knowing how to evacuate by 11:30 a.m. 17. Utilize the MSU Alert system to communicate the drill to MSU faculty, staff and students on or before 7/31/15 and 8/6/ Move 250 people from the stadium via busses by 11:45 a.m. 19. Test the effectiveness of the stadium evacuation plan by 11:30 a.m. 20. Drill is documented and filed in the Advocate by 8/8/15 at 8:00 a.m. Page 18 of 19

19 Evaluations Evaluations for participants will be requested through the NOAC phone application. Players who want to get credit for the Emergency Preparedness Merit Badge are requested to do the drill in its entirety, which includes doing the evaluation. The short evaluation is located on the NOAC application. Hotwash There will be a hotwash for all evaluators at Wilson Hall, 219 Wilson Road, East Lansing, MI, Conference Room A. Evaluators are to report to the hotwash when their assignment has ended.
