3 1. Introduction MISSION To provide Intellectual Property (IP) related information services for global inventors, investors and agents. Ultimately, to establish a public IP exchange. BACKGROUND Intellectual Property Exchange (IPEXL) began with the inspirational advice from the well renowned Professor Hang Chang Chieh, the chairman of the Intellectual Property Office of Singapore (IPOS). His encouragement in the realm of intellectual property gave birth to the company in IPEXL has been contracted by Intellectual Property Office of Singapore to design, develop and operate the SurfIP turn-key project since 2005 based on its own meta-search engine technologies (version 1.0). SurfIP is a revolutionary free service portal where inventors, investors, agents, attorneys, researchers and business users no longer need to remember obscure syntax or pay high costs for searching worldwide IP information. IPEXL provides free online patent, trademark and design search services used by inventors, investors and agents from over 180 countries. When you visit you will be able to find IP information from WIPO, EPO, OHIM, Madrid Protocol, Canada, China, Hong Kong, Japan, Korea, Singapore, Taiwan, UK and US. 10 3.2. Multi-Lingual Support IPEXL.com collects, cleans and maintains IP records in multiple languages. IPEXL s custom built engine unifies the IP metadata in Unicode format; which means users can enter key words in any specific language to make the search. Besides supporting multilingual keyword searches, IPEXL.com offers its user interface in English and Chinese. Users can click the language selector, as circled in red in the screenshot above. 12 3.3. Quick Search Like other popular search engines, IPEXL.com offers both simple search and advanced search. For simple search, IPEXL.com searches for all fields by default. For advanced search, the system uses the search criteria given by users, users can make use of quick search UI, or free style syntax search UI, to specify their search criteria Syntax Search Syntax search is a more powerful tools to search, it allows you to narrow down your search by supplying a very specific search condition. You can construct complex query using the IPEXL Search Syntax which supports wildcard characters, boolean operators and nested query. All the supported fields are listed in the field table. Clicking entries on under Field Code column will append the corresponding fields into your current query. Syntax search also provides source, date, and patent type selection. 14 3.5. Patent Details with PDF Download IPEXL.com s data indexing extends to IP metadata such as fields like: title, abstract, application date, publication date, priority date, et cetera. After viewing the metadata, IPEXL.com points the user in the right direction to view the extended information, such as claims and full text, at the respective patent office. 15 3.6. Search Result Sorting Searching for relevant patents can be a time consuming process. Sorting is a must-have feature to make the search more efficiently. As circled in red in the Screenshot above, IPEXL.com provides four kinds of sorting. A brief explanation of IPEXL.com s sorting features is: Citation: Sorts the results by number of world wide patent citations, in descending order, or the higher the number of citations the patent has, the higher the position within the result hits list. Rank: Sorts by IPEXL s proprietary patent rank value, in descending order. Relevance: Sorts by relevance to the search criteria entered by the user, in descending order. The closer to the search criteria given, the higher the position within the result hits list. Newest: Sort by patents publication dates, in descending order. 16 3.7. RSS Tracking RSS Tracking is a feature of the IPEXL.com web site that enables users to track the results of their specific search via their RSS reader. This enables the user to be notified of new patents rather than searching daily. 17 3.8. Patent Citation and Reference The red highlights above, as displayed in IPEXL.com s search result page, the number of worldwide patent citations and references. The reference numbers are retrieved based on data from USPTO and EPO records As circled in red, on IPEXL.com s patent details page, if the patent is referenced by other patents, the first 10 of those patents will be listed. 18 Patent Ranking The IPEXL.com web site has accumulated metadata of more than 50 million patents globally. The IPEXL patent rank is our newly implemented quantitative patent ranking solution. 19 3.10. Patent Directory The IPEXL Directory is, in essence, an interactive community platform to assist users search for hidden gems in intellectual property information. 21 IPEXL Analytics is to gather statistics based on data from patent search results, and generates graphs and charts based on these statistics. 22 4.3. Results Refinement At the bottom of the Analytics page, there are options to further refine result data set, it is to allow users to exclude certain records from the graph and chart. For instance, in this screen above, users can uncheck some years and some countries to exclude them Patent Analytics Breaking Down In the Analytics page, users can choose the desired field from the Category menu and the number of maximum divisions, to generate the graphic and chart. Underneath the Category drop-down menu is an option for break down (outlined in red), it is to let users further divide the results into some other category. In the screenshot below, IPEXL Analytics returns a chart to tell, per year in recent 10 years, what are its top ten countries or regions that Qualcomm applied for patents most actively.
