2 1.2 COMPETITION FORMAT 2012 CEV Beach Volleyball European Championship Masters The Masters are played in twenty-four (24) teams Single Elimination format for the Qualification Tournament. The Main Draw is played in a sixteen (16) or twenty-four (24) teams Double Elimination format CEV Beach Volleyball European Championship Final The Final is played in a thirty-two (32) teams Pool Play format followed by a twenty-four (24) teams Single Elimination. Pool Play - Eight (8) pools of four (4) teams with the best three (3) teams of each pool advancing to the single elimination phase. - Pool Seeding: o Pool A: Seed 1, Seed 16, Seed 17, Seed 32 o Pool B: Seed 2, Seed 15, Seed 18, Seed 31 o Pool C: Seed 3, Seed 14, Seed 19, Seed 30 o Pool D: Seed 4, Seed 13, Seed 20, Seed 29 o Pool E: Seed 5, Seed 12, Seed 21, Seed 28 o Pool F: Seed 6, Seed 11, Seed 22, Seed 27 o Pool G: Seed 7, Seed 10, Seed 23, Seed 26 o Pool H: Seed 8, Seed 9, Seed 24, Seed 25 Pools Ranking o Winner earns 2 points, Loser earns 1 point for the match. o In case of an injury forfeit of a team (team is at the court on time for the start of their match, however cannot start the match due to injury), the winning team will be awarded 2 points for the win, a set score of 2:0, and little points of 0:0, 0:0. The losing team will be awarded 1 match point, a set score of 0:2, and little points of 0:21. 0:21. The scoresheet however will reflect a score of 2:0 (0:0, 0:0). o In case of an injury forfeit or an eventual disqualification of a team after the start of the match (as an example ESP is leading AUT 6:4 in the first set and AUT is injured at this point and cannot continue the match), the winning team will be awarded 2 points for the win, a set score of 2:0, and little points of 6:4, 0:0. The losing team will be awarded 1 match point, a set score of 0:2, and little points of 4:21. 0:21. The scoresheet however will reflect a score of 2:0 (6:4, 0:0). o In case of a forfeit due to no show of the team before the start of their match, the winning team with be awarded 2 points for the win, a set score of 2:0, and little points of 0:0, 0:0. The losing team will be awarded 0 match points, a set score of 0:2, and little points of 0:21. 0:21. The scoresheet however will reflect a score of 2:0 (0:0, 0:0). The forfeiting team will also be subject to a sanction. Page 2 of 13
3 In case of a tie in the Pools, during the Round Robin, the following rules will apply: o Between two teams: o If teams have played against each other, the winner of the head to head match is ranked higher. o If teams concerned have not played against each other, their ranking is determined by the points ratio between all teams in the pool. o If a tie still exists by points ratio then the teams have the same position in ranking. o Between three teams: o If three teams have a tie in the main points, then the top ranked team is determined by the points ratios in the matches between the three tied teams. o If a tie still exists then the teams have the same position in the ranking. o Between four teams: o The ranking is determined by the points ratio between all teams in the pool. o If a tie still exists then the teams have the same position in the ranking. In case of a tie in the Pools, at the end of Round Robin, the following rules will apply: o Between two teams: o The winner of the head to head match is ranked higher. o Between three teams: o The top ranked team is determined by the points ratios in the matches between the three tied teams. o If a tie still exists then the top ranked team is determined by the points ratio between all teams in the pool. o If a tie still exists then the top ranked team is determined by the tournament seeding (the highest seed of the tied teams is the top ranked teams). o The second ranked team is determined by the head-to-head match result between the two remaining teams. 5 1.3 NUMBER OF PARTICIPATING TEAMS 2012 CEV Beach Volleyball European Championship Final The total number of teams participating in the Main Draw is thirty-two (32) per gender. There is no preceding Qualification Tournament. Main Draw is composed as follows: Twenty-nine (29) teams directly qualified: o Minimum two (2) and maximum six (6) host country teams o Minimum twenty-three (23) and maximum twenty-seven (27) foreign country teams Maximum three (3) Wild Card teams 2012 CEV Beach Volleyball European Championship Masters The Qualification Tournament consists of twenty-four (24) teams qualifying eight (8) teams for a twenty-four (24) team Main Draw and four (4) teams for a sixteen (16) team Main Draw. 24 Team Main Draw is composed as follows: Twenty-two (22) teams including eight (8) teams coming from the Qualification: o Minimum two (2) and maximum three (3) host country teams o Minimum nineteen (19) and maximum twenty (20) foreign country teams Maximum two (2) Wild Card teams 16 Team Main Draw is composed as follows: Fourteen (14) teams including four (4) teams coming from the Qualification: o Minimum two (2) and maximum three (3) host country teams o Minimum eleven (11) and maximum twelve (12) foreign country teams Maximum two (2) Wild Card teams 1.4 PARTICIPATION LIMITATIONS All athletes from the FIVB World Ranking and CEV Entry Ranking are eligible to participate in the 2012 CEV Beach Volleyball European Championship Masters and Final. 1.5 ALLOCATION OF TEAMS All teams entered in an event are distributed between the Main Draw, Qualification Tournament and Reserve List according to their CEV Entry Ranking ten (10) days before the competition while taking into consideration the Country Quota rules. An eventual tie shall first be resolved by the best result (then by the second best result, third best result until the tie is broken) of the teams concerned achieved at FIVB Grand Slams, FIVB Open, CEV Masters, CEV Challenger, CEV Satellites, then by a drawing of lots. 6 1.6 SEEDING The teams will be seeded in the pools/competition bracket according to their current CEV Entry Ranking points on the day before the event (Technical Meeting). In case of a tie, a drawing of lots will decide. If the hosting National Volleyball Federation has no team among the top eight (8) seeded teams in the Final and top six (6) seeded teams in the Masters, they will be allowed to allocate their best ranked team according to the current CEV Entry Ranking on place nine (9) in the Final and place seven (7) in the Masters respectively in order to help the promotion of the competition. 1.7 REGISTRATION OF TEAMS AND PLAYERS The National Federations are advised to register their teams through the CEV/FIVB Online Registration System ( Login). The username and password is the same like for FIVB World Tour registrations. The provision of the CEV Player s Commitment accompanied by a health certificate duly signed by the NF and the concerned athlete(s) is the pre-condition set to be tentatively admitted to any of the Beach Volleyball competitions officially recognized by the CEV. Once the aforementioned condition is fulfilled by all parties concerned, teams can be registered for CEV Beach Volleyball competitions exclusively by their respective NF 30 days at the latest before the start of the event they intend to join. All deadlines concerning entries are calculated from the start of each Tournament. - Each National Federation is provided with an individual and secured user access (user name and password) through its own address. - After Log in, the National Federation may select any team as per CEV Beach Volleyball Handbook and Official Regulations and register it in the CEV Tournaments by following this procedure: Select first player; Select his/her teammate; Select any available tournament from the Calendar; Confirm the entry of the team. - The team is automatically registered in the selected tournament database and is instantly included in the tentative list posted on the CEV website for each event. While this procedure allows the National Federations to directly control that their teams are correctly entered, it also gives them the opportunity to immediately contact the webmaster (vis@fivb.org and beach@cev.lu) in case a technical problem occurs. - Each National Federation may directly enter new CEV/FIVB athletes as the computer instantly generates CEV/FIVB # for the new player as well as a user name and password. - Athletes with pending sanctions are not allowed to enter in CEV sanctioned events until the related fine is duly paid to the CEV. - The entry deadline for each event is communicated on the CEV website. - Each National Federation and athlete will be responsible for checking the entry through Internet by consulting the tentative Entry List for each event. - The Tentative List is an ongoing information available on the CEV website and up to -10 days can be amended by each participating National Federation. Additionally each player willing to participate must complete and sign and have his/her respective National Federation sign and seal the following forms: Page 6 of 13
7 BV-07b M-3 Player s Commitment Health Certificate for Beach Volleyball players These forms must have reached the CEV Head Office 30 days prior to the start of the event the player participates in and have to be submitted only once per player per season. 1.8 SUBSTITUTION OF A PLAYER No player can be substituted after the Confirmed List has been published unless in case of injury or force majeure upon approval of the CEV. Respective proof or documentation must be presented to the CEV before the start of the Preliminary Inquiry of the respective event. The CEV Beach Volleyball Handbook contains detailed information for substitutions and withdrawals. 1.9 WITHDRAWAL & LATE ARRIVAL In case the withdrawal occurs after the player registration deadline, the athletes/national Federations must respect the withdrawal procedure and regulations mentioned in the CEV Beach Volleyball Handbook. Athletes who do not arrive or arrive late for the Preliminary Inquiry/Technical Meeting of the Qualification and/or the Main Draw, and have not received the authorization of the Technical Supervisor are excluded from the event by the Technical Supervisor for no show and/or fined (see CEV Beach Volleyball Handbook, article 1.5) RIGHT OF PARTICIPATION OF TEAMS The right of participation shall become effective as soon as the teams names appear on the Confirmed List established by CEV for each event. The Confirmed List is sent to the National Federations concerned. It is the National Federations responsibility to inform their players accordingly. A team is composed of two players of the same nationality and same gender RIGHT OF PARTICIPATION OF PLAYERS A player wishing to take part in a CEV sanctioned competition must possess the nationality of the country whose national team he/she intends to play for and must fully comply with the requirements laid down by the Sports Regulations of the CEV/FIVB. Only players not suspended by CEV and/or FIVB for the event concerned are allowed to participate. Page 7 of 13
8 1.12 COUNTRY QUOTA Qualification Tournaments consist of a maximum of 32, 24 or 16 teams. Once the 32, 24 or 16 teams from the entry list for the Qualification Tournament has been confirmed an assessment will be taken of the affects of the Country Quota rules and the number of teams that will be eliminated and the entry list will be increased by this number of teams to account for this reduction. The confirmed list for each Qualification Tournament consists of more than 32, 24, or 16 teams. This is to allow for the reduction of teams that will happen due to the Country Quota Playoff. Only teams confirmed in the Qualification Tournament list will be eligible to play the Country Quota Playoffs. Host Country Teams who are on the Reserve List will not be permitted to take part in the Country Quota Playoffs. The Country Quota Playoff matches have to be played one day before the Qualification Tournament, in conjunction with the practical part of the referee clinic, with a single elimination format until all remaining teams are eligible to participate in the Qualification Tournament. Teams eliminated from the Country Quota Playoff are eligible to earn Ranking points. Page 8 of 13
9 1.14 WILD CARDS CEV has the right to grant up to three (3) Wild Cards for the Final and two (2) Wild Cards for the Masters upon request of National Federations or upon its own initiative. The National Federations may present their request for Wild Cards to the CEV Head Office at the latest thirty (30) days before the beginning of the event using the BV-02 form. The CEV s final decision shall be communicated to the National Federations and to the persons concerned at the very latest ten (10) days before the event. For every unused Wild Card, the best ranked team of the Confirmed List will be admitted directly to the Main Draw. Wild Cards are not taken into consideration for the Country Quota CEV ENTRY RANKING The main purpose of the CEV Entry Ranking is the admission to and seeding at the CEV Beach Volleyball European Championship Final, Masters, Challenger and Satellites. The CEV Entry Ranking is an individual ranking, where team points are the sum of the individual points. Every player earns his/her CEV Entry Ranking points according to the competition he/she took part in. Players who have not participated in any relevant event have zero (0) CEV Entry Ranking points. The CEV Entry Ranking will be calculated and published after each tournament, where CEV Entry Ranking points are allocated. The CEV Entry Ranking is calculated by adding each player s CEV Points earned in the best* three of their last four CEV events plus the best* three of their last four FIVB events over a 365-day period from the date the Entry Points are calculated. FIVB events count for the CEV Entry Ranking like a CEV Beach Volleyball European Championship Masters. * Best refers to the highest CEV Entry Ranking points obtained. Page 9 of 13
10 1.16 ALLOCATION OF POINTS A player shall be allocated the ranking points according to his/her classification in the competition he/she took part in. The ranking point s tables (per player) for the 2012 CEV Beach Volleyball European Championship Final are listed in the table below. CEV Entry Ranking points per player: Rank Final Masters / FIVB World Ranking points per player: Rank Final Masters / World Ranking points, which are allocated to the Final and Masters, will count for the entry to World Tour events only if it is a benefit for any teams to calculate these points (like for Challenger and Satellite events). 11 1.18 MAKE AND TYPE OF BALLS The ball to be used is the MIKASA VLS RULES OF THE GAME All matches shall be played according to the FIVB Official Beach Volleyball rules in their latest edition VISA APPLICATION PROCEDURE Players, Officials, Team Managers, Coaches and National Federations are requested to apply early enough for visas, whenever needed. The hosting National Federation should be contacted to receive an invitation letter for the event. 2. FINANCIAL REGULATIONS 2.1 ENTRY FEE For each team registering to participate in any competition of the 2012 season the respective National Federation shall pay, upon receipt of the respective CEV invoice, a unique entry fee of 100,- EUR to the bank account of the CEV: BGL BNP Paribas in Luxembourg, Account number: IBAN LU SWIFT: BGLLLULL When a team withdraws from a competition later than ten (10) days before the start this fee is due except for health reasons. Teams made up of players that already participated in a competition of the current season but did not enter a competition of the current season together, count as a new team. 2.2 LICENSE FEE For each player applying for participation in any competition of the 2012 season the respective National Federation shall pay, upon receipt of the respective CEV invoice, a license fee amounting to 10,- EUR to the bank account of the CEV: BGL BNP Paribas in Luxembourg, Account number: LU SWIFT: BGLLLULL This fee is due even if the player did register but eventually did not participate in any competition.
