3 University of Colorado Denver Anschutz Medical Campus Overview O Two main campuses O More than 29,000 students enrolled on campus and online O Average class size of 29 O Awards the most graduate degrees in Colorado O No. 34 on Forbes Magazine's public colleges list O Attracts the most research funding in the Colorado O Has Colorado's only professional schools for medicine, pharmacy and architecture
4 Active Shooter Response Protocol O Police will aggressively seek out the shooter to end the violence. O Police will not administer first aid during that process. O Emergency Medical Services (EMS) personnel will not treat victims until police have secured the area (eliminated the threat).
5 The Problem How to manage a gunshot wound between the time a person is shot and when EMS is cleared to respond
6 Our Solution O The Anschutz Medical Campus we have a medical school. O All that the faculty and students need are the basic tools O The Gunshot Trauma Kit (GTK) is based on the military s Improved First Aid Kit (IFAK). O We are implementing the program by: O Soliciting volunteers, O Training them on the use of the kit contents, O Purchasing and issuing the Gunshot Trauma Kits, and O Placing the kits in available locations. O We have also developed a sustainment program for the kits (expiration dates).
7 O Three tiered deployment: The Program O Police Officers all of our officers and guards will carry one kit in their cars. O Faculty and Staff any employee designated by their Administrator can get a kit if they attend the training (or test out of it). O Cabinets we are retrofitting selected classrooms with AED-like cabinets in which we will stage GTKs along with instruction cards. Our goal is to put cabinets and kits in all common or transient areas.
8 The Kit O We purchased first aid kits that are based on the Army s Improved First Aid Kit (IFAK). These kits are supplemented with additional items. O We are offering the kits free of charge to faculty and staff identified by administrators. Designated personnel must attend a training course (or test out) to receive one of the kits. O There is no obligation on the part of any staff member to provide treatment; the use of this kit in an emergency will be purely discretionary. O There is no liability to the staff member; Good Samaritan laws protect citizens when rendering aid in good faith.
9 Kit Contents O 4" Israeli field dressing O Nitrile gloves O Sterile crinkle cotton O SOF Tactical Tourniquet* O EMT shears O QuikClot O HALO Chest seals (2 pack)* O 3" self adherent bandage and triangular bandage O Tape - 1"x10yrds. O Black pouch (9.5"x7.5"x3") * - added item
10 Soliciting Volunteers O We make presentations to: O Senior Administrators, O Our Emergency Response Team, and O Other partner groups. O We offer the kit at no cost (free!). O We keep the training short (under 2 hours). O We empower local administrators to define the rules for their organizations.
11 Training O We created a specialized training program to provide training support for the kits. O Training objectives: O Train-the-trainer program. O Training takes less than 2 hours. O There will be a test-out option. O Instruction cards are under development.
12 Maintenance O Two items with expirations. Each has a 3 year life: O QuikClot clotting sponge, and O HALO Chest Seals. O Implementing a staggered replacement process will average out the maintenance costs to approximately $10/kit/year O Outdated materials will be used for training.
13 Miscellaneous Details O We may institute an annual mandatory refresher training program that includes a kit inspection process to check for completeness, serviceability and expiration dates (for those items with a shelf life). O Administrators will decide where the kits are kept during office hours, if the kit can be taken out of the office when the staff member travels, etc. O Kits will be tagged with contact information for the staff member and the Police Department.
