Method of Lodgement The National University of Samoa is inviting EOI from prospective café and caravan or mobile canteen operators/company(ies)/ for rental of the following spaces with associated amenities: Location Description Reference Mulinu u, Ocean Parking space (vacant lot) for a Caravan. Onsite 24/7 OC/2016/1 Campus security. Car parking available. To omatagi, Main Campus Café space with an estimated area of 56m 2, kitchen area of approximately 22m 2 and open air deck with an estimated area of 28m 2. Car parking available onsite. Shared toilet facility. Guaranteed customers. TC/2016/1 Interested operators/company(ies) are requested to submit their Expression of Interest in the appropriate form (attached or downloaded from or uplift a copy from the physical address below). The EOI should be submitted in sealed envelopes clearly marked Expression of Interest for Rent of Space and bearing the respective reference as mentioned above and addressed to: VICE CHANCELLOR & PRESIDENT TENDER'S COMMITTEE BUILDING A, TAPUTO I GROUND FLOOR NUS TO OMATAGI CAMPUS If you have two separate submissions, please ensure to insert in separate envelopes bearing the respective information above, and have both in one large envelope clearly marked Expression of Interest for Rent of Space. Submissions should be deposited in the Tender Box situated at the Student Administration Reception office on September 20, 2016 by 4:30pm. Any submissions made after the due date and time and/or incomplete will not be accepted. Submissions received by will not be accepted. As a result of the EOI, the NUS Tender s Committee will proceed with the evaluation and selection of the operator(s)/company(ies) that have submitted EOI. The successful applicant will be informed for further negotiations where applicable, then proceed to completing the process and execution of the contract or lease agreement. The NUS Tender s Committee does not bind itself to accept any proposal nor will it assign any reason or incur any liability whatsoever for the rejection or non-acceptance of the proposal to any interested operators/company(ies). 4 1 OVERVIEW The National University of Samoa has recently completed two major projects in 2015; the Centre for Samoan Studies Cultural Centre Administration and Support Buildings at the To omatagi Campus, and the School of Maritime Training & Marine Research Centre at the Ocean Campus in Mulinu u. Both have similar needs with regards to food services required to support the students and staff on a daily basis. Currently, the University has one contracted Canteen that caters for approximately 3,000 students and 400 staff members from 8am 3pm, 5 days a week excluding weekends and holidays. There is a small shop and some stalls immediately outside the campus gates, and a pizza shop down the road as other available food avenues for the students and staff. However, these are insufficient and still provide limited options for the University s main customers. At its satellite campus in Mulinu u, there is no food outlet readily available to provide for the required service. The overall aim of the University for this service is to provide quality food for the University community to support a healthy lifestyle and wellbeing on campus. Therefore, the University seeks an interested and well established café/restaurant or individual to provide a variety of and affordable healthy food and beverage choices at the following sites: 1. Unfurnished Café space at the To omatagi campus, and 2. Caravan needed to supply healthy meals at the Ocean satellite campus If an operator(s)/company(ies) wishes to lodge an EOI for both areas, then their proposal must provide individual rentals for each area (i.e. café and/or parking space (vacant lot) for a caravan). This is an ideal opportunity for an experienced operator to secure a long term lease. 5 2 THE PROCESS The process for the appointment of the successful lessee is as follows: Call for EOI (online, print, invitation) Submissions Tender Evaluation & Selection Tender Awarded & Negotiations Acceptance of Tender Lease Agreement Signing & Implementation Step Detail Closing Date Call for Expression of Advertised in the Samoa Observer paper By COB Tuesday, Interest (EOI) EOI documents are downloadable from September 20, EOI form is completed by the applicants and returned with relevant documentation to: 2016 Vice Chancellor & President Tender s Committee Building A, Taputo i, Ground Floor NUS To omatagi Campus planningunit@nus.edu.ws Phone: ext. 339 EOI will be advertised for a period of two weeks and close by the deadline. Note that the Tender s Committee reserves the right to amend the timelines at its absolute discretion. Tender Evaluation & Selection The Tender s Committee meets to evaluate the submissions based on identified criteria. September Tender Awarded & Negotiations Based on the information received in the EOI submissions, the successful tender will be selected and complete the tender process. The successful applicant is awarded the tender. The successful tender will be informed and asked where applicable for negotiations of terms and conditions, prior to acceptance of tender. September Acceptance of Tender Upon successful negotiations (if applicable) the successful tender will be issued a letter of acceptance by the University Division of Financial Services. 6 3 SPACES AVAILABLE FOR LEASE 3.1 Unfurnished Café Space, To omatagi Description This tenancy is located at the main campus in To omatagi in Building #3 of the CSS Cultural Centre Administration and Support Buildings. The following, lists the features or services available to the café space. The café space is a blank canvas for you to furnish and decorate to suit the operation and service of your business. Please note that every item that is not listed below, you as the tenant or lessee will be required to supply as necessary; in particular, the equipment or fit-out works at your own cost that will be needed to provide a quality service and professional operation. Available features: 1. Café space = approximately 56m 2 2. Kitchen space = approximately 22m 2 3. Kitchen bench 4. Service area 5. Cupboards 6. Parking spaces 7. Toilets (for the building but is also open to the café to use) 8. Open air deck = approximately 28m 2 9. Enclosed seating area 10. Electrical and plumbing fixtures in place 11. Designated bin storage area (in consultation with Property Maintenance) 12. Informal landscaped frontage and around the perimeter It is strongly advised that you visit the site to assist with your EOI application. 7 3.1.2 Lease Terms and Conditions The University is seeking proposals from prospective company(ies)/operator(s) to lease this tenancy (café space). It is mandatory that interested parties complete the EOI form in ATTACHMENT 1 and return it along with their proposal and relevant supporting documents. The required documents are separate to this document but forms part of the suite of documents that make up this EOI. Lease Term Rental Rental reviews Outgoings On offer is year lease term Open to offers CPI (Consumer Price Index) reviews after the first contract or renewal of lease if applicable. Lessee to Pay: Water consumption Electricity consumption Fitout works where applicable Gas supply and consumption Cleaning of café and associated amenities Tenancy specific security Café related fitout works (e.g. café equipment etc) Additional fit out works At Lessee s own cost and with consultation with Property Maintenance. A copy of the comprehensive Lease Agreement/TOR will be made available to the successful tender together with the Acceptance Letter issued by the University. EOI v.2 Page 6 of 11

8 3.2 Parking Space (vacant lot), Ocean Campus Description This tenancy is located at the satellite campus of the University at the School of Maritime Training and Marine Research Centre in Mulinu u. The vacant lot is available for a Caravan to provide quality and affordable food and beverage for the students/staff on campus daily from Monday Friday. There is an opportunity to service the neighbors as well (e.g. Meteorological office) and visitors to campus. It is expected that the successful tenant/lessee provides the caravan and required fittings. The features available for this tenancy include: 1. (Parking space) vacant lot suitable for a Caravan 2. Concrete floor 3. Located inside the campus gates 4. 24/7 security on campus 5. Limited use of water for washing Lease Terms & Conditions The University is seeking proposals from prospective company(ies)/operator(s) to lease this tenancy (vacant lot). It is mandatory that interested parties complete the EOI form in ATTACHMENT 2 and return it along with their proposal and relevant supporting documents. The required documents are separate to this document but forms part of the suite of documents that make up this EOI. 9 4 EVALUATION CRITERIA FOR EOI 4.1 Overview of EOI and Selection Process Two spaces owned by the University forms the subject of this EOI and are offered for lease. Interested party(ies) are invited to submit proposed lease terms and conditions for these areas that will form the basis of negotiations. The spaces offered for lease are: 1. Unfurnished Café space available in the CSS Cultural Administration and Support Buildings, Building #3 at the To omatagi Campus; and 2. Vacant lot available for a furnished Caravan or mobile canteen at the Ocean Campus in Mulinu u. Interested party(ies) may either lodge proposals to lease: 1. Both Spaces; 2. Unfurnished café space only; or 3. Parking space (vacant lot) for a caravan. Proposals will be reviewed and the successful applicant will be selected by the Tender s Committee. Negotiations will then be undertaken the successful operator/company. The selected tender may need to make a presentation to the Tender s Committee where applicable outlining their proposal. Tender s Committee reserves the right to reject any or all EOI proposals for either or both areas available for lease and revisit the selection and appointment process. 4.2 Café Space Evaluation Criteria The Tender s Committee will evaluate submissions based upon the following criteria for the café. It is mandatory that the interested party(ies) include the following in their proposal: 1. Completed EOI form 2. Business plan and Profile including but not limited to: a. Rental b. Opening days and hours c. Price list d. Menu list e. Fit out works needed (where applicable) f. Café concept/theme (where applicable) g. Valid Business license 3. CV including demonstrated: a. Hospitality industry experience, a minimum of five years experience in owning or managing cafes or restaurants is required b. Demonstrated financial capacity to pay the negotiated rent c. Two references from industry related referees d. Statement of assets and liabilities e. The provision of two business references. f. The provision of a banking reference. EOI v.2 Page 8 of 11

10 4.3 Vacant lot for a Caravan mobile canteen Evaluation Criteria The Tender s Committee will evaluate submissions based upon the following criteria for the parking space (vacant lot). It is mandatory that the interested party(ies) include the following in their proposal: 1. Completed EOI form 2. Business plan and Profile including but not limited to: a. Rental b. Opening days and hours c. Price list d. Menu list e. Valid Business license 3. CV including demonstrated: a. Hospitality industry experience, a minimum of 3 years experience in owning or managing mobile operations e.g. mobile canteen/caravan b.
