1 Role of the church sector in the provision of affordable housing

2 Community Housing Sector Around 230 registered not-for-profit community housing organisations in NSW 30 larger providers Approx 27,000 government-related properties under management Additional properties owned by providers or managed on a fee for service basis Target to grow to 30,000 by end of 2016 under Planning for the Future Makes up 18% of all social housing in NSW

3 Community Housing Sector Increasingly diverse organisations that offer community housing as one of a suite of options, including: Aged care Supported Housing Crisis Accommodation Disability Housing Many more Community Housing properties than those defined by Government, funded through: philanthropy other government programs etc

4 Demographics and housing supply There remains an overall shortfall of housing Impacts on affordability are significant Australia s population is ageing Increased need for affordable housing for older people, and smaller households Increased need for adaptable housing for people with disability Increased emphasis on care in community

5 Changing context Housing NSW as part of FACS Asset split between FACS and LAHC Creation of new Directorate: Community and Private Market Housing Going Home Staying Home reforms National Regulatory System for Community Housing Establishment of Australian Charities and Not-forprofit Commission (ACNC) Boarding House reform Planning reform

6 New National Regulatory System Will commence from 1 July 2013: testing and evaluation phase Replaces current NSW system introduced in 2009 Formal registration from 1 January month transition period Key objective is to create a national market for lending and to reduce red tape for NGOs wanting to operate across borders

7 New National Regulatory System The NSW Registrar of Community Housing will administer the National Law in NSW System is opt in but a pre condition for funding in NSW Reduces burden for multi-jurisdictional providers Multi-jurisdiction providers will be allocated a Primary Registrar where they undertake the majority of their housing business Only companies under the Corporations Act can be registered as Tier 1

8 Going Home Staying Home Reform of the homelessness service system to respond more effectively to homeless people or those at risk of homelessness Two year program with refocused service models due to commence in July 2014 Five key strategies outlined in the Going Home Staying Home Reform Plan: Service delivery design Streamlined access Better planning and resource allocation Industry and workforce development Quality, contracting and continuous improvement

9 National Disability Insurance Scheme NDIS pilot to commence shortly in Hunter Housing not funded directly But increased demand and changing housing models anticipated May provide opportunities for church sector

10 Resource allocation Community Housing Resource Allocation Policy 2010/ /13 Supported growth, sector diversity and consolidation (eg Co-op sector) New policy for 2013/ /16 being developed in the context of NRSCH and other sector changes

11 Recognition of church housing roles Driven by principles of social justice Provision of significant social services, Management of accommodation - supported, social & affordable housing Ownership of land and assets across the state potential to develop in partnership with government, other NFPs and the for profit sector

12 Developments in churches sector Camperdown Common Ground Project MA Housing and Inner City Integrated Services (consortium) Coordinated delivery of tenancy and support services Establishment of specialist church housing providers

14 NRAS A total of 702 NRAS incentives have been approved for church community housing providers to date, of which 341 have been delivered NRAS 5 was announced by Australian Government on 28 March shovel ready stream opening on 18 April and closing 22 May general stream opening on 7 May and closing 6 August

15 Conclusion Opportunities for growth have slowed since NBESP They are there, but have to work smarter Potential in financial partnerships Housing NSW welcomes opportunity to work in partnership with churches sector
