1 1.0 SCOPE: 1.1 This procedure describes the process in which the Washoe County School District establishes a Code Blue Plan at WCSD school sites and provides medical response and life-saving care in the event of a serious or life-threatening medical emergency. The online version of this procedure is official. Therefore, all printed versions of this document are unofficial copies. 2.0 RESPONSIBILITY: 2.1 Director, Student Health Services Department 3.0 APPROVAL AUTHORITY: (Approval signature on file) Signature Date 3.1 Assistant Superintendent, Student Support Services 3.2 Director, Student Health Services Department 4.0 DEFINITIONS: 4.1 AED Automated External Defibrillator 4.2 AHA American Heart Association (Approval signature on file) Signature Date 4.3 Code Blue Emergency an occurrence in which an individual(s) sustains a serious or potentially life-threatening injury or illness on a WCSD site, and it is within the capacity of site-based personnel to effectively provide immediate life-saving measures and mobilize EMS. 4.4 Code Blue Team a group of CPR-certified WCSD employees at each WCSD site who are designated to respond to and manage a Code Blue emergency until EMS arrives. 4.5 Code Blue Plan a written protocol for WCSD personnel which contains WCSD requirements for providing immediate and effective emergency care and response in the event of a Code Blue, with the purpose of sustaining life and maximizing the victim s chances of survival. 4.6 CPR - Cardiopulmonary Resuscitation 4.7 CPR Certified personnel - WCSD employees who possess a current Heartsaver/AED or Health Care Provider CPR card issued by the AHA or the American Red Cross 4.8 EMS Base Physician - A Medical Doctor, typically hospital-based, who has the authority to direct all medical care and to prescribe life-saving treatments or medications to be administered by EMS personnel in the field. 4.9 EMS - Community-based Emergency Medical Services, including fire department, ambulance, and paramedic personnel, usually accessed by calling PROCEDURE: 5.1 Throughout a Code Blue, WCSD personnel must comply with all American Heart Association standards for CPR and first aid (see WCSD policies, Date: 3/9/12 Rev. 2 including Health and Welfare Procedure (HEA-P007); WCSD Management of Illness, Injury, and Emergencies (HEA-M500), the WCSD School Emergency Response Plan and Guide (EM-M001), and the WCSD Blood Borne Pathogen Procedures (SAF-P002 ). 5.2 During a Code Blue, the safety of students and personnel, and the prevention of further injuries or casualties, is the first priority Prior to providing emergency care of injured or ill victims, code blue members and site personnel will survey the scene to ensure that it is safe to proceed with a Code Blue response If school police or law enforcement authority determines that a code blue emergency has occurred within a crime scene, the school police or law enforcement officer in charge will have the authority to take any necessary steps to ensure the safety of all personnel and to establish a safe perimeter around the scene It is the responsibility of the school police or law enforcement authority to implement any procedures necessary to maintain the integrity of the perimeter and preserve physical evidence The school police or law enforcement authority will determine which personnel, if any, will be allowed to enter the perimeter in order to administer CPR or first aid to the victim(s). 5.3 Each WCSD site will establish an effective building-wide, communication system for activating the Code Blue Plan. 5.4 A first aid kit, including but not limited to supplies listed on Essential First Aid Supplies for WCSD Schools or Field Trip Locations, (HEA-L500) and protective equipment as noted on the WCSD Blood Borne Pathogen Regulation and Control Plan, (SAF-G005, pg 22) will be maintained and available at each WCSD school and for field trips. 5.5 The site administrator is responsible for the establishing a Code Blue plan for the site and for ensuring the safety and well-being of all individuals on site when a Code Blue occurs The site administrator will ensure that the current Code Blue Plan, list of current Code Blue Team members, location of the AED (if available), EMS access number, and directions to the site are kept at a location on site that is readily accessible to site personnel The site administrator will review and update the Code Blue Plan at least once each school year and maintain a written record of the date that the site s code blue plan was reviewed The site administrator will designate a minimum of six WCSD CPR-certified employees to serve on the site s Code Blue Team At least once each school year, the site administrator will conduct a meeting of the Code Blue Team, including the school nurse, the clinical aide, the secretary, the school counselor, and other members of the Code Blue Team The site administrator will keep a written record of the date of the Code Blue Team meeting and the school personnel attending The site administrator will develop and implement a plan for classroom coverage of Code Blue Team members in the event of a Code Blue WCSD personnel at the site who are not Code Blue Team members will be inserviced at least once each school year regarding Code Blue procedures. 3 5.5.5 At least once each school year, the site administrator will conduct a Code Blue exercise at the school site and maintain a written record of the date and the names of the school personnel participating As the licensed health professional assigned to the school, the school nurse will provide technical assistance to the site administrator in the development of a code plan which complies with Student Health Services procedures and best practice standards of first aid and emergency care The school nurse will collaborate with the school administrator in providing Code Blue training to site-based personnel The site administrator will keep a written record of the date of Code Blue training and the names of the school personnel attending The school nurse will supervise, evaluate, and participate in the school site s annual Code Blue exercise The school nurse will ensure that the student health information and student health care plans are readily accessible in the school s health office and that Code Blue Team members know how to access the information in the even of a Code Blue The school nurse will collaborate with the school administrator to ensure that first aid supplies are kept stocked and accessible in the school health office and that Code Blue Team members know how to access the supplies in the event of a Code Blue When on campus, the school nurse will take the leadership role in directing and providing emergency care during a Code Blue until EMS arrives If the school nurse is not on campus, the clinical aide will, with assistance from Code Blue Team members, provide appropriate first aid and emergency care to an ill or injured victim until EMS arrives If the parent/guardian is not on site when EMS arrives, and EMS personnel opt not to transport the student, the school nurse is responsible for collaborating with the site administrator in determining whether or not the student can safely remain at school until the parent/guardian arrives If, in the professional judgment of the school nurse, the decision by EMS personnel not to transport the student is in conflict with the best health and safety interests of the student, the school nurse will contact the Director, Student Health Services or designee and the EMS Base Physician for further direction In the event of a Code Blue incident on a school site, the site administrator will ensure that the incident is documented on the Student Injury Form (PLI-008), that the form is completed and signed, and that the white and yellow copies of the form are forwarded to the Risk Management Department The pink copy of the Student Injury Form is to be retained at the school site Within 10 school days after a Code Blue incident occurs on a school site, the site administrator will reconvene the Code Blue Team to review the effectiveness of the Code Blue Plan and make changes as needed.
