4 Timeline November 2008: the previous Council approved the Transportation Master Plan update that identified Downtown Ottawa Transit Tunnel (DOTT) as its first priority project for Light Rail Transit (LRT) January 2010: the previous Council approved the DOTT Planning and Environmental Assessment Study providing authority to begin the expedited Environmental Assessment process, Preliminary Engineering and Property acquisition. September 2010: commence Preliminary Engineering activities and property acquisition for Ottawa s Light Rail Transit (OLRT) project.
5 Timeline May 2011: Council approved the OLRT Schedule Acceleration and Procurement Option Selection report that: an accelerated schedule that advanced completion from 2019 to Spring 2018 and, the use of Infrastructure Ontario s Alternative Finance Procurement (AFP) process using a Design-Build-Finance-Maintain model. July 2011: Council approved the OLRT Implementation report that: presented the new tunnel alignment on Queen Street, re-established the $2.1 billion budget, directed staff to implement the OLRT project using a Design Build Finance Maintain (DBFM) procurement model, and authorized the engagement of Infrastructure Ontario as the City s procurement agent.
6 Timeline October 2011: the Request for Qualification (RFQ) process resulted in a shortlist of three private sector teams June 2012: the planned widening of the Highway 417 project is bundled with the OLRT project to allow alternative Bus Rapid Transit system before the east end Transitway closure September/October 2012: RFP submittals Technical / Financial October/November 2012: Proposal evaluations December 2012: Council approves contract award

9 Procurement The project was procured as a Design, Build, Finance and Maintain (DBFM) with a 30 year concession period Inclusion of Hwy 417 widening, from Nicholas to Hwy174 Split Inclusion of Cash Allowance projects
10 Procurement The RFP included set of financial incentives to encourage higher performance on key issues Operations matters: examined the number of drivers needed to operate the system and this impact on the City s operating costs Mobility matters: encouraged an approach to construction that minimized the number of lane closures on the Transitway as well as on roads Energy matters: developed a long-term affordability and efficiency plan for the system as the City pays these energy costs
11 Evaluation The evaluations took place in four distinct steps: Completeness Verification: Proposals were reviewed by a Completeness Review Team to ensure that the three submissions included all mandatory information. Compliance Review: A separate Compliance Team undertook a detailed review of each Proponent s design to ensure it complied with the requirements of the RFP and output specifications. Technical Evaluation: The Technical review team was made up of subject matter experts on project design and engineering. Financial Evaluation: The Financial review team was made up of subject matter experts on Alternative Finance and Procure (AFP) procurement and public and private financing.
12 The Recommended Team The recommended preferred proponent received the highest technical and financial score The preferred proponent also assumed the full geotechnical risk of the tunnel that the City sought. Currently working with the preferred proponent to reach Financial Close.

14 Rideau Transit Group (RTG) RTG is well positioned to deliver the Confederation Line ; its team members have previously : completed 80 large-scale transportation P3 projects, been awarded more than $13 billion in work in North America since 2009, constructed more than 1,360 km of tunnel, delivered more than 2,500 km of rail/mass transit projects worldwide Some of its well known projects include: the Canada Line (Vancouver), Seville Line 1 (Spain), Ankara Metro (Turkey) and Barcelona Metro Line 1 (Spain)
