2 Air Traffic Controllers 2,000 Air Traffic Controllers (ATCOs) work in Japan All ATCOs are national government employees, Civil Aviation Bureau, which should be transferred any ATC facility allover Japan Many ATCOs have work experience in several ATC facilities (airports, ACCs, and ATMC) 3 Training 4

3 Passed the entrance exam for air traffic controller s course and entering Aeronautical Safety College means to be hired as a government employee from this moment Hiring students a year Pass rate for the entrance exam is less than 10% The course starts in every half a year (Apr. /Oct.) students /class 5 1 year training at Aeronautical Safety College Classroom lectures : 947 hours Aeronautical Law (domestic, international), ATC operational procedures, Navigation, Meteorology English, etc. Simulator trainings : 613 hours Aerodrome control, Procedural control (Approach control, Area Control), Radar control (Approach control, Area Control) 6

4 Training 7 Basic Examinations Consist of paper tests (35) and performance tests (9) Related to ATC procedures (Minimum passing score : 70%) Paper tests (air law, navigation, meteorology, etc.) Performance tests by using ATC simulators (aerodrome control, approach control, area control, etc.) ATC Basic Examination Certificate 8

6 Training Basic Certificate 11 Skill Examinations Paper tests (jurisdiction, airways, SID/STAR, ATC equipment, operational regulations, alerting service, etc.) Performance tests within actual operation (safe and efficient handling of traffic based on regulations, coordination, etc.) Minimum passing score : 70% Rating of ATCO Certificate Aerodrome control rating, approach control procedural rating, approach control radar rating, area control rating, ATM rating, approach precision radar control rating 12

7 Training Ratings Basic Certificate 13 OJT Instructor Training Instructor Training for ASC, Iwanuma Training Center and all ATC facilities Trainings for career advancement - Level 1 : fully rated ATCOs within 6 years experience - Level 2 : possible candidates for senior ATCOs - Level 3 : possible candidates for Deputy Chief ATCOs 14
