1 Country: Area: France Cultural heritage and agriculture policy 1. Short description of the case In 2008, the Pays Beaunois or Beaune area was selected as part of the call for projects launched by the DRAAF and the Conseil Régional de Bourgogne to benefit from the European LEADER program. This program provides the area with a budget of 1.8 million euros from the EU s FEADER fund to help drive projects for rural development. To qualify for this budget, the Beaune area has drawn up an action plan that takes into account its strengths and weaknesses, and has defined a fundamental priority: Heritage sites and local expertise are sources of sustainable economic development and offer a way to capitalize on the territory. This priority can be divided into three key pillars: Agriculture Heritage Tourism This period of definition as part of the LEADER program occurred at the same time as the project to have the climats of the Burgundy winegrowing region classified as a UNESCO World Heritage site was getting off the ground. Although the UNESCO classification project goes beyond the boundaries of the Beaune area, it had to be taken into account in order to define the LEADER program action plan. As such, the Beaune area began promoting the campaign as soon as the application process was underway, and its relevance is transversal, covering each of the three key pillars of Agriculture, Heritage and Tourism. To be more precise, taking the UNESCO dossier into account when drawing up the LEADER dossier enabled the definition of a certain number of action plans that correspond to the objectives of the UNESCO application and also bring a real added value to the LEADER program application, which went on to be selected by the decision-making committee. The LEADER program has now been up and running in the Beaune area for four years. Over 60 operations have been carried out as part of it and among these, a good number have a direct link with the application for inclusion of the Burgundy climats on the UNESCO World Heritage list. And in a more indirect way, other actions are helping feed into the UNESCO application. 3 3. Cooperation Zones for cleaning sprayers in the winegrowing areas: each project reunites at least 30 growers. They work together to find the best treatment system and more suited to their environment. A technical committee of the Chamber of Agriculture and funders to define the best projects, taking care to cover all of the wine coast. Association Paysage de Corton : The association is composed of 40 members: winegrowers, municipalities and agencies wine appellation. The association has conducted several studies in partnership with the University of Dijon for a sustainable management of vineyard soils: erosion study on biodiversity... The financements of projects liked with «les climats de Bourgogne» by European funds helped to sensibilize a large public to the Outstanding Universal Value. 4. Specific elements of the initiative that could provide a good or bad related to the synergy of different policies - Zones for cleaning sprayers in the winegrowing areas ( ): The creation of zones for washing sprayers is part of an advanced environmental strategy. It involves centralizing the cleaning and filling of sprayers on high-clearance tractors into specific zones in the vineyards. Aside from the need to satisfy certain rules regarding the operation of sprayers, the winegrowers aim was clearly to reduce their environmental impact in view of the UNESCO application. Across the whole region covered by the application, five projects have been established including four that are financed by the LEADER program. - Association Paysage de Corton (2012): The hill at Corton is located to the north of the Côte de Beaune in the Côte d Or department. It is reputed for its two grand crus wines, Corton (red) and Corton-Charlemagne (white). Having a grand cru white and a grand cru red on the same hill with vines facing from south-east to west is unique in Burgundy. The area covers around 1,000 hectares including 550 hectares of vines. The remainder is made up of woods, villages, roads and paths, etc. The Paysage de Corton project was created by winegrowers from the three winegrowing communes of Pernand-Vergelesses, Aloxe-Corton and Ladoix-Serrigny who wanted to implement a strategy of sustainable development in the area. So they created an association to define a certain number of actions within this framework and to support the application for UNESCO World Heritage status. - Call for projects for the restoration and promotion of rural heritage sites in the Beaune area ( ) Within the framework of the EU LEADER program, for the past four years, the Beaune area has been examining potential projects for the restoration and promotion of rural heritage sites from communes within the area. Since the launch of the first call for projects in 2009, the Beaune area has supported 15 restoration projects covering a range of heritage sites including bread ovens, wash-houses, wells, Roman memorial stones, spillways and dry stone or cut stone walls. Financing from the LEADER program can be as much as 55% of the cost to the communes. - Training regarding smaller heritage sites (2012)

4 A partnership with the CNFPT of the Côte-d Or department has enabled the creation of a training program that aims to help communes better identify, understand and maintain their local heritage. The aim for the Beaune area is that after a site has been renovated, communes will have the technical expertise to maintain this heritage to limit further deterioration. This training program began in September 2012, bringing together eight local politicians and seven representatives from the communes. - Restoration of the home for lepers in Meursault ( ) As a unique historical and heritage site, the former hospital of Meursault has requested significant renovation work. This is becoming urgent, given the poor state of the building, some parts of which have already been lost forever. In addition to saving the historical edifice, the project also covers the creation of a new area at the northeastern end of the site as a reception center that will promote cultural tourism, rural heritage and wine-related tourism. - Creation of a walking trail to discover local heritage in Savigny-lès-Beaune (2012) The commune of Savigny-lès-Beaune would like to share its collection of viticultural buildings and its rural heritage through the creation of a signposted and maintained walking trail through the village. Given the beauty of the village, its long history, cultural anecdotes and architectural curiosities, this footpath introduces visitors to the village s ancient buildings and in particular to the traditional winerelated heritage of the Côte de Beaune. Using a journalistic style, the trail s theme is Burgundian wine-related architecture to provide a link to the UNESCO World Heritage project. - Renovation of the Saint Christophe walking trial to welcome families (Meursault) (2013) The commune of Meursault has a botanical walking trail that was created around a decade ago along with the ONF, France s forestry body, on Mont Mélian. This trail has declined in popularity recently due to the out-of-date signage and a lack of investment in the trees featured on the way. The commune wanted to completely renovate the trail, adding a new dimension by promoting all the area has to offer. In addition to creating new signs presenting the flora along the trail and a table set alongside existing benches to help walkers identify the surrounding landscape, the commune has created a kit for families to encourage a more dynamic discovery of the local landscape. The project is part of the application for inclusion of Burgundy s climats on UNESCO s World Heritage list and offers a novel way to approach the area and the local wine-related landscape, showing it from a different angle. - Renovation of the cellars of the Beaune area to welcome tourists ( ) The Beaune area is keen to support strong projects from winegrowers who want to improve how they welcome their customers both regular and occasional in their cellars and to develop wine-related tourism in the region. - Burgundy France photographic exhibition Central Otago New Zealand (2012) The aim of this project was to create an exhibition covering the different regions of Burgundy, and the Beaune area in particular, with that of Central Otago in New Zealand, in order to promote the beauty of each region and encourage sharing and promotion through the continuation of the strong links the two regions already enjoy.

5 - Creation of a fun and educational tool to welcome families at winemakers cellars (BIVB) (2011) The BIVB and territories covered by the Beaune area decided to create a fun project for children to enjoy while their parents are tasting and buying wine. The project resulted in a game to encourage them to find out about winegrowing in a fun and entertaining way. - Feasibility study for a Cultural Center for Wine and Gastronomy (BIVB) (2012) For several years, the BIVB has been seeking to add to the local wine-tourism offer and as such, has been investigating the possibility of creating a Burgundy wine center. This center would provide the many local tourists with a place where they can find out more about the vineyards of Burgundy, local gastronomy, culture, history and science. In parallel, the association tasked with applying for the inclusion of the Burgundy climats on the UNESCO World Heritage list defined the need for the Burgundy region to include as part of its application a place where people can find out more about the great variety of climats in Burgundy key to the UNESCO application. Given that several projects could be organized into one major project, the BIVB has launched a feasibility study into the creation of a Cultural Center for Wine and Gastronomy (working title) within the framework of the Bourgogne Amplitude 2015 plan. - Photographic exhibition Regards partagés (shared impressions) (from 2010) The climats as seen by three local photographers: Jean-Louis Bernuy, Armelle and Michel Joly. The 1,247 Climats of the Côtes de Beaune and the Côtes de Nuits resemble an open-air library that we inherit, and are thus duty bound to hand down to future generations. Consisting of 120 photographs, the exhibition played a vital role in convincing those living on and off the land, that it is their responsibility to pass on in its entirety this combined heritage of nature and the creative savoir-faire of man to the next generation. Since May 2010, this travelling exhibition has visited such historically symbolic locations as Dijon, Beaune, Nuits-Saint-Georges and the Château du Clos de Vougeot. It was the official beginning of the support campaign for the "climats" of the Burgundy vineyards candidacy: the "climats" are candidates! - Climats parade (8th April 2011) On Friday 8th April 2011, 3,000 people took part in the Marche des climats son et lumière, a walk through the vineyards from Chambolle-Musigny to the Château du Clos de Vougeot. This grand event was held to commemorate the signature of the Territorial Charter, a decisive step in the application process and one that officially marked the involvement of the whole region in the future of this dynamic project. This was an unprecedented event that brought together members of the community of all ages in a common goal; a march in support of the application for UNESCO World Heritage status; a demonstration by the local community of their strong affection for this symbolic terrain. After the parade, 53 officials representing local authorities, central government and professional bodies solemnly signed the Territorial Charter of the climats du Vignoble de Bourgogne at the Château du Clos de Vougeot.

6 - Climats on the ROC (1st June 2013) The Association des Climats de Bourgogne chose the symbolic location of the Comblanchien quarries normally closed to the public for this all-day event to highlight the link between the local limestone and the wine. It is the limestone that nourishes the roots, created the hierarchy of crus and helped construct the heritage of the Côte. More than 4,500 people were present to support the candidacy and to show their attachment to their territory and their values. The Climats on the Roc event also marked a key stage in the path to inclusion on the World Heritage list with the presentation of the newly formed Territorial Council before an audience of the general public along with local politicians. 5. 7 - Renovation of the cellars of the Beaune area to welcome tourists As such, the Beaune area has selected four projects to support with a total investment of 807,072 including 123,613 from the LEADER program. 52,785 from Pays Beaunois program (Etat) - Burgundy France photographic exhibition Central Otago New Zealand Cost of the project: 10,812 including 5,812 from the LEADER project. 5,000 from Etat - Creation of a fun and educational tool to welcome families at winemakers cellars (BIVB) Cost of the project: 19,775 including 5,932 from the LEADER program. 5,932 from Regional council - Feasibility study for a Cultural Center for Wine and Gastronomy (BIVB) Cost of the project: 49,500 including 13,612 from the LEADER program. Departmental council and Etat - Photographic exhibition Regards partagés (shared impressions) (from 2010) Cost of the project: 50,000 including 20,000 from the LEADER program. The chambers of commerce and industry in Dijon and Beaune and the Banque Populaire of Burgundy, partners of the candidature to the World Heritage s List, also financed the exhibition. - Climats parade (8th April 2011) Cost of the project: 120,000 including ,90 from the LEADER program. Local partners, such as wineries and the BIVB, also financed the parade. - Climats on the ROC (1st June 2013) Cost of the project: 121,500 including 15,000 from the LEADER program. The town council of Comblanchien, the BIVB and the sponsors of the candidature also financed the event.. 6. Estimate of the economic effects The initiatives financed by the LEADER program enabled to develop eco-friendly s and cooperation between different partners. It has had impact in the territory and created employment. The events organized by the Association for inclusion of the Burgundy climats on the UNESCO World Heritage list gathered together different partners and brought out touristic assets of the area between Dijon and Beaune through public and free events. 7. Description of effects in cultural heritage, cohesion, environment, agriculture or other sectors of society The projects financed by the LEADER program increased the value of the territory of the Beaune area and made local people aware of the cultural, heritage and rural wealth of ther territory. The LEADER program encourages local initiatives, even though they are not financed by European founds, and develop cohesion and promotion of the Beaune area. 8. Lessons to be learned
